SUBJECT: CONSIDERATION OF AN OUT -OF STATE TRAVEL REQUEST FOR
THE CITY MANAGER TO ATTEND A MEETING WITH CALIFORNIA
PUBLIC UTILITIES COMMISSION OFFICIALS AND THE OPENING
DAY OF THE ASPEN ACCORD, TO OCCUR IN ASPEN, CO, FROM
MARCH 28-29, 2009.

RECOMMENDATION
By Minute Motion:
1. AUTHORIZE the City Manger's attendance at a meeting with California Public Utility
Commission officials and attend the opening day of the Aspen Accord in Aspen,
CO, from March 28-29, 2009.
2. APPROPRIATE $1,600 from the Unobligated General Fund if the City Manager is
directed to attend a meeting with officials from the California Public Utility
Commission/Southern California Edison and the opening day of the Aspen Accord.
Funds should be transferred to the City Manager's Conference and Seminars
Account No. 110-4130-411.31-20.
BACKGROUND
The City Manager has the opportunity to meet with Michael R. Peevey, President of the
California Public Utilities Commission, and Southern California Edison Officials in Aspen,
CO, on Saturday, March 28, 2009. This meeting is prior to the Aspen Accord Conference
beginning on Sunday, March 29, 2009, which City Officials participate in as part of the
Energy Coalition. The meeting with President Peevey and SCE representatives is an
opportunity for the City to promote and potentially enhance its "Set to Save" energy
reduction program.
The Aspen Accord is an energy policy forum where cities, utilities, regulators and end
users collaborate to identify problems and propose solutions to imperative energy issues.
The Accord has historically been a venue for new ideas and demonstration projects
supporting the mission of The Energy Coalition. The mission of The Energy Coalition is to
mobilize, educate, inform and empower communities to change the way they use and think
about energy. The Palm Desert Energy Partnership has evolved from Aspen Accord ideas.
Please note that the City Manager can only attend the first day of this conference, but
should be able to meet and have discussions with Energy Coalition Participants.

The total cost to attend the opening day of the Aspen Accord and pre -meeting with energy
officials is as follows:

This item is not currently budgeted and would require an appropriation from the
Unobligated General Fund to the City Manager's Conference and Seminars Account No.

* Mayor Pro Tem Finerty moved to, by Minute Motion,
deny the request for out-of-state travel for the City
Manager to Aspen, Colorado, and ask officials of the
CPIIC and Energy Coalition to meet with him in Palm
Desert instead. Motion was seconded by Benson and
carried by a 3-1 vote, with Spiegel voting NO and
Ferguson ABSENT.
