By Minute Motion, that the City Council:
1. Authorize the City Manager to purchase replacement China and
service ware for Desert Willow Resort in an amount not-to-exceed
$52,000; and
2. Surplus the majority of the existing China, authorizing staff to donate it
to a non-profit organization, and retain a small portion for backup.
Funds are available in the FY 2008/2009 Capital Budget for Desert Willow
Golf Resort.
Executive Summarv:
Approval of staff recommendation will authorize the City Manager to purchase
replacement China and serviceware in an amount not-to-exceed $52,000, and authorize
the surplus and donation of the existing China to a charitable organization. Staff
recommends approval.
Discussion:
Ninety percent of the Desert Willow dining China inventory pattern and serviceware is
original to when the club opened in 1997. In past years, small amounts of new and used
China have been purchased to match the current pattern and color. Some pieces of the
pattern are now obsolete and cannot be matched or replaced. The current China pattern
is stained and has a dulled finish due to age and wear. Some of the potential wedding
business has indicated that the China is not appealing for formal wedding events. In
addition, China and serviceware are often rented to handle large events over 150
guests.

In order to maintain a quality product for banquets, social events and for dining guests,
staff recommends the purchase of new China and serviceware. The new China will
allow Desert Willow to modernize the China pattern with a more contemporary style and
be more attractive to banquet clients. The proposed new China has a warranty against
chips and finish issues. A China pattern has been selected and staff requests that the
City Council review and approve the new pattern. A sample set of the China and
serviceware will be available for your viewing in the City Council offices lobby during the
week of June 22, 2009. The new China and serviceware includes, but is not limited to,
new lunch and dinner plates, salad plates, specialty plates, coffee cup and saucers and
dessert plates.
Desert Willow staff has researched pricing for the proposed pattern, and it is anticipated
that the bids will not exceed $52,000. Staff is seeking approval of the proposed pattern
and authorization to allow the City Manager to purchase the China in an amount not-to-
exceed $52,000. In addition, staff seeks authorization to surplus most of the existing
China and the ability to donate a portion of the China to charitable organization. A
portion of the existing China will be kept for backup.
Funds are available in the FY 2008/2009 Capital Budget for Desert Willow Golf Resort.
Staff recommends approval.

MEMO TO: The City Council—The City of Palm Desert

RE: Capital Project - China Alternatives Information
At the request of Mayor Robert Spiegel and Ms. Cindy Finerty, we have been asked to
evaluate a couple of other China pattern choices. Possibly more texture, pattern or
borders. We are trying to stay neutral in our china choices to accommodate the many
culinary use types at Desert Willow(Casual Dining and Banquets).
A question arose today on the cost of putting a Desert Willow Logo on any China pattern
we select. The approximate cost, without actual Bid Artwork, is about a 20% premium
over the cost of the item. Usually the Logo is only imprinted on the Base Plate and/or
Dinner plate to provide an air of class, while not overdoing the logo theme with too many
logos.
Due to our original Capital Budget, we did not request Base Plates due to the high cost
and replacement issues over time. Certainly KemperSports would like to see a more
upscale China pattern used at the resort, but our analysis of the approved budget led us to
the current recommended china pattern, to fit the monies available in the 2008/2009
Capital Budget.
Alternate China Patterns
We have dropped off a higher priced alternative China pattern in the City Council offices
called Spyro by Steelite. This was Management's preferred pattern of choice. We did not
recommend this pattern due to the Budget restrictions we encountered in the Capital
Budget and Operating Budget for 2010.
Flatware Pattern
Our Capital Budget for Flatware for 2008/2009 is only $5,000. Another upscale
alternative Flatware pattern was also left at City Council offices for you to evaluate. The
cost of this more upscale alternate pattern would be $32,000 to stock Desert Willow.
As requested, we will have two more patterns available shortly with more cost
information for you.
