October 27, 2009
Administrative Conference Room
I. CALL TO ORDER
Committee Vice Chair Kent Routh called the meeting of the Cultural Resources
Preservation Committee to order at 10:03 a.m.

III. ORAL COMMUNICATIONS
Ricki Brodie — 40591 Pebble Beach Circle described herself as a citizen
interested in historic preservation. She announced that on Monday, November 9,
2009, California Preservation Foundation is providing training in Palm Springs.
The subject is Historic Preservation's Economic Impact: Sustainability and
Standards. She was hoping that someone might want to contact the people from
Palm Desert Country Club and tell them there is training available. Ms. Brodie has
attended training before and thought that California Preservation Foundation does
a good job. Committee Vice Chair Kent Routh encouraged Ms. Brodie to come
back to provide a report if she attends the conference.
Jan Holmlund, former Cultural Resources Preservation Committee Member
provided copies of The Top Ten Myths of Historic Preservation by Ken Bernstein,
Director of Preservation Issues for the Los Ange.les Conservancy. She received
the handout at The Rancho Mirage Historic Preservation Commission Meeting.
Ms. Holmlund mentioned that Committee Chair, Gale Broeker asked her to bring
these to this meeting and distribute them. She thought that this information would
be helpful. Committee Vice Chair Kent Routh requested that Suzanne Cicchini,
Recording Secretary provide a copy to K Kaufmann at the Desert Sun
Newspaper. He was hoping for some press for the Committee. Ms. Holmlund
noted that the Rancho Mirage Historic Preservation Commission is attending the
historic preservation conference in Palm Springs. She commented that their city

feels that it is a worthwhile conference for their people to attend and are paying for
it. She noted City of Palm Springs and City of Rancho Mirage are sponsors. She
announced The Coachella Valley Historic Preservation Alliance was meeting
Sunday, November 1, 2009, 1:00 p.m. at the Desert Alliance for Community
Empowerment Building at 53-990 Enterprise Way - Suite 1, in Coachella. Please
call Jenny Kelly at (760) 393-1312 for more information. There will be a City of
Indian Wells Historic Preservation Foundation Meeting on November 3, 2009 at
4:00 p.m. at City of Indian Wells City Hall. These are generally held the first
Tuesday of the month. The Annual Meeting will be held December 6, 2009. For
more information please contact Adele Ruxton at (760) 346-8420. Ms. Holmlund
announced that the Cavanaugh Adobe House has been all but completed for
submission for historic preservation at the federal and state level. Ms. Holmlund
announced that she and Jenny Kelly met with Dennis Acuri prior to Roy Wilson's
passing about a new ordinance for County of Riverside. The only ordinance the
County has now is a district ordinance and that does not prevent any kind of
demolition. Ms. Holmlund had written a request that County of Riverside also
prepares an entire County survey, but she has not heard a response yet. It's a big
county and she believes that unless a record is made of what we have, it's easy to
lose track of how the County has developed over time.
IV. CONSENT CALENDAR
A. MINUTES — OF THE MEETING OF SEPTEMBER 29, 2009
Committee Member Kim Housken moved that the Minutes be approved
as presented. Committee Member Vera Handley seconded the Motion.
All were in favor and the Motion passed unanimously.

VII. OLD BUSINESS
A. DISCUSS PROPERY OWNER LETTERS
Director of Community Development, Lauri Aylaian reported on the status of
the letters. Only one letter went out this month to Jerry Patton of College of the
Desert. Per Committee Member Vera Handley's request a second packet was
mailed to Jerry Patton of College of the Desert because Ms. Handley spoke
with him personally about a potential designation for the O'Dell Ranch House
and he requested that it be noted in the letter that she did. So far, we have not
heard back from Mr. Patton. Mr. Grance is continuing his research on the other

properties, including Sandpiper which is complicated due to the many
homeowner associations there.
B. DISCUSS PROGRESS OF BOOKLET
Committee Member Kim Housken suggested a Iink be established at the Our
City/Committee/Commissions spot on the website that would direct web traffic
to the Cultural Resources links Director of Building and Safety, Russell Grance
provided in the Building and Safety area. It would be nice if it included the
booklet also. When a person clicks on the Committee/Commissions area now
only the Agenda and Minutes come up. She thought this would be helpful.
VIII. REPORTS AND REMARKS
A. COMMENTS AND COMMITTEE MEMBER REPORTS
The Committee decided not to hold a December, 2009 meeting.
Committee Vice Chair Kent Routh noted that he heard a report that the web
page had a negative slant on Historic Preservation. He emphasized that it was
a rumor, and he had not checked it out personally himself but he wanted it
looked into. Director of Community Development, Lauri Aylaian asked if he
had any specific areas or specific suggestions. Mr. Routh asked if it needed to
be objective. Ms. Aylaian replied that the more specific suggestions that he
could give, the better job we could do in addressing it. Ms. Aylaian encouraged
all the committee members between now and the next meeting to take a look
at the web page and note any specific suggestions or recommendations that
they can come up with.
Discussion commenced about the Bus Tour and the possibility of having
another one. Committee Member Kim Housken suggested planning this with
The Historical Society.
Committee Member Kim Housken discussed information she received
regarding a bus tour that occurred last April in Borrego Springs. If they can do
a tour, it should be something this Committee could do.
A discussion commenced about the plaques that already exist within the City.
Committee Member pon Graybill mentioned that he has some photos but
would like to take some more. Mr. Graybill announced a conference being held
at The Biltmore Hotel in Los Angeles, November 2-6, 2009. The Association
for Preservation Technology has a website address: yyyvyy,��ti,��'��
One of the tours during the Los Angeles conference will coming to Palm
Springs. Committee Member Kim Housken noted that it will be an all day field
session. The subject will be Mid Century Modern Homes by Rudolph Schindler
and Richard Neutra.

The next meeting of the Cultural Resources Preservation Committee will be
Tuesday, November 24, 2009 at 10:00 a.m. in the Administrative Conference
Room at The City of Palm Desert.
