Frazer Quote RECOMMENDATION By Minute Motion, that the City Council: AUTHORIZE staff to issue a purchase order to Frazer Ambulance in an amount not-to-exceed $86,875 plus applicable taxes. Funds have been budgeted in Fund 530. � Discussion: The Palm Desert Fire Department is requesting replacement of the cab/chassis and refurbishment of the patient compartment, for the ambulance unit serving Fire Station No. 71 (located at Portola Avenue and Country Club Drive). This ambulance (Medic 71) has approximately 87,000 miles and is one of the busiest units, averaging two hundred calls per month. The Fire Department schedules replacement of its ambulance units every five years. This Frazer ambulance is manufactured so that the existing patient compartment can be reused. A new cab and chassis would have to be purchased at time of replacement, resulting in a cost savings in lieu of procuring a new ambulance. This recommended action would prolong the life of Medic 71 for another five years. The total cost for this proposal is quoted at $86,875, plus applicable taxes. Sufficient funds are budgeted in Fund 530. A reserve ambulance will be introduced into service until the unit is delivered. Frazer was selected as the sole source vendor by the Fire Department, as the work performed requires specific equipment and procedures. Staff also inquired about purchasing a cab/chassis unit that can run on alternative fuels. The Fire Department indicated that no such configuration is currently available. Adding a CNG tank to the ambulance can also be problematic due to weight restrictions and equipment space needs. An oral report will be provided on the Commission's recommendation at the City Council meeting. INTEROFFICE MEMORANDUM TO: JUSTIN MCCARTHY, INTERIM CITY MANAGER FROM: JOHN RIOS, BATTALION CHIEF DATE: February 3, 2009 SUBJECT: Remount Paramedic Ambulance North Palm Desert Station 71 Request: Approval for the replacement of one cab and chassis, and refurbish existing ambulance box with funds approved in FY 08/09 budget. Background information: The Frazer Ambulance has been a standard ambulance for last nine years, in the Cove Communities. Currently the City of Palm Desert has four of these ambulance units in service. The Frazer ambulance unit is spacious and is self contained for the cornforts of the patient along with the paramedics. These units have been reliable in there daily operation in responding to emergencies, throughout their duration. The Frazer Ambulance is manufactured with the intentions of reusing the patient compartment area. This results in a cost savings over replacing the entire unit. The patient compartment area would be removed and refurbished and placed on a 2009 F350 6.4L diesel XLT chassis. The ambulance unit would be picked by a representative from Frazer Ambulance Inc. and taken to Houston, Texas for the replacement of the cab and chassis. Once the unit is complete, Frazer Ambulance would coordinate the return of the ambulance. Justification: 0 Ambulance units are scheduled to be replaced every five years after a thorough evaluation of the unit's mechanical and electrical components. M71 currently has 86700 miles and is one of the busiest medic units in the surrounding cities, with an average of two hundred �alls a month. � Frazer is the sole source as other vendors do not have the parts and expertise to work on the box component.
