REQUEST: Receive and File Reorganization Plan

Recommendation: By minute motion, the City Council receive and file the City of Palm Desert
and Palm Desert RDA reorganization plan.
Background: Due to significant drop in revenues for the FY 09-10 budget, the City began a
process to reduce expenditures and balance the budget. The City took actions to lower overall
salary costs. These actions included:
• Maintain the current hiring freeze
• Offer a two-year credit for early retirement
• Eliminate several positions
These actions resulted in the elimination of 19 positions or approximately a $2.7 million
reduction of salary and benefits, resulting in a minor surplus.
In order to develop the attached reorganization plan, I have met with all departments and most
affected employees. As a part of the reorganization plan, Human Resources has modified the
organizational chart and the (attached) City Hall Office Chart.
The Palm Desert Municipal Code Chapter/Section 2.04.110 "City Manager-Administrative
Reorganization of Offices" states that, "...it shall be the duty and responsibility of the city
manager to conduct studies and effect such administrative reorganization of offices, positions
or units under his discretion as may be indicated in the interest of efficient, effective and
economical conduct of the City's Business."
Therefore, it is the City Manager's Recommendation that the Council Receive and File said
plan.

SUBJECT: Reorganization
As part of an overall strategy of reducing expenditures the City took several actions to
lower salary costs. The first was the implementation of a hiring freeze, which resulted in
the elimination of four(4) vacant positions, the second was offering a "golden handshake"
early retirement program, which resulted in eleven (11) retirements, and four positions
were eliminated as part of the FY 09/10 budget. The elimination of positions resulted in
one lay-off and three (3) early retirements. Overall we have achieved a total reduction in
staff of nineteen (19) positions.
These retirements and position eliminations require a substantial reorganization of
functions and staff. Many functions are being absorbed by other staff in the same
department, but the retirement of ACM's and Directors has resulted in staff reassignments
as needed. A revised Organizational Chart has been attached for your reference. In
addition, some transfers have resulted in the physical relocation of departments and staff,
therefore a revised "seating chart" is also attached.
The following summary lists the retiring employee and/or position eliminated, and the
subsequent redistribution of functions and direct reports:
Sheila Gilliqan, ACM Communitv Services — Earlv Retirement
Ms. Gilligan's retirement resulted in the reorganization of several functions, including
Public Safety, Human Resources, City Clerk, Special Programs, Marketing, Public Art,
Visitor Center, and associated support staff. They are being redirected as follows:
• Public Safety— to City Manager's Office
o The Assistant to the City Manager, Stephen Aryan, will be responsible for the
Public Safety Commission and will be managing the Police and Fire
Contracts, as well as supervising Risk Management and Disaster
Preparedness.
• Human Resources —to City Manager
• City Clerk—to City Manager

• Public Art—to Community Development
• Marketing —to Redevelopment/Economic Development
• Visitor Center— to Redevelopment/Economic Development
• Administrative Secretary—to City Clerk
o Mary LaCross, Administrative Secretary will be assigned to the City Clerk to
assist with Clerk functions. There has been a significant increase in Public
Record Act requests and Ms. LaCross will assist with these functions.
• Sr. Office Assistant (Lori Wimbish)—to City Manager's Office — Stephen Aryan
• Office Assistant (Miriam Miller) —to Special Programs
o Approximately fifty percent (50%) of the Special Programs time is devoted to
Recycling and AB 939 programs. Staff will be recommending budget
adjustments to reflect appropriate expenditures for AB 939 staff time from AB
939 funds.
Pat Scully, Sr. Manaqement Analyst, Community Services — Earlv Retirement
Ms. Scully was responsible for two main functions, legislative advocacy and special
events. A special event includes those events produced by the City and those which are
permitted to take place within the City or on City facilities.
• Legislative analysis/advocacy— City Manager, Gary Rosenblum, Risk Manager
• Special Events — Marketing (some events may be transferred to Parks and
Recreation)
• After School Programs —to Special Programs
• Youth Committee —to Special Programs
Pat Conlon, Director of the Office of Enerqy Manaqement— Early Retirement
The Energy Department's functions and staff have been transferred to the Redevelopment
Agency and assigned to Martin Alvarez, Redevelopment Manager.
Homer Croy, ACM Development Services — Early Retirement
Mr. Croy's retirement requires the reassignment of the departments/functions of Building
and Safety, Public Works, Community Development, Parks and Recreation, Risk
Management and associated support staff as follows:
• Building and Safety—to City Manager
• Community Development—to City Manager
• Public Works —to City Manager

