CITY OF PALM DESERT
APPLICATION FOR COMMITTEE/COMMISSION SERVICE
As you can see from my resume, I have spent most of my professional life in public service and believe that
government has a critical role to play in the quality of life we all enjoy and that unless citizens are active in
our governance, it can go awry.
My parents raised all their children with the understanding that we have been blessed to be in a Country
that has given us a great deal and that we have an obligation to give back and to serve the community in
which we find ourselves. Each of us has done so.
I lived, for short periods of time, in Philadelphia, PA and Chicago, IL and saw what happens to government
when it is not transparent and accountable to ALL its citizens. Moving to Oregon and then starting to work
in government, I got a whole new perspective on what it means to serve the public with integrity and honor.
Many people denigrate public servants, but it has been my experience that the vast majority of public
employees work above and beyond what is paid for, and are frustrated by the systems that keep them from
serving the public as well as they could. I take a great deal of pride in having been a"public servant,"and
when I see a public employee whose behavior sullies the reputation of the rest of us, I take it personally.
I am a graduate of the Pacific Program for Public Leadership which is one of the premier programs of its
� kind in the country. I served on its Board for about five years. This is an intense residential leadership
program, held over 8 days and 7 nights and taught me, among other things, the American Indian tradition of
"The Coyote Clan." These are the folks who constantly ask questions of authority, whether that authority
be "Elders"or government institutions.
After buying a home in Palm Springs in 2000, I became active in the civic life of that City and of the whole
valley. I was very involved in their"visioning"process, active in their budget discussions and often took
issue with the City Council's decisions to violate their own zoning ordinances. Eventually, this led to my
becoming the Chair of Save Our Mountains, initiating the referendum that became Measure C in 2007 and
stopping the further development of the Chino Canyon, winning the election by a 60 to 40 vote while being
outspent 10 to 1.
I have worked with public budgets, in good times and bad, for over 35 years. I have knowledge, skills and
interest that I believe will serve the Council and the citizens of Palm Desert.

EXPERIENCE
Mr, Hildner is retired from Clackamas County, Oregon where he seroed in several capacities with
his last position being the Director of the Department of Human Services. A position he held for 20
years. When he left the County, he had a staff of about 1000 and a multi-dimensional department
that included Public Health, Mental Health, Substance Abuse Treatment, Adult Probation and
Parole, Senior and Disabled Services, Housing Authority, Community Development, Employment
and Training, Juvenile Services and Dog Control. He has recently been an Adjunct Professor at
Willamette University's Atkinson Graduate School of Management, teaching Information
Technology Management. His consulting practice has been focused on systems improvement and
results-based management using information technology to better serve the public at lower cost.
Jono spent 25 years with Clackamas County, Oregon, 20 yea�s as head of the Department of
Human Services. He was also appointed twice by the Governor of Oregon to serve as Acting
Administrator of the Oregon Health Division; first, from November, 1994 to March, 1995 antl again
from November, 1999 to June, 2000. During the second engagement, he successfully led the
Division in rethinking its organizational structure, its culture, and its methods of doing business.
He worked for four years with the Confederated Tribes of the Warm Springs Indian Reservation as
a trainer/consultant in developing a Comprehensive Plan and then a Strategic Plan built on
benchmarks/outcomes and based on the identified desires of the Tribal community. The process
that was developed and the documents produced are currently regarded as models in Indian
Country throughout the West.

I am currently the Vice President of Finance at the Annenberg Center for Health Sciences
at Eisenhower, a$6,000,000 non-profit supporting organization of Eisenhower Medical
Center. In this role I function closely with the Annenberg Center Board of Directors, the
Finance Committee and also as liaison between the Annenberg Center and Eisenhower
--Ivledical"Center. I am responsible for oversight of all financial decisions made by the
Annenberg Center.
The focus of my entire cazeer has been financial management, with years spent in

I am one of those people who have always felt strongly about Historic Preservation. I
have been a member of the National Trust for Historic Preservation since 1984. Last
month I attended The California Preservation Foundation Conference in Palm Springs.
At the Conference I was able to meet Historic Preservation officers from all over
California. I was encouraged to apply for a position in Palm Desert,which is what I am
now doing. I attended several training programs at the conference including one on
Preservation Planning from A to Z. I also attended sessions on reviving ghost towns, and
on the private sector and the Preservation Department of Samoa, CA working together to
create a successful project.
I love Cultural Preservation because it's about all of us. It's about not only the Whitneys
and Vanderbilts,but also about the history of the Chinese Restaurant owner down the
street as well as the plumber who served in Vietnam. We all have a history and we all
deserve to be represented.
I would be honored to be appointed to this commission.

