Preliminary April 8, 2009, Palm Desert Public Safety Commission Meeting Minutes 2. 2008 Annual Public Safety Commission Report RECOMMENDATION: By Minute Motion, receive and file the 2008 Annual Public Safety Commission report. BACKGROUND: At its meeting of April 8, 2009, the Palm Desert Public Safety Commission reviewed the 2008 Annual Public Safety Commission report. This report was received and filed by the Commission along with a recommendation to forward same to the City Council as an informational item. Business District Team Report— March 2009 Commissioner Kirkwood moved to, by Minute Motion, receive and file the Business District Team report for March 2009. Motion was seconded by Commissioner Lebel and carried by a 4-0 vote, with Vice Chairman Larsh ABSENT. E. Canine Report— March 2009 Commissioner Kirkwood moved to, by Minute Motion, receive and file the Canine report for March 2009. Motion was seconded by Commissioner Lebel and carried by a 4-0 vote, with Vice Chairman Larsh ABSENT. F. Coachella Valley Violent Crime Gang Task Force Report for March 2009 Commissioner Kirkwood moved to, by Minute Motion, receive and file the Coachella Valley Violent Crime Gang Task Force report for March 2009. Motion was seconded by Commissioner Lebel and carried by a 4-0 vote, with Vice Chairman Larsh ABSENT. G. Consideration of 2008 Annual Public Safety Commission Report Chairman Nethery said he felt this was a very valuable tool. Commissioner Kirkwood moved to, by Minute Motion: 1) Direct staff to forward the 2008 Annual Public Safety Commission Report to the City Council as an informational item; 2) Receive and file the report. Motion was seconded by Commissioner Butzbach and carried by a 4-0 vote, with Vice Chairman Larsh ABSENT. H. Consideration of Fire Department 2008 Annual Report Commissioner Lebel asked that, for the 2009 Annual Report, statistics be added relative to the number of losses by dollar amount (dollars saved and lost) as well as per capita loss. Chairman Nethery said he felt this was a great report. Commissioner Lebel moved to, by Minute Motion: 1) Direct staff to forward the Fire Department 2008 Annual Report to the City Council as an informational item; 2) Receive and file the report. Gilligan, Assistant City Manager for Community Services SubjeCt: 2008 Annual Public Safety Commission Report Date: April 8, 2009 The following is a recap of actions taken by the Public Safety Commission in 2008: January 9, 2008 • Received and filed a City Council staff report dated December 13, 2007, relative to authorization for the Sheriff's Department to use two City Police motorcycles for a limited traffic safety program within the City of Desert Hot Springs • Received a Powerpoint presentation by Investigator John Reinbolz relative to S.A.F.E. (Sexual Assault Felony Enforcement) Team • Recommended that the City Council approve a request from the Palm Desert Police Department for authorization to use 2007-08 Cal COPS (Supplemental Law Enforcement Services Funding — SLESF) grant award for the purchase of one Honda Police motorcycle and ancillary equipment to replace an aging BMW Police motorcyc�e at a cost of approximately $25,271.60 • Recommended that the City Council approve the request from the Palm Desert Police Department for authorization to expend 2007-08 Cal COPS (SLESF) grant funds to replenish the Police Contingency Fund in the amount of $14,965.20 for various expenditures made to supplement front line taw enforcement • Reviewed the 2007 Annual Public Safety Commission Report prepared by staff outlining actions taken by the Commission in 2007 • Received an update on the Police Department's new K-9 Police Dog, Van Snapp, who will be in training for the next month with his handler, Deputy Steve Rivera Memorandum to Public Safefiy Commission 2008 Annuai Report April 8, 2009 • Received update on progress of City's Video Surveillance Pilot Program, with staff to provide a written report and list of participating businesses at next meeting • Received update on the Citizens on Patrol Program—currently 19 active members with 3 additional new members expected to be on board in a few weeks after attending the Citizen Academy for training March 12, 2008 • Introduction of Palm Desert's new Police Chief Dan Wilham, Officer Steve Rivera, and K-9 Van Snapp • Recommended that City Council approve a request from Palm Desert Police Department for authorization to use 2007-08 Cal COPS (Supplemental Law Enforcement Services Fund—SLESF)grant award to purchase five hundred (500) City of Palm Desert Police uniform patches in an estimated amount of$1,131.38 • Received and discussed 2007 Annual Reports for both Police and Fire and directed staff to forward same to the Palm Desert City Council as informational items • Recommended that City Council approve a Memorandum of Understanding between City of Riverside and City of Palm Desert to participate in the"Avoid the 30 Enforcement Program" grant to be administered by the City of Riverside • Received and filed a report from the City Manager relative to Commercial Vehicle Enforcement Program officer cost analysis and recommendation to the Cove Communities Services Commission • Received and filed an update relative to the Video Surveillance Pilot Program • Received a report from Commissioner Lebel relative to the recent Palm Desert visit by a television crew from Belgium who were interested in seeing what gated communities are like in the United States 2 Memorandum to Public Safety Commission 2008 Annual Report Apri18, 20Q9 April 9, 2008 • Ratified City Manager approval of requests from Palm Desert Police Department for: 1) Use of o�ce space at the Washington Substation by Sheriff's Recruiting Team; 2}Authorization to expend funds for design and implementation of a BLOG on the Palm Desert Police website to be called the "Police Blotter" • Introduction of Deputies Mark Hansen (Commercial Vehicle Officer), Mike Moon (Special Enforcement Team Officer), and Bill Conoway (Motorcycle Officer) • Recommended that the City Council approve the Fiscal Year 2008/09 proposed budgets for both the Police and Fire Departments • Received the Palm Desert Fire Department 2008 Baseline and Goals report and requested that the City Manager forward same to the City Council for review • Recommended to the City Council authorization to expend 2007/08 Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) to fund a Sobriety/Driver's