Ratify an agreement for professional services with SMS Architects, Inc. in an amount not-to-exceed $24,750, including $1,000 for reimbursables for the Desert Willow Kitchen/Building Expansion; 2. Approve contract Amendment No. 2 in the amount not-to-exceed $7,800 for the Desert Willow Kitchen/Building Expansion; and 3. Authorize the Chairperson to execute the amendment. Funds are available in the Desert Willow Fiscal Year 2009/2010 Capital Improvement Budget. Executive Summary Approval of staff recommendation will ratify a contract with SMS Architects in the amount not-to-exceed $24,750, and approve contract Amendment No. 2 in the amount not to exceed $7,800 for the concept design of the kitchen/building expansion at the Desert Willow Resort for a total contract amount not-to-exceed $32,550. Staff Report Approval of Agreement with SMS for the Desert Willow Kitchen/Building Expansion December 21, 2009 Page 2 of 3 Background On October 22, the City Council authorized staff to proceed with a Request for Proposals (RFP) for the Desert Willow Kitchen/Building Expansion. Due to the complexity of the project, staff recommended developing a conceptual design to evaluate the project's challenges/opportunities, estimated costs, and the opportunity to return to the City Council and receive input prior to proceeding with the projecf. On November 5, 2009, the City Manager entered into a contract with SMS Architects in the amount of $22,500, including an amount not to exceed $1,000 for reimbursables to develop a concept plan for the kitchen/building expansion at Desert Willow. The contract included, but was not limited to the following services and deliverables: • Identification of capacities of existing utilities to support the proposed expansion (i.e. electrical, mechanical, plumbing, sewer, and grease trap); • Identification of existing utilities requiring relocation; • Review of current as-built plans and advise on the structural feasibility to support the expansion; • Development of conceptual floor plans and architectural elevations to evaluate and complement the existing clubhouse design; • Identification of number of restroom fixtures necessary to address the expansion of the Lake View Terrace and kitchen/building expansion; and • Identification of building codes and ADA upgrades required as a result of the proposed expansion. Amendment No. 1 in the amount of $2,250 was authorized by the City Manager on December 2, 2009, which included the development of a color coded floor plan to identify all components of the expansion, including integration of the Lake View Terrace expansion and a color perspective rendering. The total contract amount authorized by the City Manager was in the amount not-to-exceed $24,750. At the December 10, 2009, Study Session, staff presented the concept plans for approximately a 5,000 square foot expansion to the kitchen/building (see attached). At the conclusion of the Study Session, the City Council directed staff to evaluate the following: • Alternatives for the height of the east elevation; • Investigate options to address the narrow corridor (bottleneck) between the lobby's bar area and the dining room and cost estimates; • Address the noise concerns between the bar and the dining room during peak periods; and • Evaluate the possible return on investment. To address the above-stated concerns, staff recommends approval of Amendment No. 2 to the existing contract in the amount not-to-exceed $7,800. Staff recommends that the Agency Board ratify the existing contract with SMS Architects ($24,750), and approve contract Amendment No. 2 ($7,800) for a total contract amount not-to-exceed $32,550, including an amount not-to-exceed $1,000 for reimbursables for the concept design of the kitchen/building expansion at the Desert Willow Resort. Fiscal Analvsis The estimated construction cost for the project is $3.2 million. The preliminary construction cost has been considered, and the estimated return on investment will be presented at the January 7, 2010, Study Session.
