Recommendation:
By Minute Motion, recommend Rolf Hoehn be reappointed as the City of Palm Desert's
Representative to the Palm Springs International Airport Commission for a three-yearterm,
July 1, 2009, through June 30, 2012.
Background:
In November 2007, the City of Palm Springs adopted an ordinance amending the manner
in which the Cities of Cathedral City, Coachella, Desert Hot Springs, indian Wells, Indio,
La Quinta, Palm Desert, Rancho Mirage, and the Riverside County Board of Supervisors
are represented on the Palm Springs International Airport Commission. Commissioners
who were in place at the time continued to serve out their terms as appointed by their
respective agencies. After that time, the aforementioned agencies would nominate a
representative from their jurisdiction for selection and final appointment by the
Palm Springs City Council.
Mr. Bill Bizzell served as the City of Palm Desert's appointed representative from
February 1999 until his passing in 2007. At that time, his three-year term was set to expire
June 30, 2009.
Subsequently, Palm Desert accepted an application from and recommended Rolf Hoehn
to be its representative to the Palm Springs International Airport Commission to fill
Mr. Bizzell's vacancy. Mr. Hoehn was recommended on February 14, 2008, and appointed
by the City of Palm Springs shortly thereafter.

After Mr. Hoehn inquired earlier this summer, the City Clerk's Office communicated with
Palm Springs' City Clerk's Office to ask how the term expiration would be handled. The
response given was that if it was the City of Palm Desert's desire, it would be appropriate
for the City to forward a recommendation for Mr. Hoehn's reappointment and continued
service on the Palm Springs International Airport Commission.
It is our understanding that Mr. Hoehn has been representing the City very well and
provides valuable input to the Airport Commission. Therefore, approval of the
recommendation for reappointment is appropriate.

CONGRATULATIONS . . . on your appointment to the Palm Springs International
Airport Commission as the representative from Palm Desert.
The City's boards and commissions perform a critical role in the governance of the City
and in the relationship between the City Council, City Staff and the citizens in which we
serve.
I have enclosed a copy of the Palm Springs Municipal Code Chapter 2.16 regarding the
powers and duties of the Commission. The Commission meets the second Wednesday
of each month at 8:00 A.M. at the Palm Springs International Airport. Tom Nolan,
Executive Director of Aviation, is the staff liaison to the Commission, and will be in-touch
with further details.
Two administrative matters need to be attended to:
Pursuant to the City's Conflict of Interest Code, Airport Commissioners are
required to file Form 700 Statement of Economic Interests disclosure. I have
enclosed Form 700 along with the disclosure categories. Form 700 must be filed
within 30 clays of;;our appoir�tm�nt.
Loyalty Oath must be administered prior to your attendance and voting on
matters before the Commission. The Oath must be administered by a person
having authority to administer oaths such as a Notary Public or a City Clerk. I
would be more than happy to meet with you prior to your first meeting to
administer your Oath.

RE: Modifications to the Appointment Process
Palm Sprinqs International Airport Commission
Dear Rachelle,
At its meeting of November 14, 2007, the Palm Springs City Council adopted
Ordinance No. 1724, relating to the membership, appointment process and criteria for
appointment to the Palm Springs International Airport Commission.
Ordinance No. 1724 modified the appointment process, whereby a
representative city nominates a member for appointment by the Palm Springs City
Council. Such amendment was required for compliance with the City Charter.
Based upon input from cities, the City Council modified the ordinance and
eliminated the requirement for representative cities to nominate two-members to the
Palm Springs City Council for selection and final appointment. Representative cities
m�y provide o�ly one nomination to the Palm Springs City Council for possible
interview, ratification and appointment.
The nomination process is effective upon the expiration of the term of office for
the current representative city. Our records indicate the term for ends June 30, 2009
we are sorry to hear of the passinq of Commissioner Bizzell. City Staff recommends for
future nominees, representative cities submit the name of the nominee along with
background information to the Palm Springs City Clerk, to place the appointment on the
City Council agenda.
Additionally, effective December 14, 2007, no person shall be eligible to serve or
continue to serve as a member of the Commission who has served as a member of
certain airport land use commissions or other airport boards or commissions. City Staff

recommends representative City Clerks refer to the ordinance and screen potential
nominees prior to submitting such nominee for final appointment.

AN ORDINANCE OF THE CITY OF PALM SPRENGS,
CALIFORNIA, AMENDING SECTION SUBSECTION (f) OF
SECTfON 2.06.01Q AND 2.16.Q20 OF THE PALM SPRINGS
MUNICIPAL C4DE, RELATWG TO THE MEMBERSHIP OF
THE lNTERNATIONAL A(RPORT COMMlSSION.
The City Council of the City of Palm Sp�ings ordains:
SECTION 1. Subsection (f) of Section 2.06.010 of the Palm Springs Municipa! Code is
amended to read:

majority vote of the members of the city council. [f a member is absent without advance
permission of the board or commission or of the member's appointing authority, from
three consecutive regular meetings or from finrenty-five percent of the duly scheduled

commission shall file a certificatian wifh the City Clerk tha# such absences have
occurred, anct the member's office shalf thereupon automaticalfy became vacant and
sha!! be filled as any other vacancy.
SECTION 2. Sectian 2,16.020 of the Palm Springs Municipal Code is amended to read:
2.16.020 Membership---Creation.
(a) There is creafed in the city an international airport cammission, which sha(I
consist of nineteen membe�s. The nineteen members shall be appainted in the following
manner: ten members, appointed in accordance with Section 2.04.Q60 of the Palm
Springs Municipaf Code; nine members, each appointed by the Palm Springs City
Cauncil from candidates nominated by each of the city councils of Cathedral City,
Coachella, Desert Hot Springs, Indian Wells, Indio, La Quinta, Palm Desert, and
Rancho Mirage, and the board of supervisors of Riverside County.
(b) No member of the interration�! airport comm�ssion shall serve, as a member of
the airport land use commission for Riverside County or any airport board or
commission for another airport within Riverside, Imperial, San Diego, or San Bernardino
counties while senring as a member of the internationai airport commission, created
pursuant to the provisions af this section. No person shall be eligible to serve or
continue to serve as a member af the intemational airport commission who has served
as a member of the airport land use commission for Riverside Cauniy or any airport
board or commissian for another airport within Riverside, Imperial, San Diego, or San
Bernardino counties within the twelve month period immediately preceding service as a
member of the international airport commissian. _

SECTION 3. The City Clerk shall natify the appointing or nominafiing authority of any
commissianer who is no longer eligible to serve and advertise and post,the vacancy
pursuant to City Charter Section 6Q2.
SECTION 4. The Mayor shall sign and the City Clerk shail certify to the passage and
adaption of this Ordinance and shal! cause the same, or the summary thereaf, to be
published and posted pursuant to the provisions of law and this Ordinance shall taEce
effect thirty(30) days after passage.