License Checkpoint in the amount of approximately $15,000 in overtime • Recommended to the City Council authorization to expend 2007/08 Cal COPS Grant Funds(Supplemental Law Enforcement Services Fund—SLESF)to purchase digital cameras, recorders, memory cards, rechargeable batteries, and cases at an estimated total cost of$5,818.50 • Recommended to the City Council authorization to purchase finro (2) Automated License Plate Recognition systems (ALPR), a computer server for storing of data, ancillary equipment, warranties, and licensing in the amount of$65,508.16 May 14, 2008 • Recommended to the City Council authorization to purchase nine (9) electronic citation systems, ancillary equipment, software, warranties, and licensing from Crossroads Software in the amount of$68,584.16 3 Memorandum to Public Safety Commission 2008 Annual Report April 8, 2009 • Recommended that the City Council: 1) Authorize the expenditure of Cal COPS Grant Funds(Supplemental Law Enforcement Services Fund—SLESF)2007/08 to purchase a new LIDAR Prolaser III hand-held radar unit and a set of replacement batteries for the existing units at a total cost of $4,751.36; 2) authorize Kustom Signals as a sole source vendor for these products • Received a report from Councilman Ferguson relative to the "Rat Light-Red Light Runner Program" for traffic lights throughout the City June 11, 2008 • Received outdoor presentation by Officer Steve Rivera and K-9 Van Snapp outlining skills and types of activities the new K-9 Officer has been trained to perform • Introdu�tion of Palm Desert Police Officers: Sgt. Misty Reynolds, Officer Courtney Donowho, and Community Service Officers Morii Taylor and Dorene Perez • Approved the updated Citizens on Patrol (COPS) Standard Practices Manual • Received a report relative to the proposed Entertainment Ordinance and recommended the ordinance to the City Council with modifications • Received and filed a report relative to expenditure of 2007/08 Cal COPS Grant funds to date and update on future funding • Received and filed a report from staff regarding availability of asset forfeiture funds • Discussed the use of mattresses as a noise buffer at Augusta's Restaurant • Received and filed a report regarding approval of events and/or concerts in the City's industrial area • Received and discussed the Fire Department's "Palm Desert Lodge Training Exercise After Action Report" • Received an update regarding the "Avoid the 30" program 4 Memorandum to Public Safety Commission 2008 Annual Report April 8, 2009 September 10, 2008 • Concurred with staff's recommendation to the City Council to establish speed zones for 12 roadway segments on 10 streets within the City • Recommended to the City Council approval of the Palm Desert Emergency Energy Program, including retrofit of four buildings (Joslyn Senior Center, Palm Desert Communifiy Center, Portola Community Center, and Catalina Community Center)to accept portable generators • Discussed the possibility of providing Community Emergency Response Team (CERT) training in the community October 8, 2008 • Received presentation by FAE Kevin McNalley, Liaison to Fire Department Volunteer Company#71 relative to the volunteer firefighter program • Recommended to the City Council acceptance of funding supplied by the California Office of Traffic Safety, specificaliy earmarked for implementation of the"Click It or Ticket" seat belt compliance program in the amount of$28,910.00 • Received report relative to CERT training and formed subcommittee of Public Safety Commission representatives, City Council, and staff to identify overall needs, goals, and objeetives and work with Co{lege of the Desert to see if a program can be started November 12, 2008 • Received a demonstration relative to the new ambulance gurney • Recommended to City Council authorization to expend Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) to send Officer Mark Hanson to a Crash Data Recorder(CDR)conference in Houston, TX, at a total cost of$3,077.10 including tuition, travel, lodging, and meals 5 Memorandum to Public Safefiy Commission 2008 Annual Report April 8, 2009 • Recommended to City Council: 1)Authorization to expend Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) to purchase a new replacement LIDAR Prolaser II hand-held radar unit at a total cost of$3,153.75; 2) Authorization of Kustom Signals as a sole source vendor for these products • Recommended to City Council authorization to expend Cal COPS Grant Funds (Supplemental Law Enforcement Senrices Fund — SLESF) and Edward Byrne Memorial — Justice Assistance Grant (JAG) funds to purchase five (5) Fujitsu Scanscap S510 Scanners at a total cost of$2,482.78 • Concurred with the Police Department's proposal to recommend that the City Council accept the Cal COPS(Supplemental Law Enforcement Services Funding— SLESF) Grant award of$100,000 to be used to cover the cost for the 2008 Holiday Theft Suppression Program and the acquisition of necessary equipment to support front line law enforcement services. • Recommended to the City Council authorization to expend Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) to purchase various equipment for Officer Steve Rivera and K-9 Van Snapp December 10, 2008 • Received demonstration by Palm Desert Police Department on License Plate Readers and Power Point presentation by Chief Steve Brooker relative to a comprehensive overview of the CERT Program • Concurred with the Police Department's recommendation that the City Council accept the "Sobriety Checkpoint Mini-Grant Program for 2008/2009" funding supplied by the California Office of Traffic Safety; said grant to be used to fund sobriety checkpoints during two mobilization periods in 2008/2009 • Recommended that the City Council authorize the expenditure of Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) 2008/2009 to purchase safety glasses and gloves for the motor officers assigned to the Palm Desert Police Department 6 Memorandum to Public Safety Commission 2008 Annual Report Aprii 8, 2009 • Receiv�d and reviewed updates/reports relative to: 1) Regulation of tow trucks in the City; 2) Recent shooting incident at Palm Desert ToysRUs; 3) Mesa View Fire Station locker project; 4) Cove Communities Fire Services Growth and Expansion Report; 5) CERT Training Program with College of the Desert; 6) Gated Communities Disaster Preparedness Group Please let me know if you have any questions.
