Recommendation:
By Minute Motion, consider Patrick Jewett's artwork proposal "Professionals Who Care" as the
art component for the Cove Communities Sheriff Station located on Gerald Ford near
Monterey Avenue, Palm Desert, California.
Executive Summary:
At its meeting of June 17, 2009, the Art in Public Places Commission unanimously approved
the design proposal, "Professionals Who Care" by Patrick Jewett as the art component for the
Cove Communities Sheriff Station.
The artwork consists of three life-sized bronze figures in a conversational setting placed on a
5' diameter concrete base 3' high. The sculpture will include one male deputy sheriff, 6' 3";
one female deputy sheriff who is kneeling; and one boy who is standing, 4' 8".
A second artwork is a monument that will display two Riverside County Sheriff badges cast in
bronze. A bronze badge will be attached to the front and back of the monument. Each badge
will be 3' x 3'. Three bronzed plaques will be placed at the bottom of the monument for
dedication names. The two bronze Riverside County Sheriff badges will be affixed to a 5' x 5'
x 1' concrete monument faced with rock/stone which fits into the architectural scheme of the
building and landscape.
The bronze sculptures will be located in front of the main entrance to the Cove Communities
Sheriff Station near the parking lot. The badge monument will be located in front of the Cove
Communities Sheriff Station between the parking lot and the sidewalk facing Gerald Ford
Street.
The fee paid into the art fund to-date is $100,000 and the artwork cost is $160,000. Once the
artwork is complete, the developer will request reimbursement of the art fee paid into the fund.
Funds are available in Account No. 436-0000-312-2700.

3 THIS AGREEMENT is made and entered into this day of , 2009, by and
between COUNTY OF RIVERSIDE, a Political Subdivision of the State of California ("Buyer"),
4 and Patrick Jewett ("Artist").
5 Buyer and Artist agree as follows:
6 1. Artist hereby agrees to create a work of art designed exclusively for the
Buyer: Three (3) life-size bronze figures. One (1) male deputy sheriff 6'3 one (1) female
� deputy sheriff kneeling and one (1) boy standing 4'8". Bronze sculpture will sit on a 5' x 5'
round base 3' high as depicted in drawings. Two (2) 3' x 3' Bronze sculptures in the likeness of
8 the Riverside of Sheriff's badge. The two bronze Riverside County Sheriff Badges will be a
fixed to a 5' x 5' x 1' base.

2. Purchase Price: The total cost of the aforementioned art work is a not-to-
lo exceed price of $160,000. This price includes delivery and installation. Buyer shall be
responsible for constructing a base for the sculpture. The Artist shall retain ownership of the
11 original molds and all copy rights.
12 3. Payments: upon the Buyer's approval of the agreement, the artist agrees to
proceed with procurement and construction of the work, and the Buyer agrees to pay for the
13 work as follows: 35°/a upon giving written approval of the design and receipt of invoice 35%
upon the completion of and inspection the work before the sculpture is molded, and the final
14 30% after the finished bronze has been delivered and installed at the park to the Buyer's
satisfaction. After receiving the Buyer's approval of the drawings, the Artist will commence
15 work on the project. Completion of the work is to be determined by the Artist, who shall use
the Artist's professional judgment to deviate from the primary design, as the artist in good faith
16 believes necessary to create the work. The Buyer shall have the right to inspect the work in
progress upon reasonable notice to the Artist.

4. Date of Delivery: the Artist agrees to complete the work within 11months of
18 the signing of the agreement. The completion date shall be extended for such period of time
as the Artist may be disabled by illness preventing progress of work. The completion date shall
19 also be extended in the event of delays caused by events beyond the control of the Artist,
including but not limited to fire, theft, strikes, shortages of materials, and acts of god. The Artist
2o shall be responsible for the installation of the art work at the Cove Communities Sheriff Station
in the City of Palm Desert.
21 5. Termination: The Buyer shall have the right to terminate this agreement if for
22 any reason the art work is delayed of more than six months in the completion date or if the
events beyond the Artist control causes a delay of more than six months in the completion
23 date. This agreement represents the entire agreement of the parties hereto as to the matters
contained herein and supersedes any and all prior written or verbal agreements between the
24 parties.

The sculpture base will be faced with rock which fits into the overall architectural design of the
building and landscape. The customer shall provide all lighting for the monument.
Maintenance- Bronze sculptures e�ibited outdoors need to be waxed once a year to avoid
oxidation.
DISCRIPTION
Two (2) bronze Riverside County Sheriff's badges cast in bronze, one on each side of concrete
monument. The monument will be 5' x 5' x 1' faced with rock which fits into the architectural
scheme of the building and landscape. Each badge will be 3' x 3' in the image of the Riverside
County Sheriff badge. Three bronzed plaques for the bottom of the monument for donor names.
The customer shall provide all lighting for the monument.
Maintenance- The bronze badges would require yearly maintenance of waxing and polishing.

This quote does not include the scuipture base or monument base.
This is an original work of art produced by Patrick Jewett sculptor. The art work is sold to the
County of Riverside for the Cove Communities Sheriff Station. The estimated sculpting and
casting time for this project will be 11 months to complete. The Artist shall retain ownership of
the original molds and all copy rights.

