Approve the concept of a design-build structure and additional 29 spaces to the originally approved project; 2. Appropriate an additional $625,000 from unobligated general fund monies to Account No. 510-4361-433.40-01; 3. Direct staff to advertise and call for proposals for said project. EXECUTIVE SUMMARY: Approval of the staff recommendation will increase the scope of the East Phase Carport Project to include an additional 29 parking spaces, taking the total to 57 covered spaces, and direct staff to handle the project as a design-build structure. The design- build approach will allow staff to select a firm that would provide the City with a turnkey carport and solar system rather than building carports and adding solar later. Staff believes it is possible to provide a 100-120 kilowatt (kW) system between the two proposed structures, which would be around the minimum size that most design-build companies will undertake. BACKGROUND: Previous carport and solar systems in the Civic Center Complex have been designed by architects with the ability to accommodate a solar system at a later date. Upon completion of the carport structures, the Department of Energy Management has come back and added the solar systems. During the budget process of our current fiscal year (FY 08/09), staff approached the project in the same manner that was previously used. Development Services requested $225,000 to build a carport structure for 28 parking spaces, and anticipated the solar system would be installed at a later date. Staff Report Civic Center East Phase Carports Page 2 October 9, 2008 DISCUSSION: Many of the solar companies are offering design-build product, which could provide a turnkey solar system to the City. By having one company design and build the carport and solar application, you eliminate having two phases of a project with a cost savings associated with using a one-stop-shop approach. Most of the solar companies staff has spoken with have indicated that the minimum solar system that they will propose on is a 100 kW system. The area identified by staff during the budget process would cover 28 parking spaces adjacent to the State of California building, and could allow for a 40-50 kW system. The power generated from that system could be run directly into the State building power system. Staff has also identified an additional 29 parking spaces that could be covered at the eastern most edge of the Civic Center Complex (see attached map). Staff had anticipated proposing this row of parking for carport and solar in the next fiscal year (FY 09/10). By adding these spaces to this year's project, we can achieve a system large enough for some of the design-build teams to propose on. The power generated from the additional 29 spaces can easily tie into the electrical panel for the new pump house which was installed to the north of the Parkview Building. It is anticipated that the additional 60-70 kW system over these 29 spaces would power approximately 40% of the annual usage of this pump station which controls all of the lake and irrigation pumps in the park. ANALYSIS: Staff believes that utilizing the design-build approach can yield significant cost savings to the City. In previous two phase projects, the City has spent $16,000 to 18,000 per space for a carport/solar project. Staff is anticipating receiving proposals in the range of $13,000 to 15,000 per space for the turnkey 100-120 kW solar system. Utilizing this design approach staff can expect to see a cost savings to the City while providing additional shade, and more importantly an additional 100-120 kW of power to the Civic Center Complex. Carport structures have been identified as an excellent way to provide for solar power and as an added benefit also provide more shaded parking for the Civic Center users. The State of California Building in the Civic Center Compiex currentty has no energy efficiency measures. Staff woufd like to continue moving towards the Cit�s goai of being completely off the grid at Civic Center. By utitizi�g the same design for the North- Phase cerports staff has the opportunity to cover addltional spaces and potentialty add 115 additional solar panels. Constructed in 2006 the North-Phase Civic Center Carports were completed and a!lowed for the instaflation of 336 new solar panets totaling 60kw of supplied power. Construction and design costs at that time totaled approximatey $6,000.00 per space not including the costs for the Solar System. Staff anticipates that construction costs per space will be between $7,500 - $8,000 per stall for the design and construction of the proposed carpo�ts.
