Recommendation:
By Minute Motion, approve the purchase of 100 safety barriers from
Armorcast Products Company of North Hollywood, California, in the sum
of $21,442.25.
Funds are available in General Fund Account No. 110-4310-433-3320, Street Repair
and Maintenance.
Discussion:
The Public Works Department will implement a new standard for road closures for
special events using more substantial safety barriers. These barriers will be used for
special events such as the Golf Cart Parade and for other circumstances where the
roads will be closed for a prolonged period of time. Staff will use these safety barriers
in conjunction with Type I and Type III barricades.
These safety barriers are made from recycled plastic and, when placed at a location,
are filled with water making them difficult to move and capable of absorbing a vehicle's
impact. These safety barriers will help to minimize the danger to pedestrians during an
event if a vehicle should attempt to go through the road closure.
On Friday, February 27, 2009, sealed bids were opened for the purchase of safety
barriers. The following proposals were received:

Armorcast Products Company was the low bidder, and staff recommends approval to
proceed with the purchase of 100 safety barriers from Armorcast Products Company.
Fiscal Impact: There is no fiscal impact beyond the funds that are already
available for the purchase of these safety barriers.
