Recommendation:
By Minute Motion, that the City Council approve $60.000 in Fa�ade
Enhancement Program consideration funds to 73-750 EI Paseo Retail Group,
LLC for the "EI Paseo Retail" Building located at 73-750 EI Paseo.
Funds are available in Account No. 400-4800-454-3875.
Executive Summarv:
Approval of the request will provide City assistance to the subject property and is within the
guidelines of the Fa�ade Enhancement Program. Denial of the request will not allow City
assistance.
Discussion:
The 73-750 EI Paseo Retail Group, LLC is the owner of 73-750 EI Paseo, which is currently
occupied by Richard Barry Shoe Collection. The "EI Paseo Retail" Building will replace the
existing with storefronts on both EI Paseo and PresidenYs Plaza. This project was approved by
the Architectural Review Commission on December 29, 2008, and is estimated to cost
$692,000.

The current guidelines for the Fa�ade Enhancement Program (FEP) allow for standard sized
lots (60-foot frontage, 12,000 square feet) to receive consideration for half the cost of
improvements to a maximum of $40,000, which is applicable to this property. The FEP
guidelines also allow an additional 50% (up to $20,000 for a standard sized property) when
"dual facades", front and rear, are improved within the designated area between EI Paseo and
Highway 111 from Larkspur Lane to Portola Avenue (President's Plaza). The dual fa�ade
guidelines are applicable to this property, which has high visibility from traffic on two sides: EI
Paseo and President's Plaza. The standard size and location of this property make it eligible for
FEP consideration funds to a maximum of$60,000 subject to City Council approval.
The property is in close proximity to three previously approved and completed FEP projects at
73-730 EI Paseo (Pro Travel), 73-740 EI Paseo (Chapman's Fine Men's Wear) and 73-790 EI
Paseo (Neal Building). The proposed improvements will be very similar in scope to the
complete changed appearance and architectural enhancements of the Pro Travel and
Chapmans buildings. The height of the building will be increased similar to the neighboring
projects. The rear elevation on President's Plaza will be on parity with storefronts on EI Paseo.
The project was reviewed by the Retail Committee on January 14, 2009. The Retail Committee
considered the location, size, and scope of this project and recommended funding in the eligible
amount of $60,000. Staff concurs with the Retail Committee and recommends funding in the
amount of$60,000 from the Fa�ade Enhancement Program for 73-750 EI Paseo.
