Authorize the leasing of copier equipment from Xerox Corporation in the amount of $5,198.75 per month for five years; and 2. Authorize execution of purchase orders for leasing of equipment and maintenance cost. Backqround At the Council meeting on January 27, 2005, Council approved a five year contract for our current copier equipment with Xerox in the amount of $77,934 per year. The current lease contract will expire in February 2010. Xerox has proposed a lease based on government contract terms with significant extra savings. To receive the extra savings from Xerox in the amount of $15,500 the agreement requires approval on or before December 23, 2009. The proposed contract would replace current copier equipment with newer, more efficient, environmentally friendly copiers and realize a savings of $29,329.80 per year. If the current copiers are retained it would cost $107,203.12 ($54,640.84 for buy-out and $52,562 for maintenance costs). The City has been purchasing and leasing copier equipment from Xerox for the last fifteen years. They have an office in Palm Desert and have an excellent service record with next day maintenance service and ships supplies within three days. Staff is well trained on the features and accustomed to the interFace on the Xerox devices. The new copiers maintain the current user interFace and improve on popular features such as network scanning. Staff investigated a buyout option from Xerox, where we would pay for the copiers that we currently have and continue with maintenance only. This option would cost us $107,203.12 in the first year and then $44,818.12 per year thereafter for maintenance. Maintenance would only be guaranteed within the first year. After the first year of the buy-out option, maintenance will only be offered if parts are available. The current lease costs the city $7,642.90 per month. The new contract will cost $5,198.75 per month, saving the city $146,649 over the life of the five year contract. Staff is recommending approval of the new leased equipment which has the same current capabilities to scan, fax, copy, collate and print on one machine. The City has a total of 11 copiers; four are color and seven are non-color copiers. Additionally, Desert Willow has two non-color copiers and requests one color copier to replace one of their current non-color copiers. If approved, the four color copiers will be replaced with Xerox's new cost-effective and green technology called the ColorQube 9200. The new technology is cartridge-free, which results in less pollution and waste. Instead of having a base rate for a color print the copier detects color in three categories: Useful $0.0060 per copy, Everyday $0.029, and Expressive $0.079. The City's majority of color prints fall into the Useful category. Currently, a color print costs the City $0.089. Staff also has the ability to view which category their document falls into and can adjust the color of the document to fall into the less expensive Everyday category. Therefore, the new ColorQube copiers would be very cost-effective for the City and produce a higher quality of color images. The reasons for this recommendation are as follows: • Maintaining the current equipment with a buy-out option would cost the City $107,203.12 more in the first year. Currently, the copiers cost $91,714.80 per year. Approving the lease of new copiers the yearly cost would be $62,385 saving the City $29,329.80 per year. • One of the goals that the Information Systems Department has focused on has been to decrease the amount of desk printers throughout City Hall to save money. This has also increased the demand on current copiers. • The new equipment would be more reliable, state-of-the-art and green. Current equipment does not possess the same technology. • The County of Los Angeles bidding results will be utilized to receive a reduced governmental contract rate of lease. • The City will also be receiving an additional $15,500 discount over the County of Los Angeles bidding from Xerox enabling the City to take advantage of the need for Xerox to increase sales in an economic downturn. Acceptance of staff's recommendation will allow commencement of the installation of the new copier equipment throughout City Hall, Visitor Center, Corporation Yard and Desert Willow, and includes removal of existing equipment. Rejection of the staff recommendation would result in an increased need for costly maintenance of existing copiers due to the age (5 years old) of the equipment. Fiscal Analysis: Staff recommends the lease of copier equipment with Xerox Corporation in the amount of$5,198.75 per month or $62,385 per year for five years. If proposed equipment is accepted, the City will save $29,329.80 per year over our current lease. If declined and current equipment resides, the City will incur an extra $107,203.12 for the buy-out option in the first year.
