Recommendation:
Reconsider a request by the City of Rancho Mirage and approve the installation
of a traffic signal on Monterey Avenue, 750 feet north of 35th Avenue.
Background:
In the summer of 2005, when the City of Palm Desert was seeking the City of Rancho
Mirage's approval for the Monterey Avenue improvements, fronting Lowes, staff
members from the cities of Palm Desert and Rancho Mirage met to discuss the
locations of future vehicle access points for proposed development along the west side
of Monterey Avenue between Gerald Ford Drive and Dinah Shore Drive. As a result of
the meeting, a Letter of Understanding and Mutual Agreement was signed by the city
managers and public works directors from both cities, thereby agreeing to four future
vehicle access points on the west side of Monterey Avenue.
One of the proposed access points is located 750 feet north of 35th Avenue and will
align with an existing Gateway shopping center (Gateway Center) driveway. This west-
side access point is to be the main entry from Monterey Avenue for the proposed
390,000-square-foot commercial center in Rancho Mirage known as Monterey
Commons. As included in the Letter of Understanding and Mutual Agreement, Rancho
Mirage prepared a study for the review and consideration of a traffic signal installation at
this proposed access. The study concluded that a traffic signal was warranted and
recommended at the proposed main entrance to the Monterey Commons development.
This study was submitted to the City of Palm Desert's Public Works Department and as
a result of this City's comments, Rancho Mirage agreed to widen the intersection of
Palm Desert's side to accommodate the traffic signal.

Palm Desert staff has expressed concerns regarding the proposed traffic signal
installation. If installed, there will be a total of four signalized intersections on Monterey
Avenue in the half-mile section between Dinah Shore Drive and 35th Avenue.
Coordinated signal operation will be essential for smooth traffic flow during peak traffic
conditions along Monterey Avenue. Also, the existing Gateway Center driveway is only
30 feet wide and will need to be widened for an additional outbound lane to obtain
optimum signal operation.
This matter was brought before the City Council at the June 12, 2008 meeting. At that
meeting, the installation of the traffic signal was denied by Council and a subcommittee
of council members and staff was appointed to meet with City of Rancho Mirage
representatives to discuss alternatives to this request.
Discussion:
The subcommittee meeting with Rancho Mirage was held on August 26, 2008. At the
meeting, it was determined that the findings of the traffic study prepared for the
Monterey Commons development satisfy the provision of the Letter of Understanding
and Mutual Agreement to review and consider the traffic signal installation and,
therefore, installation of the proposed traffic signal should be allowed.
To assure smooth traffic flow on Monterey Avenue and provide optimum operation of the
proposed traffic signal, Palm Desert staff recommends that the following conditions be
agreed to by the Monterey Commons developer prior to installation of the proposed
traffic signal:
1. The costs of the improvements associated with the installation of the traffic signal
will be designed and constructed at no cost to the City of Palm Desert.
2. The costs of the improvements associated with widening the existing Gateway
Center driveway will be designed and constructed at no cost to the City of Palm
Desert or the property owner. The driveway shall be widened to sufficient width
to accommodate one additional westbound (outbound) lane and shall be of
sufficient length to allow for adequate stacking of outbound vehicles leaving the
Gateway Center.
3. A consultant, an expert in the art of traffic signal coordination timing, will be hired
by the Monterey Commons developer. The consultant will be required to collect
data, develop signal coordination timing plans, implement and fine tune the plans
for a number of timing scenarios based on time of day, day of week and time of
year.
Therefore, staff requests that City Council reconsider the request by the City of Rancho
Mirage; approve the installation of a traffic signal on Monterey Avenue 750 feet north of
35t"Avenue with the delineated conditions for mitigation.

Fiscal Impact: Once the traffic signal is installed and operating, the City of Palm
Desert will be responsible of 50% of the annual maintenance and operation costs,
estimated at $6,000.00 per year.

A signalized quad intersection at 35th Avenue. The tiVal-Mart Development is
condztioned to install the traffic signal.
Location 3
A northbound le$ttarn lane within the futuze median isla.nd at a distance of approximately
660 feet south of 35�'Avenue.
