Ortega, City Manager Recommendation: That the City Council appoint Patrick Conlon, Director of Energy Management, to serve as a representative on the IID Advisory Committee. Background: A portion of the City of Palm Desert is served by the Imperial Irrigation District. Earlier this year the City supported an Assembly Bill authored by Assemblywoman Bonnie Garcia that would have forced the Imperial Irrigation District to give cities in the Coachella Valley, served by the District but not within its boundaries a say in the affairs of the District. As a result of a compromise between Ms. Garcia and the District, the District agreed to implement a Six Point Energy Action Plan to involve the cities in the Coachella Valley. One of the six points is the reconstitution of the Energy Consumers Advisory Committee to include 10 representatives of the local communities served by IID, including one representative of either CVAG or the County. The Cities of Rancho Mirage and Palm Desert are allowed to make one appointee. The City of Rancho Mirage has indicated to me that Palm Desert can make the appointment as long as Rancho Mirage receives copies of any agenda. C:IDOCUMENTS AND SETTINGSITBECKERILOCAL SETTINGSITEMPORARY INTERNET FILES \CONTENT.OUTLOOK4THXDX4UEVID ADVISORY BOARD.DOCX IID Energy Action Plan April 28, 2008 In furtherance of its goal to bolster intergovernmental communications and fortify the strategic planning process in the Coachella Valley portion of its service area, the Imperial Irrigation District will adopt a six -point energy action plan summarized below: 1) The Coachella Valley cities and the county of Riverside will be asked by IID to participate in its strategic energy planning process that will begin shortly. 2) The Energy Consumers Advisory Committee ("ECAC") will be reconstituted (and possibly renamed) to include 10 nominees from the local entities served by IID, with nine nominated by the three cities and one nominee put forward by the Coachella Valley Association of Governments ("CVAG") or the county of Riverside.. 3) The ECAC will convene more frequently and be provided relevant and actionable materials well in advance of its meetings. 4) IID will invite the appropriate Coachella Valley city managers and the county executive of the county of Riverside to join the general manager in quarterly senior -level planning sessions to ensure coordination among these agencies and the district. 5) The general manager is reviewing staffing levels in the Coachella Valley and will adjust/augment those levels if it is determined, after consultation with the ECAC and other key stakeholders, that additional resources should be dedicated to that portion of its service area. 6) IID will be pleased to review and accept any membership invitation it may receive from the Coachella Valley Association of Governments.
