STAFF REPORT
REQUEST: Receive and file an informational report regarding the processing of
a Signage Ordinance update.

Recommendation:
By Minute Motion, receive and file the informational report regarding the
processing time of a new sign ordinance.
Discussion:
On December 11, 2008, the City Council directed staff to update the existing sign
ordinance as discussed as part of the appeal of Carl's Jr. sign variance request. At the
meeting, staff indicated that a sign ordinance could be presented at the first meeting in
February 2009.
Staff is currently addressing the issues brought up by the Signage Subcommittee and
the City Council. However, after allowing for noticing and consideration by the
Architectural Review and Planning Commissions, staff has determined that processing
an update to modify the whole ordinance will take longer than originally stated. Staff is
scheduling a meeting with the Signage Subcommittee in early January. Items to be
discussed at the meeting will be the number of monument signs that should be allowed
for large retail centers, and modifications to eliminate inconsistencies and create a user
friendly sign ordinance. The revisions to the sign ordinance will also include changes to
allowable brokerage signs and to signage facing 1-10.
To adopt a new sign ordinance staff is anticipating the following time schedule for
review and approval:
• 30 days to draft the new sign ordinance during the month of January
• Review of the draft sign ordinance by the Signage Subcommittee in early
February
• Presentation of the draft signage ordinance to Architectural Review Commission
on February 13, 2009.

• Presentation of the draft signage ordinance to Planning Commission on March
3rd, 2009.
• Presentation of the draft signage ordinance to City Council on March 26, 2009.
The appeal of the Carl's Jr. Variance request was continued as part of the sign
ordinance modification, and staff will process the appeal by the first City Council
meeting in February with a recommendation from the Signage Subcommittee.
