RE: Invitation to make an appointment to the November 4th, 2008 Election Observer Panel
Dear Ms. Klassen:
The Registrar of Voters invites your organization to make an appointment to the Election
Observer Panel (EOP) for the November 4th Consolidated Presidential General Election. EOP
members observe election processes, along with other members of the public, as part of the
County's commitment to conduct open and transparent elections.
EOP members typically observe some or all of the following activities:
Pre -Election
➢ Poll worker training
➢ Logic and accuracy testing of the voting system equipment
➢ Vote -by -mail signature verification
➢ Vote -by mail ballot extraction
➢ Vote -by -mail ballot processing
➢ Collection center training
➢ Election eve set up of a polling place(s)
Election Dav
➢ Operation of one or more polling places
➢ Return of election materials and voted ballots to collection centers
➢ Receipt of voted ballots at central counting site
➢ Processing and tabulation of voted ballots at the central counting site
Post -Election
➢ Ballot duplication
➢ Tally of write-in votes
➢ Roster audit
➢ Provisional ballot processing
➢ One -percent manual tally of voted paper ballots
➢ One hundred percent manual audit of voted electronic ballots
Members of the Panel are provided with the information they need to observe these activities.
Members of the media, League of Women Voters, Board of Supervisor members and/or their
representatives, City Clerks, secondary educational institutions, Tribal governments, and selected

advocacy groups are being invited to appointment a member to the November 4th EOP. All
members of central committees of qualified political parties in the county and all members of the
county Grand Jury may serve on the EOP. Individuals may seek appointment to serve on the
EOP by requesting and filing an application with the Registrar of Voters.
In accordance with the Election Review Committee's recommendations to the County Board of
Supervisors dated July 10, 2007, appointing organizations are encouraged to rotate members at
least biennially to broadly acquaint the public with the election process. Your organization's
appointee(s) for the past two years (if any) are listed on the attached page.
EOP members are asked to attend a pre -election orientation scheduled for Wednesday,
September 24th, from 6:00 p.m. to 7:30 p.m. in the Registrar of Voters office located at 2724
Gateway Drive, Riverside. An overview of the election process will be provided.
If your organization would like to be represented on the Election Observer Panel, please forward
your appointee's name and contact information to Stephanie Monroe via Email to
smonroe@co.riverside.ca.us. or by fax to (951) 486-7335, or call her at (951) 486-7330. Please
respond by September 23rd so we may have adequate materials available at the scheduled
orientation.