I was impressed by the knowledge that each member of the committee displayed in the
area of Cultural Resources Preservation. It was apparent that members were involved
with this committee out of love and commitment to the USA, Palm Desert, and the
Coachella Valley; they also showed great commitment to the whole idea of Cultural
Resources Preservation. It was also apparent that each member took a lifetime of
knowledge with them to the committee and their job on the committee.

to be a member of the Citv of Palm Desert's Architectural Review Commission.
I feel I am qualified to sit on this commission due to my vast experience and knowledge in
Construction and Architectural Engineering.
Over the past forty plus years, I worked in construction for some of the nation's leading real
estate de��elopers and construction companies, including Pascoe Steel & Construction, Ford
Engineering, Birtcher Development and Construction, Trammell Crow Company, Barona Triba1
Council, and R. D. Olson Construction.
As Project Manager, Sr. Project Manager and Vice President of Construction, I was responsible
for the construction of most of their major projects and worked closely with numerous
Architects, both nationally and internationally, in the planning and design phase of the many
projects.
I have a thorough background in design and construction, including interpretation of the most
difficult, detailed architectural and engineering drawings. 1 am computer literate in numerous
software programs and knowledgeable in value engineering, including summary and detailed
CPM Scheduling, studies and interpretation.

� I have been a member of a number of National Professional and Community organizations where
I was elected and served as a member of the Board of Directors, and subsequently elected and
presided on several of these organizations as their Board President and Chairman. I was also a
member of the Dispute Resolution Board for the County of Los Angeles Department of Public
Works for both the Martin Luther King Trauma Center Hospital and County of Los Angeles
Emergency Operations Center. Early in my career, I was appointed Chairman of the Carmichael
Planning Committee and was instrumental in having the Carmichael Plan enacted by the County
Planning Commission.

� General Impressions of the Architectural Review Commissions meeting attended

As an industry professional and applicant representative I have attended numerous Architectural
Review Commission meetings with many different Architectural Review Commissions, in many
different cities in my lengthy career. It was my pleasure to attend the r�cent City of Palm Desert
Architectural Review Commission meeting on October 13, 2009. My general impressions are as
follows:
I was happy to see that the Architectural Review Commission was so detailed in its inquiries and
concerns as to the applicant's submission and that the City's staff was so respondent in
furnishing sufficient details to the Review Commissioners in order for them to be able to ask
important questions, as well as express their concerns of the submittal to the applicant
representative which concerns would affect the safety, and as important, a more pleasing and
acceptable appearance of the overall design to the Public.
There were intelligent recommendations made by the Commissioners relative to their conditions
of approval, continuance, or rejection of the submission as presented. Their camaraderie was
exceptional.
In�listening to the remarks and answers of some of the questions asked by the Commissioners to
the applicant representative, I was somewhat concerned when some of the applicant
representatives seemed to lack-sufficient-knowiedge-of their submission-and interpretation-of— -----------
� their drawings in order to give a proper, knowledgeable answer of design to the Commissioners.
The order in which the City conducted its meeting and the City Staff's ability to thoroughly
complete their studies of the agenda's submissions heard along with the Commissioners
professionalism was very positive. The courtesy and cooperation shown to all was highly
commendable.
I was honored to be a guest of the meeting and would like to conclude that it would make me
very proud to be a member of the Architectural Review Commission such as this and to work
with the City Staff and Architectural Review Commissioners in their future business. As others
on the Commission, I will be a dedicated member if appointed.

