Recommendation: Approve the request by the County of Riverside to install a traffic signal on Washington Street at 41 St Avenue. Background: The Church of Jesus Christ Latter-Day Saints is proposing to construct a church facility on the northeast corner of Washington Street and 41S' Avenue in unincorporated Riverside County territory. The church anticipates beginning construction in April 2009. The traffic study prepared for the proposed Church indicated that a traffic signal was warranted at the intersection of Washington Street and 41St Avenue. As a condition of approval of the proposed development, the County of Riverside is requiring the Church to design and construct a traffic signal at the subject intersection. With the west half of Washington Street being in Palm Desert, the City must agree to the traffic signal before the installation can occur. Discussion: 41 St Avenue is an east-west collector street located halfway between Country Club Drive and Hovley Lane East/42�d Avenue. The roadway extends from Washington Street to east of Adams Street and serves the heart of the Bermuda Dunes residential area. The proposed traffic signal will provide fully-controlled access to Washington Street from 41 St Avenue. Please note that Washington Street at 41St Avenue is a "T" intersection and the proposed traffic signal will not provide any direct access benefits for Palm Desert residents. Staff Report Proposed Traffic Signal Installation on Washington Street at 41St Avenue Page 2 of 3 March 12, 2009 There has been a long standing flooding problem on Washington Street in the vicinity of 41St Avenue. County staff reports that this project will improve this situation by providing a retention basin on the Church site. As previously mentioned, a traffic signal is currently warranted at the intersection and the need for a signal will only increase with future development in the Bermuda Dunes area. In staff's opinion, the traffic signal should be installed at this time because the construction costs will be paid by the Church development. Should the Council choose to approve the proposed traffic signal, staff recommends that the following conditions be imposed: 1. The traffic signal and interconnect improvements shall be designed and constructed at no cost to the City of Palm Desert. 2. The signal construction shall include installation of interconnect conduit and fiber optic cable along Washington Street between Harris Lane and Hovley Lane East. 3. Maintenance and operation duties shall be performed by Palm Desert staff. The County of Riverside and the City of Palm Desert shall enter a standard reimbursement agreement for annual maintenance and operation costs. Since the location is a "T" intersection and two of the three approaches are in the County, the County shall be responsible for 66.7% of the annual costs. Therefore, staff recommends that City Council approve the request for a traffic signal on Washington Street at 41S`Avenue and impose the delineated conditions as described herein. Fiscal Impact: The City of Palm Desert will be responsible for 33.3% (approximately $4,000) of the annual maintenance and operations costs estimated at $12,000 per year. The County of Riverside has requested the Ch�ch of Jesus Christ Lattex-Day Saints to install a traffic signal at the Washington Street and 41St Avenue intersection per the following conditions of Approval for Plot Plan No.21408: ■ 80.TRANS 027—The project proponent s�hall be responsible for the design of traffic signals at the intersections of: 41�` Avenue & Washington Street with fee eligibility Washington Street (NS} and 41S` Avenue (EW} with fee credit eligibility or as approved by the Transportation Department Installation of the signals shall be per 90.TR.ANS.21. ■ 80.TRANS 028—T'he intersection of Washington �treet (NS} and 41�Avenue (EV� sha11 be improved to provide the following geametrics: o Northbound: one left turn(far U-tums), two through lanes, on shared through/right- turn lane. o Southbouzid:one left-tum lane,three through laxxes. o Eastbound:N/A. � o Westbound: one left-turn lane, one right-turn lane or as approved by the Transportation Depar�ment. All improvements listed represent existing conditions and are requirements for interim conditions only. Full right-of-way and roadway half sections adjacent to the property for the ultimate roadway cross-section per the County's Road Improvement Standards and Specifications naust be provided.
