PW Equpmnt CITY OF PALM DESERT PUBLIC WORKS STAFF REPORT REQUEST: Declare Listed Vehicles and Equipment Surplus and Authorize Proposed Disposal SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works DATE: January 8, 2009 ATTACHMENT: Vehicles and Equipment Photos Recommendation: By Minute Motion: Declare the equipment and vehicles listed on the attachment surplus and authorize disposal as proposed. Discussion: The vehicles and equipment on the following list are surplus due to replacement or because they are no longer needed. The following recommendation is made for disposal: • The 1994 Chevy truck is fourteen years old and needs a complete new engine and its condition is non-operational. The Disposal through a local license salvage company is recommended. • The 1992 Aplex sweeper is sixteen years old and in very poor condition. The Disposal through a local license salvage company is recommended. • The equipment in the Parks Department's inventory, Ford 1710 tractor, Toro Vac and the grass/fertilizer spreader, have been determined to be surplus. Since this equipment is no longer necessary to the department's needs. Disposal through a local licensed salvage company is recommended. • The Allen Computer Test Center was purchased around 1990 to diagnose City fleet. Due to the technical aspect of this machine, it was not utilized as expected. This equipment is now obsolete. Disposal through a local licensed salvage company is recommended. • The Epoxy machine, walk behind stripers and airless paint sprayers have been replaced, are not operational and are no longer needed. Disposal through a local licensed salvage company is recommended. The 2002 dedicated CNG Ford E-450 Van shuttles, No. 220 and No. 221, were used for the shopper hopper program. The City obtained these finro shuttles from SunLine earlier this year and are stored at the Maintenance Services Facility. We refurbished shuttle No. 220 and we intend to use this vehicle for transporting staff to meetings and for employee tours of City projects. Shuttle No. 221 is in good shape and operational, Public Works staff proposes two options: 1. Donate shuttle No. 221 to a local non-profit organization. 2. If option one is not successful, disposal of this vehicle through a local license salvage company is recommended All vehicles and equipment on the surplus list are currently stored at the maintenance services facility. The City will acquire more value for the vehicles and equipment through a licensed salvage company. Public Works maintenance staff will contact local licensed salvage companies and they will be required to visit the maintenance facility during work hours, view and bid on all the items on the surplus list as is. The City will follow through with the salvage company who bids the highest on all the items. Therefore, staff recommends that, by minute motion, City Council declare the vehicles and equipment listed on the attachment as surplus and authorize disposal as proposed.
