CALL TO ORDER Chairwoman Kermode called the meeting to order at 3:00 p.m. II. MINUTES OF THE MEETING OF DECEMBER 17, 2008 Louise Kermode moved, by Minute Motion, to approve the minutes of the December 12, 2008, meeting. Motion was seconded by Joan Beasley and carried 4-0. V. NEW BUSINESS A. ELECTION OF COMMITTEE CHAIR AND VICE CHAIR FOR 2009 Ms. Ella Manor moved, by Minute Motion, to appoint Louise Kermode as Chairwoman for 2009. Motion was seconded by Bobbie Rosenberg and carried 4-0. Ms. Joan Beasley moved, by Minute Motion, to appoint Ms. Rosenberg as Vice- Chairwoman for 2009. Motion was seconded by Ms. Manor and carried 4-0. APPROVED MINTUES — PAGE 2 PALM DESERT LIBRARY PROMOTION COMMITTEE MARCH 18, 2009 B. REPORT ON THE CITY BUDGET PROCESS AND LIBRARY CAPITAL FUND PROPOSAL FOR FISCAL YEAR 2009/2010 Rachelle Klassen distributed the Library's 2009/10 budget document. She explained that the City Manager's direction to Department Managers that their Committee and Commissions budgets be reduced by 15 percent. She stated that it was suggested by a member of City Council that the Thursday evening hours and the materials budget be eliminated. Ms. Klassen proposed that those two items were the core services that the Library needs to continue to provide especially in this economic climate. Councilwoman Benson agreed with that proposal and said that Palm Desert residents were spending more time at the Library during these times. Ms. Beasley stated that The Friends may be able to help with the materials budget. Ms. Klassen explained that through the City's contract with the County they were given the hours from 1 to 5 p.m. on Thursday. Initially the Palm Desert Library wanted to be open during the evening hours and hours were increased by 3 hours to 8 pm. A couple of years later, it was suggested that the Library open at the same time every day, so then we asked for an additional 3 hours. That is how we came to pay for 6 additional hours of service at $237 per hour. Ms. Rosenberg stated that it comes back to the same conversation regarding the economy with being less able to do things but are able to go to the Library after work to get their materials from the Library for entertainment. Councilwoman Benson said if those hours needed to be cut she suggested that it be 1 to 8 p.m. Ms. Klassen stated that her initial thought was to cut the morning hours; however, she was reminded that Thursday mornings have become popular with pre-school story time. Barbara Bowie stated that the COD Library was no staying open until 8 p.m. and it would be prudent to stay open in conjunction with the COD Library. Ms. Klassen suggested that the Bookmobile may be something that could be a negotiable item. The Committee was in agreement with that suggestion. Councilwoman Benson stated that the 6 additional hours and materials services were necessary for community involvement and that the budget was reduced more than requested. APPROVED MINTUES — PAGE 3 PALM DESERT LIBRARY PROMOTION COMMITTEE MARCH 18, 2009 Ms. Kermode moved, by Minute Motion, to accept the proposed Library Promotion Committee's budget with a strong recommendation that the materials and Thursday evening hours budget remain in full force. Motion was seconded by Ms. Manor and carried 4-0. VI. CONTINUED BUSINESS None VII. OLD BUSINESS None VIII. REPORTS AND REMARKS A. Council Member Jean Benson Councilwoman Benson announced that Palm Desert Rotary's "Citizen of the Year" was Carlos Ortega with a luncheon on Wednesday, April 8, 2009, at Marriott Desert Springs, Palm Desert. B. Librarian's Report (Jeannie Kays) Jeannie Kays distributed Library's Statistics to Committee members. She stated that the COD Library had changed its hours on order to make its textbooks available to its students. COD's new hours will affect their lobby. She stated that the Library becomes busier and busier each month; every year. Preschool and family programs are at their maximum level of participants. A lot of compliments on our programs and Mary Arnold is doing a wonderful job. Ms. Kays gave an overview of events coming up at the Library. Upon question by Ms. Manor, Ms. Bowie responded that all County departments had to cut their budgets by 10 percent, which included the Library. One of the areas in which they will see a difference will be in the materials budget. The materials budget, for the most part, is coming out of mitigation money from construction in the County. With the state of construction in the County we are hard pressed at getting any mitigation funds going into the fund. The Library's goal is no layoffs, no reduction of hours. Upon question by Ms. Manor, Ms. Bowie responded that the LSSI contract was in place for the next 4 years. Ms. Kays announced that In-N Out Burger was, once again, supporting the Library with the Reading Program for children from ages 4-12, by giving out certificates for a free hamburger for every five books that a APPROVED MINTUES — PAGE 4 PALM DESERT LIBRARY PROMOTION COMMITTEE MARCH 18, 2009 child reads. Each child can receive three certificates during the reading program. Ms. Manor suggested that "thank you" letters be sent to In N Out Burger and any other organization that contributes sponsorship items to the Library. C. Event and Volunteer Coordinator's Report (Mary Arnold) Mary Arnold distributed the March and April Programs. Ms. Arnold announced that Cloris Leachman was coming to the Library on Sunday, April 19, to promote her new book "Cloris." Thirty-five programs were scheduled and averaged 85 people per program. She said it was going to be a busy season for the Library. D. Budget Review Group (Ella Manor and Betty Carapellese) None E. Friends of the Palm Desert Library(Joan Beasley) Ms. Beasley said the Friends board made the decision to encumber a large amount of money to support the young adults program. She reported that sales were remaining about the same with no significant drop off. Ms. Bowie stated that Barnes & Noble in Palm Desert donated five book carts to the Libraries in the valley. They were delivered to Palm Desert and Ms. Kays received 2 of them. F. Committee Chair(Louise Kermode) None G. Committee Members Ms. Manor reiterated her recommended that "thank you" letters be sent out to organizations that support and contribute to the Library. A conversation ensued regarding the recommendation by Ms. Manor. H. Staff Ms. Klassen discussed the Ralph M.
