Andrew Shouse Minutes of the February 11, 2009, Public Safety Commission Recommendation: By Minute Motion, approve the following expenditures of CalCops Funds from fiscal year 2008/09: 1) Cell phones in the amount of $1,440; 2) Training in the amount of $657.00; 3) Training in the amount of $731; 4) Training conference in the amount of $1,078; 5) Training in the amount of $3,712; and 6) Training in the amount of $,4375. Background: Each fiscal year, the City of Palm Desert's Police Department receives CalCops Funding to be expended in frontline public safety services. At its meeting of February 11, 2009, the Palm Desert Public Safety Commission recommended that the City Council approve the following expenditures: 1) The purchase of 12 cellular phones in the amount of $1,440. Two cellular phones will replace equipment no longer available to the Police Department; 2) An expenditure of $657 to cover registration for Officers Michael Vasquez, Lawrence Shumway and Cecilia Ellis to participate in a 32-hour bicycle course as required to effectively perform their duties as members of the Palm Desert SET Team; 3) Officer Nicholas Bazanos is currently assigned to the Palm Desert Police Department's Special Enforcement Team and needs to attend a 16-hour Vehicle GPS Tracking class sponsored by the San Jose Police Department in order for him to be able to effectively use the Orion Guardian ST 811 GPS Tracking Systems currently in inventory at the Police Department. The $731 requested would include funds for travel, lodging, meals, and car rental; 4) Officer Cecilia Ellis, who currently serves as the Palm Desert Police Department's Community Oriented Police Officer, needs to attend a 24-hour Crime Prevention Through Environmental Design Course sponsored by San Diego University in order to enhance her ability to conduct inspections of businesses, residents and apartment complexes throughout the City in Staff Report March 12, 2009 Page 2 of 2 connection with her assigned job duties. The request for $1,078 includes tuition, lodging, and meals; 5) Officer Mark Shlarson is currently assigned to the Palm Desert Police DepartmenYs Traffic Services Team as a motor officer and is required to attend an 80-hour basic motorcycle academy at the San Bernardino County Sheriff's Department. The cost of this training is $3,712, which includes lodging, meals, and motorcycle rental; and 6) At the request of the City of Palm Desert, Officer Steve Rivera and Canine Van Snapp have been requested to become extremely visible, approachable and accessible to the public. As such, the Canine Team will often be deployed in public areas such as schools, malls, shopping areas, and parks, which will expose him to children, the elderly, or the disabled. For this reason, additional narcotic training is essential and will allow Canine Van Snapp to more effectively operate in these settings. The total cost of the training and travel for Officer Rivera and Canine Van Snapp will total $4,375. The total cost for these expenditures is $11,993 and funds are available in fiscal year 2008/09 CalCops Funding Account No. 229-4210-422-3194, and no appropriation is requested or needed. The cell phones are assigned to dedicated officers assigned to the Police Department's special teams, traffic, motor and other specialty assignments. The ability for the public, police supervision and city staff to be able to contact officers in these various positions is critical to the operational success of the Police Department. The current inventory of cellular phones is distributed as follows: 1. Dedicated Lieutenant(1) 2. Dedicated Administrative Sergeant (1) 3. Dedicated SET Team Sergeant (1) 4. Dedicated SET Team Officers (4) 5. Dedicated COP Officer(1) 6. Dedicated Business District Officers (2) 7. Dedicated K-9 Officer(1) 8. Dedicated CVVCGTF Officer (1) Over the last few years, two additional dedicated sergeant positions (Motor and Traffic Sergeants) have been using county issued cellular phonesBlackberries. This equipment and the accompanying monthly bills have been paid by the Sheriff's Department. Due to a recent audit of cellular telephone use at the Palm Desert Station a request has been made to transition these two cellular phones to the Palm Desert Police Department. It is my recommendation that the Palm Desert Police Department add two additional cellular telephones to its inventory to accomplish this. The Traffic and Motor Sergeant positions are extremely vital to the successful operation of the motor and traffic teams. The ability of Police Department patrol staff and Administration to contact these officers at all hours of the day/night is vital. Both officers are often called upon for guidance and direction by patrol staff as well as after hours re-construction call-out. In addition, both officers enjoy a close working relationship with other city departments, including Public Works, Code Enforcement, and Community Services, where their ability to be quickly reached and consulted is essential to the successful conclusion and resolution of many important matters. 