Proposal & Copy of Receptacle Design 2. City Park Trash/Recycle Receptacle Placement List RECOMMENDATION: By Minute Motion, (1) Approve the sole source purchase of trash/recycle receptacles, (2) award purchase contract to Forms and Surfaces, and (3) authorize the appropriation and expenditure of funds in the amount of $232,373.25 from the Recycle Fund; Account No. 236-4195-454-3090. DISCUSSION: City Council at its meeting of May 12, 2005, approved the additional purchase of the existing trash/recycle receptacles originally installed at the Civic Center Park. The containers have now been placed within the Civic Center Park, Palma Village Neighborhood Park, and the Eric Johnson Gardens. With the construction of new parks, required replacement of receptacles, and the expansion of the recycling program, an additional 129 containers are needed within City parks. Forms and SurFaces is the only company that manufactures the receptacles and currently holds the copy rights to the design. Given the above, staff would like to sole source the purchase of the receptacles so that the same container is placed within City parks. The Special Program Department has worked with the Parks Department to determine if the existing receptacles should be utilized. According to the Parks staff, the existing containers are working quite well as they require minimal maintenance, servicing is easier, saves time and money, and is more manageable as opposed to having two separate containers.
