Andrew Shouse Recommendation: By Minute Motion, approve an expenditure in the amount of $2,700 of FY 08/09 Cal COPS Funds to purchase safety glasses and gloves for Palm Desert Police Department motor officers. Background: At its meeting of December 10, the Public Safety Commission recommended that the City Council approve an expenditure in the amount of $2,700 in Cal COPS Funds to purchase safety glasses and gloves for motor officers assigned to the Palm Desert Police Department. Motor officers are exposed to a variety of hazards on a daily basis and are required to wear approved safety equipment, including safety glasses and gloves. Because these officers are required by law to be outfitted in this protective equipment, which requires replacement on an annual basis, staff and the Public Safety Commission recommen t at �; safety glasses and gloves be purchased for motor officers assigned to the Palm D � � Police Department for a total amount of $2,700. This equipment includes safety glasses and gloves. In years past, motor officers have purchased these two items of safety gear at their own expense. However, an inquiry with other law enforcement agencies indicates that a growing number of agencies are purchasing this equipment for the officers. This policy is prudent given the � fact that the Police Department requires our officers to wear this protective equipment. In addition, this equipment endures such wear and tear that it generally requires annual (if not • sooner)replacement. REQUEST: It is recommended that the city of Palm Desert purchase, annually, safety glasses and gloves for the motor officers assigned to the Palm Desert Police Department. Cost Estimate: Gloves $100.00 Safety Glasses $200.00 � TOTAL (Per Officer): $300.00 COST ANALYSIS Currently there are nine officers assigned to motors at the Palm Desert Police Department (eight officers, one sergeant). If authorized, the total cost for this equipment would be approximately $2,700.00. Shouse DATE; December 2, 2008 FROM: Sgt. Doyle RE: Safety Equipment for Motor Officers Background• Motor officers are e�osed to hazards that normal patrol officers are not. This includes hea,t, sun, and other weather elements. This also includes hazards such as flying debris, dust, and hat cigarette ashes tossed out of vehicles. Because of these hazards, motor officers are required to wear eye protection while riding their motorcycle. They are also required to wear gloves and helmets. Currently, motor officers are required to purchase their glasses and gloves at their expense. I have spoken to several other contract cities with motors, as well as other cities within the county. Several of them purchase glasses and gloves for their motor officers since it is a requirement for the afficer to wear the safety equipment. Anaivsis: Most of the cities have a program in effect where the city allows purchase of one pair of glasses per year and gloves as needed. Oakley Government Sales is the vendor that most cities use because they offer huge discounts to the military and law enforcement. Once the account is set up, officers can choose from a selection of glasses that offer protection (there are no outlandish styles available). Most officers wear Oakley glasses now because of the protection that they afford. Moreno Valley officers are given a credit card to use for motor-related purchases, including � glasses and gloves. Temecula officers are given an allowance of $300,00 per year for their glasses and glove purchases. San Jacinto officers order their glasses and gloves through Ga.11's, and the city budgets about $300.00 per year for the purchase. Murrieta officers are given a budget of around $500.00. I checked with the Oakley Government Sa1es, and the majority of the glasses aze around $100.00. The prescription glasses are a littie more at around $250.00-300.00. It appears that the majority of officers would be spending less than $200.00 per year unless they wear prescription glasses. Currently, there are only a couple of officers on the team that wear prescription glasses. Recommendation: Based upon the requirement of the motor officers to wear glasses and gloves as safety equipment, I recommend that the city budget for safety equipment purchase for each motar officer every year. The recommended amount is a mazimum of$300.00 per officer, per year. Currently, there are nine (9) budgeted rnntor positians for the Pa1m Desert Police Department's traffic team.
