Background Documents RECOMMENDATION: By Minute Motion: Approve the expenditure of $11,800 to the Friends of the Desert Mountains, funds are available in Account Number 233-4636-454-40- 01. DISCUSSION: In April 2007, staff was contacted by the Friends of the Desert Mountains (Friends) regarding grant funding in their possession that was going to expire. The Friends asked staff if we would accept the funding in the amount of $11,800 to assist with the construction of the trail system. The Friends were attempting to use that funding for the production of a trail map for all trails within the National Monument (including Palm Desert). Unfortunately, work on the map was not far enough along to use those funds. Staff and Friends agreed that we would take the grant funding in 2007, and when the Friends were ready for the map, staff would arrange to reimburse the funds through a donation in the amount of $11,800 to the Friends for production of the trail maps. The final version of the map includes every hiking trail within the National Monument, and includes a very nice blowup of the Palm Desert Trail System. The Friends, the City, and the Conservancy hereby agree as follows: 1. The Friends' mission includes support for the National Monument and for the Conservancy, whose purposes include providing for the public's enjoyment and appreciation of the natural and cultural resources of the Coachella Valley. 2. The City is in the process of aligning and constructing a trail system within and adjacent to the Santa Rosa and San Jacinto Mountains National Monument to provide access to the Monument for City residents and visitors. 3. The trails being constructed by the City have been aligned in coordination with the Coachella Valley Multiple Species Habitat Conservation Plan/Natural Community Conservation Plan to ensure that they will not adversely impact Peninsular bighorn sheep while providing year round recreational opportunities. 4. The Friends has received a grant from the Conservancy to support the provision of trails in the mountains that avoid the most sensitive Peninsular bighorn sheep habitat so that the public may enjoy the mountains while helping to conserve the bighorn sheep. 5. The Friends wishes to assist the City in the alignment and construction of the trails using grant funds from the Conservancy, and this is consistent with the terms of the grant, which provides for funding cultural resource surveys, trail alignment, environmental review, and other tasks identified by the Conservancy. 6. The Conservancy has identified one of those other tasks as actual construction of the trails. 7. The Friends, therefore, agrees to provide $11,800 of Conservancy grant funds to the City for any remaining alignment activities and for the construction of trails in the City of Palm Desert in and adjacent to the National Monument. 8. The City agrees to use those funds for alignment and/or construction of the trails and to invoice the Friends no later than April 30, 2007. If you will get Carlos's signature on the attached agreement and return it to me then I will get Roger's signature and return a fully executed copy to Carlos or whomever at the City he would like me to give it to. In the meantime, he's welcome to keep the second attached copy. 2. I need an invoice from the City to the Friends by the end of this coming week, i.e. no later than April 27. It doesn't have to be fancy; just be on city letterhead or otherwise look official. Per the agreement 95ke amount should be $11,800 and the invoice should state that it's for trail construction on th uch-and-such trail(s) between the dates of and (an ending date in April would be good). [The way this works is that the city invoices the Friends; the Friends invoices CVMC; we get the money to the Friends and the Friends gets the money to the City.] If there are questions, Carlos or someone can call me at (909) 790-3405.