III. ARTWORK PROPOSAL AND SPECIFICATIONS
Describe the artwork, its location, materials, installation requirements, and maintenance
needs as completely as possible. You may use additional paper to complete this
section of the application.
1. Artwork Description
The art work will entail two different works of art. The first piece of art work depicts three
life-size bronze figures in a conversational setting. The sculpture portrays the Riverside
Sheriff Department's desire to protect and serve the community through compassion
and teamwork. The bronze statues incorporate one male deputy sheriff 6'3, one female
deputy sheriff kneeling and one boy standing 4'8". The male deputy sheriff will have his
right hand placed on the young boys shoulder. The young boy will be facing the female
deputy. The female deputy is kneeling with her hands on her knees looking at the young
boy. The male deputy will be dressed in a Riverside County Sheriff Class A uniform with
campaign hat. The female deputy will be dressed in a Riverside County Sheriff Class B
uniform. The young boy will be dressed in a T-shirt, pants and a baseball hat.
On the base of the sculpture will read "Riverside County Sheriff Peace Officers
Monument, Professionals Who Care." A Riverside County Sheriff badge will be placed
below the lettering. The three life-size bronze sculptures will sit on a 5' x 5' round
concrete base 3' high. The overall height of the bronze sculpture will be approximately
9' x 3". The sculpture base will be faced with rock/stone which fits into the overall
architectural design of the building and landscape.

The highest quality bronze will be utilized for the bronze statues and badges. The base
for each piece of art work will be made out of concrete. The landscape architect will
provide the rock/stone covering which incorporates the architectural scheme of the
landscape and building.
4. Fabrication and Installation Procedures
The bronze sculpture and bronze badges will be fabricated in the artisYs studio and will
be cast in a bronze foundry. The sculpture base and monument base will be designed
and provided by the landscape architect.
5. Yearly Maintenance and Conservation
Bronze sculptures exhibited outdoors need to be waxed once a year to avoid oxidation.

The grand total of the aforementioned art work is $160,000. The costs associated with
the art work as described above encompasses complete design of the art work,
fabrication and/or procurement of all components described, and installation of
components described in Section III of this application. The bases for the art work will
be provided by the architect and the costs associated with the bases are not included in
the aforementioned art work budget of$160,000. The costs associated with the art work
bases are a part of the overall Cove Communities Sheriff Station construction project
budget.

Art in Public Places
To whom it may concern:
My name is Patrick Jewett. I have been a longtime advocate for art in public
places for quite some time. As an artist who specializes in creating public work, I am
very excited about the possibility of creating artwork for the new Sheriff's Station in the
City of Palm Desert. My goal for this project is t create a relevant, aesthetically pleasing
pieces of art that speak to the viewer and compliment its surroundings.
Art in public places is a great way to improve the image of any city. Public art is
the elevation of the civilization at any moment in time. Art is important because it
touches humanity and is a foundation for history and the world we live in. Public art
provides a unique source of pleasure as well as a felling of awe in its presence. By
adorning our public buildings with artistic monuments, we can inspire a since of
appreciation and history in the hearts and minds of citizens and visitors.
I have over 30 years experience as an artist/sculpture and have been featured in
various newspapers on numerous occasions. Throughout that time, I have had the
honor of creating works of art for cities and private collectors around the country. One of
the more notable commissions was an 8ft. granite relief of St. Bernadine for the
entrance of St. Bernadine's hospital in San Bernardino.
I am a graduate of Platt school of design and was privileged to apprentice under
renowned master sculpture Larry Noble who created the California Peace Officers and
Fireman Memorial. Mr. Noble has also created artwork for filmmaker George Lucas.
Assisting Mr. Noble in such magnificent works of art has taught me a great deal about
what it means to be an artist. I have put the skills and techniques to good use when
creating my art. I have sculpted the likenesses of numerous great Americans such as
Martin Luther King Jr., Henry J. Kaiser, and Ken Hubbs. These bronze busts reside in
libraries and schools around the country.
I am currently creating artwork for a new park in the City of Grand Terrace and
was recently awarded a commission for the City of Loma Linda to create a bronze life-
size sculpture for the Hulda Crooks Park in Loma Linda.
The approach that I took in developing preliminary designs for the Cove
Communities Sheriff Station was one of community involvement. The Sheriff's Depufies
dressed in uniform standing and kneeling next to the boy creates a sense of authority,
togetherness and connection with the community. No matter how the neighborhood
evolves, the artwork will be a constant factor. This sculpture will have an excellent
impact on civic pride throughout the City of Palm Desert.
When designing public art, I take into consideration the importance of using
materials that will survive the elements. Creating a sense of permanence in an
impermanent world has always fascinated me as an artist. I am adept at using tiles,
metal and various stones such as granite and marble in my artistic creations, which
make my designs applicable to an outdoor environment.

4'8". The bronze sculpture will sit on a 5' x 5' round base 3' high as depicted in
drawings and will be faced with stone to be determined later. The bronze figures will
need to be waxed at least once a year for proper maintenance.
