September 16, 2008, Parks and Recreation Commission Report Recommendation: By Minute Motion: Authorize Staff to construct approximately ten turnouts on the Mike Schuler Trail. Discussion: On Friday, June 13, 2008, an article appeared in The Desert Sun that indicated that the City of Rancho Mirage was considering widening the Mike Schuler Trail. The newspaper article discussed modifications to the trail to be constructed by Mike Schuler, Trail Builder. Approximately half of this trail is in the City of Palm Desert. The City of Palm Desert sent a letter to the City of Rancho Mirage requesting that the City of Palm Desert be contacted before moving forward with any action regarding the Mike Schuler Trail. On July 17, 2008, Staff attended a City of Rancho Mirage Council Meeting in which the widening of the Mike Schuler Trail was an agenda item. The Rancho Mirage City Council acknowledged the correspondence from the City of Palm Desert, and indicated that they would contact the City before any further action is taken. On August 26, 2008, Ms. Cathy Isaacson, and a Planner for the City of Rancho Mirage, a member of the Rancho Mirage Trails Commission; Ryan Stendell, Senior Management Analyst for the City of Palm Desert; Mr. Mike Schuler, the trail construction contractor; and myself, met at the Mike Schuler Trail to discuss the widening of the trail. As the group hiked up the trail, Mr. Schuler discussed that rather than widen the entire trail, he had proposed to construct strategically placed turnouts that would allow individuals to move aside when oncoming hikers approach. Mike Schuler indicated that no further excavation or disturbance to the hillside is being proposed, but he would use areas of the trail that are naturally wider to create the turnouts. The Commission was in favor of the recommended turnouts. Ms. Cathy Isaacson indicated that the City of Rancho Mirage would fund any turnout construction in an amount not to exceed $21,000.00, which is the estimated cost of the project. Staff is requesting authorization to construct the recommended turnouts to be funded by the City of Rancho Mirage in an amount not to exceed $ 21,000.00. STAFF REPORT To: Parks and Recreation Commission From: Janis Steele, Parks and Recreation Services Manager Date: August 19, 2008 Subject: Mike Schular Trail Update On Friday, June 13, 2008, an article appeared in The Desert Sun that indicated that the City of Rancho Mirage, after closing and moving the Bump and Grind Trailhead to Palm Desert, was considering widening the Mike Schular Trail. A portion of this trail, and the area discussed in the article (see attached) is in Palm Desert. This article was discussed at a previous Commission meeting and Staff indicated that they would investigate and update the Commission. On July 17, 2008, the Rancho Mirage City Council was scheduled to consider issues related to the Bump and Grind (in Rancho Mirage), including the Mike Schular Trail modifications. Staff updated the City Manager, and a response was drafted and sent to the Rancho Mirage City Council members (see attached). The response requested that prior to further action being taken on the item that the City of Palm Desert be contacted. Mr. Ryan Stendell, Senior Management Analyst, for the City of Palm Desert; Mr. Michael Barnard, Vice Chair, Parks and Recreation Commission; and I attended the July 17, Council meeting and public hearing. The Rancho Mirage City Council members acknowledged the correspondence from Palm Desert, and indicated that they would contact the City of Palm Desert before any further action is taken. As we hiked the trail, Mr. Schuler pointed out areas of the trail that needed repair due to the recent rains. Mr. Schuler indicated that he could make the repairs. As we moved forward on the trail, Mr. Schuler pointed out areas of the trail that were naturally wider than other portions of the trail. Mr. Schuler recommended that only small turnouts be developed in a few of these areas. This would allow individuals to move aside when others using the trail wish to pass. All parties agreed that these should be the only improvements to the Mike Schuler Trail. Attached are pictures of the trail and proposed turnout ares.
