Recommendation:
By Minute Motion, Staff requests that the City Council authorize the refund of permit
fees collected between July 1-11, 2008 in the amount of $148.96 as shown in Exhibit
«A„
Executive Summary:
The City Council on December 13, 2007 adopted Resolution 07-08 with the stipulation
that it would be delayed six months and implemented with the new budget cycle starting
July 1, 2008. On July 1, 2008 staff implemented the Development Services Fee
Schedule, Resolution 07-08.
On the July 7, 2008 the City Manager received a letter from Mr. Fred Bell, with the BIA
inquiring why the City implemented the Development Services Fee Schedule,
Resolution 07-08. Mr. Bell understood that the City Council agreed at the December
13th council meeting to approve Resolution 07-08 with a six month delay and that
Council would re -review the economic conditions in six months for possibly further
delaying the implementation of fee increases.
At the City Council meeting of July 10, 2008 Council agreed to further delay the
implementation of Resolution 07-08.

Therefore, it is staffs recommendation to approve the refunding of the permit fees that
were collected on July 1-11, 2008 as showed in Exhibit "A". Funds are available in
Account No. 110-0000-322.11-00.
