Recommendation:
By Minute Motion: 1) Consider the designs for painting two sets of traffic signal
boxes; 2) if approved, allocate an honorarium in the amount of $1,000 to College
of the Desert Student Art Guild and an honorarium in the amount of$1,000 to the
Palm Springs Art Museum's Teen Art Group. Funds are budgeted and available
in Account No. 436-4650-454-3092.
Executive Summary:
At its meeting of March 18, 2009, the Art in Public Places Commission
unanimously approved the designs submitted by students of the College of the
Desert Student Art Guild and the Palm Springs Art Museum's Teen Art Group
(TAG). Each group of students will paint one (1) set of traffic signal boxes
assigned by staff. Staff has been working with Susan Smith Evans, COD art
instructor and Emily Spallina, Education Coordinator at the Palm Springs Art
Museum on these projects.
In 2007 the Commission requested staff to pursue developing a pilot program of
having artists paint designs on traffic signal boxes. At that time, artists were
commissioned to paint three sets of boxes. Once it was determined that the test
boxes did not attract or create additional graffiti or internal electronic problems,
the Commission decided to continue the program. The Commission wanted to
offer students a chance to further their art education, so it decided to invite them
to create and execute designs for two sets of traffic signal boxes.

Discussion:
Staff made inquires to both institutions to determine if there was interest on
behalf of the students to develop proposals for the traffic signal box program.
Susan Smith Evans and Emily Spallina were identified as "project coordinators"
to assist the students in developing proposals for consideration by the Art in
Public Places Commission and City Council. The students in the Teen Art Group
are not trained in the production of art, whereas, the students from College of the
- Desert are art students and have painting experience.
The Teen Art Group's proposals focused on the three art historical movements of
Op Art, Hard Edge, and De Stijl art movements. These art movements dealt in
some way with simple repetition of geometric shapes, forms, and primary colors.
TAG is a year-round program comprised of teens throughout the Coachella
Valley. The goal of TAG is for teens to be truly involved in art activities and be
active participants at the Museum. Members help create and design teen
workshops and programs, create an altar installation as part of the museum's Dia
de los Muertos/Day of the Dead celebration, plan the annual Teen Meet the
Museum event, engage in special artistic opportunities, and explore their
intellectual and creative potentials. If approved by Council, staff will work with
the Teen Art Group to tone down the color palette to avoid any mechanical
problems.
The student art group from College of the Desert is comprised of four students
who have been actively engaged in the research, planning, and execution of a
model. The students will receive one unit of credit for a minimum of 75 hours of
work on the project. The designs depict the two major art historical movements
of Impressionism and Post-Impressionism. The students chose these two
different painting styles because they thought the public could easily identify with
the selected images and at the same time many viewers could identify the artists
of each painting in the collaged design. The working title for the mural is "Gift of
Art". The group feels the mural will be a gift to the residents of the Coachella
Valley.
