TWEDT DATE: FEBRUARY 12, 2009 CONTENTS: 1. ARTIST'S PROPOSALS 2. SAMPLES OF ARTIST'S WORK 3. COPY OF THE PAINTER'S PATH RFP Recommendation: By Minute Motion: 1) Approve one of four proposats submitted for the Painter's Path project at Entrada del Paseo in the Eric Johnson Memorial Gardens; 2) award $250,000 commission to the selected artist. Monies are available in the amount of$168,139.56 in Account No. 436-4650-454-4001 (Public Art Fund) and $81,860.44 in Account No. 850-4358-433-4001 (Redevelopment Agency Fund). Executive Summary: The Art in Public Places Commission reviewed four proposals for the subject project during two regularly scheduled meetings on December 17, 2008, and January 21, 2009. The Commission ranked the proposals from number one to four as follows; Terry Allen - #1; Gary Price - #2; Dee Clements - #3; Clay Dahlberg - #4. Staff is requesting City Council select one of the four artists' submissions. The approved artwork will be installed in a natural setting located in the Eric Johnson Memorial Gardens near the Visitor Center and Henderson Community Building. Discussion: At its April 10, 2008 meeting, City Council approved honorariums for each of the artists to create proposals for the Painter's Path project. Historically, an estimated 200 artists came from the coastal areas of California to the desert to paint the natural landscape as early as 1905 with the heyday being the 1920s and continuing to the 1950s when the tradition had all but vanished. "The artistic legacy left by these painters is a milestone in the history of American art, a specific time and place that has been largefy under-recognized in the mainstream of landscape painting until recently when prices for their work has soared to astronomical heights" (from American Art Review article). Many of the artists visited and stayed permanently in Palm Desert and the surrounding areas, such as, Maynard Dixon, Orpha Klinker, John Hilton, Jimmy Swinnerton, and Bill Bender among others. The concept of a tribute to the "Painter's Path" artists has been enthusiastically received by several other cultural institutions in Palm Desert, including the Palm Springs Art Museum, the Palm Desert Historical Society and the Living Desert, all of which have collections representing artworks from some of the artists that came to the desert. With the increased awareness and national interest in California "Plein Air" painting, it is anticipated that the "Painter's Path" tribute will become a major cultural tourist attraction for the City of Palm Desert. l , R' ard Twedt, Public Arts Mgr. e; Sheila Gilligan, Assistant ' Manager Community Services Approval: . J in cCarthy, Interim C nager Paul Gibson, Director of Finance Request for Proposals: Sculpture Honoring the Artists of Painter's Path The Art in Public Places Commission would like to invite you to submit a model (presentation drawings for Terry A!!en) of a sculpture that would honor the "plein air" artists of the desert. The tableau should include two life-size bronze figures, one of a male and one of a female, who would represent the artists that came to the desert to paint. The tableau should consist of both figures depicting the process of creating a desert"plein air" painting with easels and assorted materials required for its production. Historical research has estimated that as many as 200 artists may have visited the desert to paint between 1905 through the early 1950s. Many of the artists stayed for prolonged periods of time while others stayed permanently. These artists are profiled in Ed Ainsworth's classic book on Coachella Valley painters, Painters of the Desert. Included in the book are artists such as Orpha Klinker, sister to Zeno Klinker, Edgar Bergan's joke writer. Others were Jimmy Swinnerton, John Hilton, Fred Penney, Agnes Pelton, Paul Grimm, Gordon Coutts, and Carl Bray to mention a few. The artistic legacy left by these painters is a milestone in the history of American art, a specific time and place that has been largely under-recognized in the mainstream of landscape painting until recently when prices for their work has soared to astronomical heights. You will receive an honorarium of$2,000 for your modellpresentation drawings. Upon signing the Memorandum of Agreement and returning the enclosed W-9 Form for the honorarium, a check in the amount of$1,500 will be sent to you and the remainder will be sent upon receipt of the model. The selected artist will receive a $250,000 commission. Please contact me at 760-837-1665 or email, rtwedt _ci.palm-desert.ca.us. The deadline for your model is Friday, October 10, 2008. WILLOTT Gary Lee Price "Plein Air Painters" The woman sketches a desert scene on her pad as her male counterpart applies oil paint to his plein-air canvas. All of the articles in the sculpture including the clothing, the art supplies and the woman's stool are historically accurate and come directly from reference materials suggested by the Palm Desert Art in Public Places committee. The artist is very proud of this piece for it not only remains a historical depiction of an early 1900's plein-air"team" it also contains many of the key components that make any sculpture successful. Mr. Price has allowed for some changes to be made if necessary such as the woman could be water-coloring instead of sketching, etc. Also, any appendages of the sculpture that could potentially be damaged/vandalized can be re-enforced internally with steel rods which would reduce concerns of permanent damage. 