I. CALL TO ORDER
Committee Chair Gale Broeker called the meeting of the Cultural Resources
Preservation Committee to order at 10:01 a.m.

A. MINUTES — OF THE MEETING OF NOVEMBER 25, 2008
MOTION was made by Committee Member Kim Housken to approve the
Minutes. Committee Member Kent Routh seconded the motion. It
passed unanimously.
V. NEW BUSINESS
A. ELECTION OF OFFICERS
Discussion commenced regarding the election. No action; continued to next
meeting.

B. UPDATE ON WEB PAGE
Director of Building and Safety, Russell Grance reported the Web Page for
The Cultural Resources Preservation Committee is in draft form pending
approval of the finro draft documents presented to The Committee at the last
meeting. Committee Member Jan Holmlund inquired about the clarity of the
name change from Historic Preservation Committee to Cultural Resources
Preservation Committee and about the purpose of The Committee. Mr.
Grance explained that the name change was done through the process of
the new ordinance. It was part of the draft document prior to his arrival.
Committee Chair Gale Broeker noted that there was input about including
archaeological sites so it would cover everything. The purpose is noted in the
ordinance.
C. UPDATE ON UCR EIC FORMS
Director of Building and Safety Russell Grance reported that the research
from UCR had not been received yet. He provided a spreadsheet of the
subject properties, which the committee reviewed and discussed. Committee
Chair Gale Broeker noted a correction that UCR EIC is not the complete
name of the department. (SHPOEIC at UCR) is the correct acronym. State
Historic Preservation Office (SHPO), Eastern Information Center (EIC),
located at University of California, Riverside is the complete title.
VI. OLD BUSINESS
A. DISCUSS PROGRESS OF PROPERTY OWNER FORM LETTER
Director of Building and Safety, Russell Grance drafted a sample letter,
based on information provided to him that could be sent to property owners
for the Committee's consideration. Discussion commenced, Committee Chair
Gale Broeker reported the information she provided to him was a copy of a
letter Committee Member Jan Holmlund worked up, a copy of a letter from
The City of Rancho Mirage, City of Palm Springs, La Quinta and several
other jurisdictions.
MOTION to recommend acceptance of the letter by Committee Member
Jan Holmlund. Committee Member Vera Handley seconded the motion,
unanimously approved.
B. DISCUSS PROGRESS OF CULTURAL RESOURCES DESIGNATION
APPLICATION
Director of Building and Safety, Russell Grance noted that this was the

document needed to consider a property for Cultural Resources Designation.
Discussion commenced about the application. He will break them up into finro
packets, one for individual property owners and one for a historic district for
clarity. Committee Member Kim Housken noticed on the first page it
mentioned trees and The City of Palm Desert doesn't have a way to
designate heritage trees yet, but it's something they want to get. Further
discussion commenced. Director of Building and Safety Russell Grance
reported that there are many ways to get a designation on a site or a historic
district. It doesn't have to be just archaeological. All criteria does not have to
be met. Committee Member Kim Housken requested confirmation that
designation wasn't just referencing a building per se. The Committee
discussed whether or not to use an alternative form or not. Director of
Building and Safety Russell Grance's concern was that he didn't want the
applicant to have the false impression that if they use our forms they will
comply with the State of California requirements. This is for local inclusion.
Committee Member Kim Housken thought the DPR form is a helpful guide.
Committee Chair Gale Broeker opined that the Committee should stick with
the local form. She wanted to know if there was anything on the state form
that isn't on the local form. Director of Building and Safety Russell Grance
believes the same basic information is included, just formatted and displayed
differently. Major research will not be required later. Russell Grance noted
that if an applicant was going for state or federal designation the property
owner would be dealing with that entity, not The City of Palm Desert.
Committee Member Kim Housken discussed the second to last page about
Historic Context for The City of Palm Desert. She cited an example in the
comprehensive Palm Springs Survey that was done. She suggested
including this as a sample.
C. DISCUSS PROGRESS OF SITE PLAQUES
No progress had been made since Former Acting Building and Safety
Director Dan Kaiser was here. Director of Building and Safety, Russell
Grance found a file relating to the Site Plaques and conducted research
online. He had information and examples, but no pricing at this time.
Committee Chair Gale Broeker noted The Committee had a design and
voted on it, but was waiting on the prototype. Committee Member Kent
Routh inquired if Committee Member Jan Holmlund thought it would be more
important to be sequential in time rather than importance? She
recommended that both are significant. She suggested that The Committee
follow the important structures for creating a timeline. No action taken;
continued to next meeting.
D. DISCUSS PROGRESS OF WORKSHOP/SEMINAR WISH LIST
Director of Building and Safety, Russell Grance noted that sufficient amounts
need to be included in the budget for the anticipated expenses. He wants to

