Reject all bids from the May 29, 2009, bid opening for the park maintenance areas; North, Central and South. 2. Authorize the City Clerk to re-advertise for bids. Discussion: On March 25, 2009, the City Clerk advertised and called for bids for park maintenance areas; North, Central and South. On April 29, 2009, bids were opened and read aloud. The City's investment in parks, both in design and maintenance, is significant. Staff believes that in order to preserve this investment, a specific level of expertise is necessary. The City Manager has also requested that Staff include a performance bond in these contracts. Therefore, staff recommends rejecting all bids for the above mentioned park maintenance areas opened on April 29, 2009, to amend the "Experience" and "Reference" sections of bid documents with a more specific definition of the level of expertise required, and to include a performance bond.
