Recommendation:
By Minute Motion: Award a contract for the construction of a pickleball court
at University Park East to Larios Builders, Inc., in an amount not to exceed
$19,999.00.
Background:
On February 26, 2009, Staff presented to the City Council a request for approval of a
design/build project at Hovley Soccer Park and University Park East. The design included
pickleball courts, a petanque court, community gardens (at University Park East and at
Hovley Soccer Parks), a shaded picnic area, landscaping, and horseshoe pits.
The Council rejected the request and directed Staff to look into the recommendation of Mr.
Chris Thomas, a Palm Desert citizen and pickleball player. Mr. Thomas recommended
converting the tennis courts at Cahuilla Hills Park into pickleball courts due to the "under-
utilization" of the courts by tennis players. He stated that this could be completed at a cost
of approximately $3,000.00.
Since the February Council meeting, Staff has received numerous negative telephone calls
from local tennis players that utilize Cahuilla Park tennis courts. The area tennis players
voiced their concerns about the court conversion and the statement that the courts were
under-utilized. Staff also received numerous complaints from tennis players approximately
a year ago when pickleball lines were painted on the courts.

If the Cahuilla Hills conversion is pursued, Staff would recommend scheduling a public
meeting to allow all citizens to voice their opinions prior to converting the courts.
As an alternative, Staff has identified an area at the University Park East that will
accommodate a new pickleball court without any conversion of the courts at Cahuilla Park
(see attached photo). The court would be located at the site originally designed for a
community garden. Staff has requested bids for the work following the City's bidding
procedures with the following response:
Larios Builders, Inc., Rancho Mirage,CA $19,999.00
Genuine Landscaping, Coachella, CA no response
R.Z. Landscaping, Coachella, CA no response
Contreras Construction, Indio, CA no response
Avila Construction, Indio, CA no response
The option of building a pickleball court at University Park site would provide the pickleball
players a dedicated court, and would not encroach on the tennis players at Cahuilla Hills
Park. It would also help City officials determine if there is enough usage to warrant the
development of future pickleball courts.
The Mayor requested that this item be taken to the City Council as soon as costs for the
court were received.
Staff recommends that the City Council approve the construction of a pickleball court at the
University Park East and award the construction contract to Larios Builders, Inc., in an
amount not to exceed $19,999.00. Funds are available for this project in Park Fund 430-
4668-454-4001.
Staff will arrange a demonstration video tape viewing of pickleball should the Council
desire it.