accommodate The Committee, but it depends on the budget. Committee
Chair Gale Broeker inquired whether Director of Building and Safety, Russell
Grance had received a call from someone from the Planning Department of
The City of Rancho Mirage regarding the conference upcoming in Palm
Springs? She wanted everyone to pass the word about the conference
being held in Palm Springs April 16-19, 2009. They want a good showing
and involvement from Planning Departments and Historic Committees for
this conference. He looked on website for the California Preservation
Foundation Conference but could not find the cost to register attendees.
When more information on the cost of the conference is available, he will
consider sending someone. The Committee discussed conferences
attended in the past. Committee Member Kim Housken felt the memberships
with The National Trust and California Preservation Foundation were
especially helpful. Director of Building and Safety, Russell Grance noted that
they were pretty much a given.
E. BOOKLET AND BOOK CREATION
Committee Member Jan Holmlund updated the Committee on the progress
of these projects. Discussion commenced. Committee Member Kim Housken
inquired whether Associate Planner, Renee Schrader of The City of Palm
Desert had developed some kind of design guidelines at a previous city she
was employed by? Associate Planner, Renee Schrader responded mostly
what was done identified architectural language. She discussed what her
past jurisdiction had done. Committee Member Kim Housken inquired if
Associate Planner, Renee Schrader would say the style catalog is similar to
a design guide? Associate Planner, Renee Schrader responded that It is the
same kind of thing. Committee Member Jan Holmlund read a list of the items
Committee Members thought were very important to include that were
specific to this area. She encouraged Committee Members to continue to
make lists and cited additional examples of typical desert architecture.
Committee Chair Gale Broeker requested that a workshop be scheduled.
Associate Planner, Renee Schrader agreed and suggested The Committee
work through Suzanne Cicchini to arrange this.
VII. REPORT AND REMARKS
A. COMMENTS AND COMMITTEE MEMBER REPORTS
Committee Member Jan Holmlund thanked The City for the gift she received
for participating as a Committee Member. She discussed the County of
Riverside's Historical Commissions Annual History Symposium in October,
2008. She reported on the Historic Preservation Commission in Rancho
Mirage. A meeting will be held at the City of Rancho Mirage on January 13,
2009 at 1:00 p.m. The Indian Wells Historic Preservation Foundation held

their Annual Meeting December 7, 2008, at The Indian Wells Resort Hotel
She was asked to serve as a Member of an advisory group there, which she
has agreed to serve.
Committee Member Vera Handley commented that she appreciated the
diligence of everyone on this board for perfections of ideas and of ways to
proceed. She asked that K Kaufmann of the Desert Sun be here today
because she didn't think there has been anything about the change of name
and what it means. And she thinks it would be very important to have that
done.
Committee Member pon Graybill is pleased the City doesn't mind having him
on for another year and he'd like to be useful to The Committee and he loves
to take pictures and work on projects, books and booklets as much as
possible. He is honored to be here.
Committee Chair Gale Broeker commented that she wants to get at least
one building recognized by May for Founder's Day. Director of Building and
Safety Russell Grance noted that it was all in her hands. Committee
Member Gale Broeker announced The Schindler House is ready to go. She
discussed a draft Staff Report dated July 31, 2006 Case # HPC-0602.
Director of Building and Safety Russell Grance indicated he will bring it to the
next meeting. Committee Member Jan Holmlund described a house not far
from this house with an extremely rare roof. It was for sale. IYs across Fred
Waring. Committee Member Jan Holmlund requested that Committee Chair
Gale Broeker check whether it's been sold, and she indicated she would.
Committee Chair Gale Broeker reported that the notation that the home
previously recognized to be Governor Lehman's needs to be changed on
everyone's records. She requested that any research be brought to the next
meeting so we can have a copy in the file. Committee Member Jan
Holmlund mentioned that John Urkov contacted her and requested material
on some of the homes being researched. He is with the Information
Systems Department at the City of Palm Desert and makes maps. Associate
Planner Renee Schrader commented that she would follow up on what was
done with the photographs.
Hal Rover, Riverside County Historical Commissioner inquired about Kay
McCune and Alan Cohen. Their homes will be considered for cultural
resources preservation designations. As soon as the forms are finished they
will get them. Committee Chair Gale Broeker reported that Alan Cohen was
asking about the Mills Act and that is up to the City Council to accept that.
Director of Building and Safety Russell Grance reported that If we get
interest from property owners in the Mills Act, we would take that to Council
to consider development of that program. Commissioner Rover discussed
The Arcadia Book. He noted that it will be released around February 9, 2009

and the official party for it will be at the Visitors Center, February 20, 2009,
from 3:00 p.m. to 6:00 p.m. This will be the first sale of the book and on the
history on the City of Palm Desert. He'd like to see everyone there and
reminded everyone to purchase a copy of the book, which will benefit the
Historic Society.
Commissioner Rover discussed the status, as he knew it (he noted that he
was not on the Board anymore) of the Historical Society's storage of artifacts
and potential for future storage. Committee Member Vera Handley noted
that there is such a need for some type of enclosure for documents and
accumulations. She suggested writing to the Berger Foundation to
underwrite such a storage building. Commissioner Rover noted that The
Historical Society has not approached Berger, but it's been mentioned and
they are a great source. They do a lot of things with children and some of
The Historical Society programs are aimed at children. Mr. Rover mentioned
the next board meeting of The Historical Society will be held at the Portola
Community Center, the third Wednesday of the month.
Director of Building and Safety Russell Grance had State Historic Building
Codes and brought The Committee Members a copy.
Commission Rover noted that Committee Member Jan Holmlund was the
first one who brought Cultural Heritage Tourism to his attention. He noted a
lot of the Cultural Preservation Foundation's Annual Conference in Palm
Springs is going to be on that. This is an important thing to us we need a
building, center of the valley for Cultural Tourism and Cultural Heritage.
The next meeting of the Cultural Resources Preservation Committee will be
Tuesday, January 27, 2009 at 10:00 a.m. in the Administrative Conference
Room at the City of Palm Desert.