73190 1:1 Pascc Suitcs 1 t; Z, Palin Dcscrt, CA 92260 _JWillotLcoiYi • .losli@JWillotLcoiii • Phonc: 760-5f8-3180 • Tax: 7Fi0-5G8-3175 , - ._ ----: J. WILLOTT Artist Bio: Gary Lee Price Sculpture with meaning.Sculpture to lift the human spirit.Sculpture to inspire Gary Lee Price sculptures capture this unique human spirit. This is the essence of his work. This is his life's journey. Literally, thousands of Gary Lee Price sculptures are in public and private collections throughout the world. One of the largest libraries in the world, the Hong Kong Central Library,is graced by the recent acquisition of twelve Gary Lee Price life-size bronze sculptures. This impressive display includes bronzes of intrigued young readers, happy children releasing doves, boys and girls playing with shells in water, some holding beautiful flowers, and others soaring through the air as though weightless.Additionally, two round frogs, "Puffed Up Princes."are stationed as sentinels at the entrance of the children's library. The 11-foot"Celebration!"featuring joyous children celebrating life and soaring around a globe, was first unveiled in Surrey; England at the American Community Schools. The most recent of these was dedicated in Decatur,Georgia by former First Lady, Rosalyn Carter.A 22-foot version of a similar sculpture is located at the entrance of the corporate headquarters for NuSkin International in Provo, Utah. Gary's 12-foot angel, "Messenger"monument,in Iceland, honors over 400 early immigrants to the United States. Gary's sculpture "Communion."a 15-foot monument portraying grasping hands, graces the United Methodist Church of Brentwood,Tennessee. The interaction-of-hands theme has been an important aspect of his work as reflected in other pieces such as "Synergy," Helping Hand," "Ascent." "Circle of Peace." and"Circle of Friends." Uplifting others, helping others, and joining hands with others in brotherhood and sisterhood are essential parts of the life of Gary Lee Price. Perhaps the unexpected and tragic loss of his parents at age six and the subsequent abuse anchored within him the importance of enduring and positive relationships, and of the need to see and depict humanity in a positive light and on an upward journey. Gary finds travel and research an important part of his life. For two years he lived in Germany,he spent six months in Israel, one month touring the jungles and ruins of Mexico and Guatemala, and one month in Egypt. He visited eleven different European countries for three months.A recent trip found Gary and his family in Giverny, France doing research on one of his latest life-size sculptures of Claude Monet and "Monet's Gaggle". In 1991, Gary was elected a member of the National Sculpture Society. In November 2001,he received the "Governor's Mansion Artist Award,"from Governor Michael Leavitt of Utah, for his 73190 1:1 Pasco Suites 1 & 2, Palm Desert, CA 922G0 ,JWillott.coin • ,josli@JWillotl.coin • Plione: 7G0.568-3180 • Fax: 760,5fi8-375 . His latest corporate endeavor is the creation of Little Bitz of Inspiration. This is an exciting company that will increase awareness of Gary's work and passion for creating a better world. Some of his all-time favorite works will be produced in collectible pewter form. The 50-year-old sculptor resides in Springville,Utah. He credits his success to his mother, who instilled in Gary the ability to express himself through art; to his friend and wife, Lanea, who offers constant love and support; and to their five boys-Zachariah, Isaiah,Tyrone, Raphael, and Justin-who provide constant inspiration. "My passion for art and my belief that art empowers and lifts the human spirit has only grown stronger throughout my life. I have been blessed with many generous and selfless mentors, and my dream is to pass on those gifts to others.Gary believes in 'perpetual student-hood'and teaches regularly at his studio in his hometown of Springville,Utah. Gary muses, "I hope I can assist the world in visualizing a place where fences and boundaries, both real and imagined, are non-existent; a place where bias and prejudice are long forgotten; and finally,a place where acts of kindness, mutual respect, and love are everyday happenings." The `brushstroke' would be`form-tted'to the specific nature of the terrain, directly on site. I like this process I have proposed better for this piece because it is made directly from the landscape in which would be placed. (Note: Another possibility is to`make the brushstroke' out of a material such as latex or rubber, let it dry and then scan it into a computer. The cornputer would direct a saw to cut the shape of the brushstroke in sections out of Styrofoam to the exact size and scale determined. The Styrofoam sections would then be surfaced with plaster or clay and textured by hand. It would be cast in the same `burn out' method mentioned in the proposal and installed in pretty much the same manner. I've worked with this process a nurnber of times at Walla Walla Foundry in Walla Walla,WA, where I've done all my casting over the last 15 years.) Also Richard, I want to wish you and yours a great new year and hope we might cross tracks again sooner than later. Many thanks far offering me the opportunity to make this proposal. I like the idea of the piece a lot. I don't think there is a bronze walkway anywhere I know of(?) and I very much appreciate your consideration. Take care and please keep me posted. Best Regards, Terry Allen 3932 West Alameda Santa Fe, NM 875Q7 505-473-9860 stu PAINTER'S PATHWAY PROJECT/Palm Desert, CA • 1-17-09 BRUSHSTROKE Proposal by Terry Allen Description: A bronze pathway shaped and configured like a long brushstroke of paint, winding through and over the natural and/or prepared site terrain chosen for the piece. The names of artists to be honored are etched in the bronze surface and can be read as people walk the `Brushstroke'. Other information, dates, biographies and/or histories of the artists and/or their contributions to the area can also be etched into the surface with their names. The`Brushstroke' could be scaled to accommodate the addition of new names, etc.,of artists in the future. See rough Study Drawings included. Possible Fabrication: A trench is dug in the earth to simulate a long brushstroke of paint. The `brush- stroke'would run the length and width (probably no wider than a sidewalk) of the pathway desired and would only need to be a depth of several inches, depending on the topography of the land. The trench is then divided into 3-5'lengths (approx.) and hot wax is poured directly into each divided section and allowed to set. When the wax hardens, all of the wax panels are removed and marked indicating their placement with one another and where they are located on the pathway. The wax sheets are then packed and shipped to a foundry for casting. At the foundry each individual wax panel of the `Brushstrolce'will be dipped in a hard ceramic shell then cast in bronze. This process is called a`burn-out' and there is no mold, so the casting is unique. After casting the individual bronze panels are `chased'or refined by hand with metal tools. The bronze panels are then given the desired patina (a green/black is most durable outdoors) and engraved with the artist's names, texts, etc. The piece is then shipped back to the site ready to be installed. Installation: Each individual bronze panel of the `Brushstroke' is fitted underneath with stainless steel bolts. The trench, dug to the necessary depth,is poured with concrete as a footing and when dry, holes are drilled in it to accommodate the bolts on each bronze panel. Industrial strength epoxy is poured into the holes in the footing and the bronze panels drop into them. After all of the panels are installed and welded together, the seams between the panels are chased on site and visually eliminated. The patina is retouched, waxed, and the piece is completed. Note: All measurements, materials, etc. are engineered to code Maintenance: The piece should be waxed twice a year, once in the fall and once in the spring. If foot traffic is heavy, additional wax should be added just prior to and after those periods. My most recent work was Fortitude a Holocaust sur- vivor installation of bronze figures and relief incorporated in an architectural element designed to create an abstracted Star of David located in Santa Fe Springs, California. Others include a life- size Paul Revere on rearing horse for Cerritos, California, The Gold Panner arid Burro for Black Hawk, Colorado, five ice skating pieces for Paramount, California and a railroad cart with a boy sitting on the baggage, entitled The Journey, for Mountain View, California. My most noted public placement is the Desert Holocaust v Memorial in Palm Desert, California. This was a R project in 1995 for the desert cities' holocaust sur- v vivors to use as an educational experience. We are currently finishing three bronze sculptures for the v Tolerance Education Center in Palm Desert, ► installation is set to be April 2009. Many of my projects include the community and design teams consisting of architects, landscape ✓ architects and community representatives. My skill of drafting allows design teams the freedom " of flexibility in the development of a project. ► ✓ My sculpture is a product of my life experiences . and interests. The memories and the imagery of '' the small Midwestern community where [ was born and raised; my family, my sense of freedom as a youth and my sense of community have been r a source of inspiration over the years. 1 grew up „ drawing, which ultimately led to a Masters Degree r' in Art. When I created my first sculpture of clay, , my sense was that I had found my passion. Since that first sculpture a main thread in my life has been the creation of objects. I look forward to the '' opportunity to honor fellow artists. ✓ ► ✓ ► ✓ - l ' [1 il C; T [ l'El L S v EI L P ' C} I S ` G U I L. ✓ R r i . PRESENTATION BY DEE CLEMENTS & THE NATIONAL SCULPTORS' GUILD 2683 N.