1 COST ANALYSIS If authorized, the total cost for this additional equipment (two phones) would be approximately $1,440 annually. Request for Authorization to Expend Cal COPS Grant Funds to Purchase Additional Ceil Phones for the Palm Desert Police Department Lt. Shouse noted the report in the packets and offered to answer any questions. Upon question by Commissioner Butzbach, he noted the cost of the phones was approximately $90 each, and the cost for the service was estimated at befinreen $25 and $60 per month per phone. Vice Chairman Larsh moved to, by Minute Motion, recommend that the Palm Desert City Council authorize the purchase of additional cell phones for the Palm Desert Police Department in the amount of approximately $1,400 annually, said purchase to be funded from Cal COPS grant funds, Account #229-4210-422-3914. Motion was seconded by Commissioner Kirkwood and carried by a 5-0 vote. J. Shouse reviewed his report, noting that this training was necessary prior to the deputies being deployed on the bicycles. Commissioner Butzbach noted there were a number of items on the Agenda dealing with training programs that were out of the local area. He asked whether these were programs that would be reimbursed by POST and, if so, where the POST reimbursement funds would go when received. Lt. Shouse said he would have to report on the POST reimbursements at a later time. The intent here was to use Cal COPS funds rather than contingency monies or other sources of funding. Commissioner Butzbach also noted that he would like to see some of the Cal COPS money used to benefit the community, such as for public awareness programs. Lt. Shouse agreed and said while the Police Department supported programs that would directly benefit the community, Cal COPS funds were required to be used for front line law enforcement, such as for the Holiday Theft Suppression Program. However, he could look into some programs to enhance quality of life in the community. Chairman Nethery asked Lt. Shouse to provide a report to the Commission at its next meeting regarding the POST funds. In addition, he asked that Lt. Shouse prepare a report giving the Commission an idea as to how the Cal COPS money has been spent in terms of categories over the last several years. Lt. Shouse responded that the Finance Department had provided him with a breakdown of the every expenditure from Cal COPS money, and he would summarize that for the Commission. Chairman Nethery also noted that the Commission typically receives annual Police and Fire reports in April or May. He asked Lt. Shouse to provide information about POST and Cal COPS at the next meeting if he has enough time; if not, the April meeting would be okay, and the information could be included in the Annual Report. Lt. Shouse added that there was currently approximately $70,000 available in the Cal COPS account. The training will be hosted by San Jose Police Department Training Center, located at 1302 North 4"'Street, San 7ose,CA. If there is enough interest to fill the first class we will ssibl hold a second class February 23� & 24th. Should you register when the first class is full we will move you into the second class and notify you of the date changes. Registrations must be received no later than February 9th, 2009. The training is a two-day course on Orion's products. Class participation is essential. Please bring your Orion equipment and laptop, also indicate on the registration form which products you will be bringing. More training means better use of equipment as well as a higher success rate and increased manpower savings. SUMMARY During the 2007/2008 budgetary process the Palm Desert Police Department was authorized to expend Police General Funds training for our new canine officer and his canine. As part of this position the City Council authorized Officer Rivera and his canine to attend Narcotic Detection Training. 'That training was completed in September 2008. Since that time the canine team has been successful in conducting numerous narcotic searches in the field. However, it is the philosophy of the Pa1m Desert Police Department that Officer Rivera and canine Van Snapp be extremely visible, approachable and accessible to the public. As such, the K-9 team is often deployed in public areas such as schools, malls, shopping areas, and parks which expose them to children, the elderly or the disabled. It is for this reason that additional narcotic training is essential. The additional training will allow canine Van Snapp to more effectively operate in these settings. Cost tuition for the five week course is estimated to be $4,000.00. Cost of ineals for Officer is estimated to be $375.00. Since Officer Rivera is commuting every day he is authorized lunch at$15.00 each day. T'he total cost for the training is estimated to be $4,375.00.
