Recommendation:
1. Ratify the City Manager's authorization of extra work on the
2008 Citywide Restriping Project and approve Change Order
No. 1 in the amount of $5,500.00;
2. Ratify the City Manager's authorization of extra work on the
2008 Citywide Restriping Project and approve Change Order
No. 2 in the amount of $8,250.00;
3. Move $13,750.00 from contingency to base; and
4. Authorize the Mayor to execute the change orders.
Discussion:
On April 10, 2008 City Council approved Contract No C27470 with J.P. Striping
for the 2008 Citywide Restriping project, in the amount of $315,000.00 plus a
$31,500.00 contingency.
On June 27, 2008 staff requested and received the City Manager's authorization
to add two areas to the project that were not originally identified in the bid
package. The work included the installation of crosswalks at the intersection of
San Pablo and San Gorgonio, and the installation of a third southbound lane on
Cook Street to connect two existing three -lane sections.
On July 8, 2008 staff requested and received the City Manager's authorization to
add a third and fourth area to the project that had not been identified in the
original bid package. This work included the modification of the alignment of

existing lane lines to allow for the installation of golf cart and bike lanes on
Tamarisk Row Drive and on Portola Avenue. In both cases, staff believes the
estimate to be reasonable and within the industry standard for the work being
performed.
Each of the two change orders provides for an additional four days to complete
the work, for a total of eight days added to the contract time for the change order
work. In addition to these eight days, the Public Works Department granted 20
days to the contract time in exchange for the contractor's agreement to stripe the
City of Rancho Mirage portion of Monterey Avenue —a distance of 4.7 miles —at
no cost to the City of Palm Desert. Therefore, with these change orders a total of
28 days has been added to the original contract time.
Fiscal Impact:
The Citywide Restriping is a maintenance project and as such, the funds are
allocated and encumbered as part of the annual budgeting process.
Staff recommends that City Council ratify the City Manager's authorization of
extra work on the 2008 Citywide Restriping Project and approve Change Orders
No. 1 and 2 to Contract No. C27470 with J.P. Striping of Beaumont, California, in
the amounts of $5,500.00 and $8,250.00; move $13,750.00 from contingency to
base, and authorize the Mayor to execute the change orders.

This Change Order covers changes to the subject contract as described herein. The Contractor shall construct, furnish
equipment and materials, and perform all work as necessary or required to complete the Change Order items for a
lump sum price agreed upon between the Contractor and the City of Palm Desert, otherwise referred to as Owner.
Contract Time Extension 4 Days
Revised Contract Total $320,500.00
The undersigned Contractor approves the foregoing Change Order # 1 as to the changes, if any, in the contract
price specified for each item including any and all supervision costs and other miscellaneous costs relating to the
change in work, and as to the extension of time allowed, if any, for completion of the entire work on account of said
Change Order # 1 . The Contractor agrees to furnish all labor and materials and perform all other necessary work,
inclusive of that directly or indirectly related to the approved time extension, required to complete the Change Order
items. This document will become a supplement of the contract and all provisions will apply hereto. It is understood
that the Change Order shall be effective when approved by the Owner.
Execution of this Change Order by the Contractor constitutes a binding accord and satisfaction that fully satisfies,
waives, and releases the Owner from all claims, demands, costs, and liabilities, in contract, law or equity, arising out of
or related to the subject of the Change Order, whether known or unknown, including but not limited to direct and
indirect costs and/or damages for delay, disruption, acceleration, loss of productivity, and stacking of trades, as well as
any and all consequential damages.
This document will become a supplement to the Contract and all provisions will apply hereto, all items included above
must have required signatures as per the purchase resolution.

Subject: Request for Approval of Extra Work on the 2008 Citywide Restriping Project
The 2048 Citywide Restriping Project will commence work on Monday, June 3Q, 2008. Staff
has recently identified two Iocations where additional work is needed that were not included in
the original bid package for the project. The work includes installation of crosswalks at the
intersection of San Pablo and San Gorgonio and installation of a third southbound lane on Cook
Street to connect two existing three-lane sections.
The 2008 Citywlde Restriping Contract includes a $315,OQ0 base amount, plus a $31,500
contingency. Staff requests your authorization to utilize $5,500 of the contingency to proceed
with the additional work at two locations immediately. 7he contractor has provided a quote of
$2,750 per location, for a total of$5,500. Staff believes that this estimate is reasonable for the
work involved.
