Recommendation:

1.) Approve Amendment No. 1 to the reimbursement agreement with
CVAG to increase that agency's funding by $1,100,000 for the
design, right-of-way acquisition, and construction of the Monterey
Avenue/I-10 Interchange Ramp Improvement Project and
2.) Authorize the Mayor to execute the amendment.
Discussion:
On October 27, 2005 a reimbursement agreement was executed whereby the
Coachella Valley Association of Governments (CVAG) agreed to reimburse the City
of Palm Desert for 50% of project costs, up to an amount not to exceed $4,050,000,
for the design, right-of-way acquisition, and construction of the Monterey Avenue/I-
10 Ramp Improvement Project.
Subsequent to the reimbursement agreement the total estimated project cost
increased by $2.2 million, bringing the total project cost to $10.3 million from $8.1
million. The increase was due to construction inflation, additional consultant fees,
and geometric changes. Amendment 1 to the reimbursement agreement, increasing
CVAG's share of the costs by $1,100,000 and adjustment the not -to -exceed amount
to $5,150,000, has been prepared by CVAG and approved by its Executive
Committee.

Staff therefore requests City Council approval of Amendment No. 1 to the
reimbursement agreement with CVAG for the Monterey Avenue/I-10 Interchange
Ramp Improvement Project and authorization for the Mayor to execute the same.
Fiscal Impact:
The City of Palm Desert's portion ($1.1 million) of the estimated increase to the
project cost will be requested during the 2009-2010 fiscal year budget process (see
attached Project Cost Worksheet). There will be no ongoing costs to the City, as the
interchange will be maintained by Caltrans after completion and acceptance of the
project.
