STAFF REPORT
REQUEST: CONSIDERATION OF THE TERMINATION OF THE WASHINGTON
STREET POLICE DEPARMENT SUBSTATION LEASE
DATE:
March 26, 2009
CONTENTS: Memorandum from Sr. Management Analyst, Pat Scully
Draft minutes of the March 11, 2009, Public Safety Commission
meeting.
RECOMMENDATION:
By Minute Motion, recommend termination of the Washington Street Police Department
Substation Lease effective June 30, 2009.
BACKGROUND:
On June 30, 2009, the current lease for the space located at 42305 Washington Street, Suite C,
Palm Desert, California, will expire. The current lease allows a one-time extension for a two
year period. Upon investigation of available commercial property in that same area, and in
evaluating the space that is currently being used to conduct Palm Desert Police Department
programs and functions, staff has determined that there may be a more cost efficient and
appropriate location to conduct the City's business.
Termination of this lease would save the City approximately $55,000 on the surface. However,
given that the north section of the City benefits from a police presence, staff is currently
researching other facilities in the general vicinity that would prove to be cost efficient and a more
appropriate facility to be used for these programs. Should staff not be able to locate any other
facility prior to the expiration of June 30, 2009, Police Captain Dan Wilham and Lt. Andrew
Shouse have indicated that the operations currently being conducted on behalf of the City at the
Washington Street Substation could easily be transferred back to the Main Station or the
Substation located at Hwy 111 and Monterey Avenue. At its meeting of March 11, 2009, the
Public Safety Commission recommended that the City Council direct staff to proceed with
termination of the lease for the property located at 42305 Washington Street, Suite C, Palm
Desert, California. Staff is requesting that the Council authorize this action and further direct
staff to continue researching the possibility of locating a more appropriate space in the north
section of the City to maintain a police presence in that area.
