REQUEST: APPROVAL OF A REQUEST BY THE COLLEGE OF THE
DESERT FOR ENDORSEMENT OF THEIR DRAFT POLICY ON
SUSTAINABILITY STEWARDSHIP.

Recommendation
By Minute Motion, that the City Council:
1. APPROVE a request by the College of the Desert for endorsement of their draft
Policy on Sustainability Stewardship.
2. DIRECT the City Manager to prepare correspondence to the College of the
Desert indicating the City Council's endorsement of their draft Policy on
Sustainability Stewardship and include staff and Council's (if any)
recommendations concerning this document.
Discussion
College of the Desert (COD) representatives forwarded to the City of Palm Desert their
draft Policy on Sustainability Stewardship. COD is requesting the City's input into their
plan and an official endorsement of this document. Staff advocates any effort towards
developing and enhancing a sustainable environment. Therefore, it is respectfully
requested that the City Council endorse COD's draft Policy on Sustainability
Stewardship. Staff did review this document and made several recommendations which
COD should consider incorporating into this document. A COD representative will be
present at the June 25, 2009, City Council meeting to address any questions from the
Council.
Staff Comments on COD's Draft Polic on Sustainabilitv Stewardship
1. Water and sewer efficiency should include the removal of unnecessary turf, the
installation of desertscape where appropriate, and the incorporation of water
efficient fixtures in renovations and new construction. The turf parkways
surrounding the campus are one example of where this recommendation can be
implemented.

2. COD should consider mandating that all new construction be built to the 2008
California Green Building Standards Code
3. City staff recommends two year intervals in re-evaluating goals to meet AB 32
rather than five year plans, working toward 2020 compliance. Smaller time
intervals allow the College of the Desert (COD) the needed time to adjust and
refocus their efforts, if necessary. A five year monitoring period may not give
enough time to redirect efforts as might be necessary to meet the 2020 goals.
4. SB 375 relates to reducing vehicle miles traveled (VMT) and creating an
attractive, walkable, and sustainable campus. We suggest that COD research
ideas to reduce VMT and incorporate this on-site as a separate, but interrelated
focus with AB 32.
5. "Partnerships with Energy Production and Other Agencies, Public and Private to
Promote Green Initiatives" should be expanded to include partnerships with
CVWD and Southern California Gas to conserve energy and water use.
6. Standard design guidelines and contract boiler plates should include
specifications to meet the LEED predetermined rating level.
7. Elaborate on how goals and policies of the Presidents' Climate Commitment and
the Coachella Valley Sustainability Pledge will be implemented at COD.
8. The "responsible and thoughtful utilization of land" should include revisiting the
master plan for development of COD, to ensure that it coincides with SB 375.
9. We suggest that COD create a sustainable campus where student's basic needs
are met.
10.A proper preventive maintenance program will be necessary to sustain energy
efficiency.
11.In COD's operating practices throughout campus, consideration should be given
to ideas in which plans can be brought full circle. For example, green and food
waste is mentioned. COD can introduce composting of these items, whereby the
compost can in turn be used to plant organic fruits and vegetables. Students
could use planted organics for preparation and cooking education in restaurant
service.
12.Purchasing policy recycled content minimums should be established for new and
replacement purchases.

13.Elaborate on the Development and Operation of Alternative Energy Generation
Units to Promote Self-Sustainability and Practical Teaching and Learning. Items
of focus such as solar, grey water recycling for irrigation, or other energy
generation units as seen fit by COD should be tisted for use in new construction
and renovation.
14.It would also help to elaborate on "Fund and Grant Raising to Promote Green
Initiatives". In particular, a great deal of creative thought could go into the internal
incentives.