• Sr. Management Analyst (Ryan Stendell) — to Community Development

David Yriqoven, Director of Redevelopment and Housinq — Early Retirement
Mr. Yrigoyen's retirement has resulted in the Director of Housing and the Redevelopment
Manager absorbing his responsibilities and reporting directly to the ACM for
Redevelopment, Justin McCarthy.
Maria Hunt, Secretary to the Executive Director— Early Retirement
The Redevelopment Agency is absorbing several clerical staff and Ms. Hunt's
responsibilities are being redistributed to the clerical pool. Clerical staff being absorbed by
the Redevelopment Agency are Jane Stanley, Administrative Secretary; Monica Loredo,
Administrative Secretary; and Jennifer McNeil, Office Assistant (Marketing).
Joe Pudis, Buildinq Inspector Manager— Early Retirement
Supervision of the Building Inspection Staff(which has been reduced by two) will be
absorbed by the Director of Building and Safety and the Plan Check Manager.
Bob Riches, G.I.S. Coordinator— Early Retirement
The remaining G.I.S. Technician will be absorbing all G.I.S. duties (map maintenance, map
making, data integration) and will report to the Information Systems Manager.
Richard Twedt, Public Arts Manaqer— Earlv Retirement
The Public Art program is being transferred to the Community Development department as
a result of Ms. Gilligan's retirement and Mr. Twedt's duties will be absorbed by the Public
Arts Coordinator. We anticipate fewer art placement projects as a result of the slower
pace of development.
Barbara Wriqht, Accountinq Technician II — Early Retirement
Ms. Wright's responsibilities (Purchase orders, bank reconciliation and cash receipts) are
being redistributed to other Finance Department staff.

Ms. Hogele's duties are being absorbed by the department, with the assistance of an office
assistant (Tony Becker) being transferred from the City Manager's office.
Eliminated Positions/Hirinq Freeze Reductions
The following positions were eliminated as part of the FY 09/10 budget due to significant
slowing in development activity and a resulting reduction in work:
• Sr. Building Inspector (two positions)
• Associate Planner
• Associate Transportation Planner
Four positions remained vacant due to the hiring freeze and have been eliminated as part
of the FY 09/10 budget. The duties and responsibilities of these positions have been
absorbed by their respective departments remaining staff members.
• Sr. Financial Analyst — Redevelopment Agency
• Information Systems Coordinator— Information Systems
• Sr. Office Assistant— Redevelopment Agency
• Office Assistant
Staff Reassiqnments
The next section lists, by employee name, all employees' who are being reassigned as a
result of the reorganization.
Russell Grance will report directly to the City Manager.
Lauri Aylaian will report directly to the City Manager.
Mark Greenwood will report directly to the City Manager.
Monica Loredo reassigned to Redevelopment Agency where she will offset the loss of
Maria Hunt and support Redevelopment staff.
Angelica Chavez Clarke assigned to Public Works clerical pool and will provide support for
Parks and Recreation functions which have also been transferred to Public Works.

Janis Steele and Parks and Recreation staff are transferred to Public Works and will report
to Mark Greenwood, Director of Public Works.
Gary Rosenblum has been assigned to Stephen Aryan, Assistant to the City Manager
where he will continue to provide Risk Management and disaster preparedness services.
He will also be taking over legislative advocacy as a result of Pat Scully's retirement.
Lori Carney has been assigned to report directly to the City Manager. Tony Becker is
being assigned to her to offset the loss of Rochelle Hogele.
Rachelle Klassen has been assigned to report directly to the City Manager. Mary LaCross
is being assigned to her to assist with the City Clerk's functions, including the increase in
public record requests.
Frankie Riddle has been assigned to report directly to the City Manager. As a result of Pat
Scully's retirement she is taking over the Youth Committee and After School Programs.
She is also being assigned Miriam Miller to assist in AB 939 activities.
Deborah Schwartz and Deborah Thompson have been assigned to the Community
Development Department. They are also physically relocating to City Hall.
Kristy Kneiding and marketing functions have been assigned to report to Justin McCarthy,
ACM/Redevelopment. She will also be coordinating Special Events as a result of Pat
Scully's retirement.
David Hermann has been assigned to report to Justin McCarthy, ACM/Redevelopment.
Jennifer McNeil has been assigned to the Redevelopment Agency.
Donna Gomez and Visitor Information Center functions have been assigned to report to
Justin McCarthy, ACM/Redevelopment.
Mary LaCross has been assigned to Rachelle Klassen, City Clerk.
Lori Wimbish has been assigned to Stephen Aryan, Assistant to the City Manager where
she will continue to provide support for Public Safety and legislative advocacy.
Miriam Miller has been assigned to Special Programs where she will provide support for
AB 939 and other programs.
Ben Druyan has been assigned to the Redevelopment Agency and will report to Martin
Alvarez.

This period of transition has been challenging, and I appreciate each of you continuing to
contribute to the organization and the citizens we serve at the highest level. It will take all
of us working together to be successful in facing the challenges of the future and as we
move forward and adjust to our new roles and relationships I encourage everyone to
continue to maintain the high levels of customer service which have made this City the
best in the valley.