all began in South Dakota, then college and off to more college at UCSB where
she met and married her husband Tony. They have two children who were born
in Santa Barbara.
A position in school administration took them to Hanford, CA where Lois obtained
a master's at nearby Fresno State. And then the adventure began! Off the four
of.them went to American Samoa for two years where she taught second grade
and Tony was a school administrator. It was a great experience for all of them.
They came back to the U.S. and our valley in 1971 when Tony became a
bilingual school administrator in the Desert Sands School District and she
continued teaching. This was Lois' first visit to The Living Dese�t where she
remembers the belly flowers and Braille signs. Her son belonged to the Boy
Scout troop that helped develop the Eisenhower trail. Lois taught at the
Washington School and loved to bring her class up to The Living Desert. N �,
o �=�
In 1977 another adventure came their way. This time the opportunity was to live� �� E
in Saudi Arabia where they stayed forten years. While there, she along with � --""��°-'{ .

some friends wrote a book about the Bedouins. u, ��r��,

The adventure of living abroad lured them to Buenos Aires where they spent a � ��,�
wonderful year but unfortunately had to retum to the States due to some health �: c,� ---
problems. They spent a year in Indianapolis but, after one winter there, they � �'�
wondered why they weren't living in their home in Palm Desert. So they left the
snow and cold and have been happy here ever since.
Her final six years of teaching in 1990-1996 were at Madison School. Lois
decided to retire but needing a new challenge she became a docent in 1996.
Lois and fellow docent Don Lea took a class at COD from Doug Walker who is a
plant specialist. Don got an idea that puppets would be an excellent way to
describe pollination to children and asked Lois to put her creative mind to work--
the pollinator puppets were born!
From doing school tours Lois has branched out to doing outreach, subbing at
giraffes and in the Discovery Room, helping with summer school and doing her
favorite: storytelling. She said her preferred place is wherever children are. She
toves young children because they are just who they are! Lois feels "Now is a
wonderful time in life; there is always something to learn."

As a resident of the Coachella Valley since 1984, I have lived in Palm Springs and
Rancho Mirage. In 1999, I decided to move to Palm Desert, primarily due to how well
the City of Palm Desert was run. In fact, my Chase business o�ce had been located in
Indian Wells and I was instrumenta] in convincing Chase corporate to move their office
to Palm Desert. I have been serving on the Palm Desert Finance Committee and feel that
I have contributed many good ideas and suggestions to the overall committee.
My Qualifications are as follows:
In my line of business, I have tremendous knowledge of the housing and commercial
markets and am very highly respected in my industry. Serving on the Board of Vista
Paseo since 2006, I am proud to say that I have been instrumental in successfully running
our community (84 homes). Our residents continually tell me how happy that they are--- - ------------
� with our Board and how smooth our community runs. In fact, we have not gotten any
complaints or disputes within our community for the last 3 years.
Furthermore, my attention to detail and extensive research abilities on projects have won
me many aculays with my peers and employers. Being raised in a corporate
environment, I know how important"teamwork" is to making things happen. For those
who know me, I believe in giving my all too any projects that I undertake and would be
honored if the City Council would consider me for this additional commission. I will not

PERSONAL STATEMEN'T OF QUALIFICATIONS
Upon moving to Palm Desert in 2000, I was very quickly corralled by Marilynn Hamlet
to join the Palm Desert Country Club Association Board of Directors. I served as
Treasurer, Board Secretary and President for over 8 years. In early 2008, I was hired as
the new Association Manager for PDCCA and have served in that capacity since that
time. As Association Manager I am responsible for the 1051 homes in our community
and the 4+acre Common Area of PDCCA.
As a resident of our community I am a Block Captain for our Neighborhood Watch
committee. In addition I have served as an 11 year volunteer for the Rancho Mirage
Alzheimer's Association Memory Walk.
Community activism is a life long comrnitment for me. From the time I was a young
child, my parents instilled in me the spirit of volunteerism. It would be an honor for me
to serve the City of Palm Desert on Proj ect Area 4. Our Area 4 is a diverse community of
homes and residents. It is irnportant that our concerns and issues be._presented to the City
