Discussion: The median landscape on Eldorado Drive, between Country Club Drive and Hovley Lane East, was installed before 1999 when the City's landscape style was more conventional in nature. The median was significantly overplanted and the plant species were not well suited for the desert environment. As a result, the plant material steadily declined. In 2008, Landscape Services staff began a program to replace the plant material with desert adapted plant species. As the existing plant material was being removed, staff observed that the northern section of the median was installed with a type of irrigation that over the years has proven to be unreliable. tn addition, the City's Transportation Engineer identified several palm trees that are creating line of sight problems for drivers. Due to the aforementioned conditions, staff contracted Ron Gregory and Associates, Inc., of Palm Desert to produce landscape plans and bid specifications for the complete renovation of the median landscape. The plans had been 90% completed when the economy slowed down. As a result, staff took the project to the Landscape Beautification Committee (LBC) for direction. The cost estimate of the project was $336,774 and the LBC directed staff to make changes in the scope of work in order to reduce the cost, but not the quality of the landscape. Staff Report - EI Dorado Median Landscape Renovation Page 2 of 2 May 21, 2009 Staff reduced the cost of the project by using decomposed granite instead of cobble in the nose areas of the medians; using components of the existing irrigation system that are still functional; reducing plant material; postponing the replacement of some trees that are coming to the end of their life; and leaving grade as is. These modifications reduced the estimated cost of the project to $219,376. Due to the current conditions of economy, staff expects the bids to come in under $200,000. The modified plan has been reviewed and approved by the LBC. In addition, there has been a significant amount of input from residents in surrounding homeowners associations regarding the completion of this project. They have communicated their concerns to staff and attended the LBC meetings when the topic was on the agenda. After the bid process is completed, the project will be presented to City Council for award. Therefore, staff requests that, by Minute Motion, City Council authorize staff to proceed with the bidding process for the Eldorado Median Landscape Renovation Project between Country Club Drive and Hovley Lane East (Project No. 942-08). Fiscal Impact: Funds are available in the General Reserve Account No. 400-4645-433- 4001. The continuing maintenance has been included in next year's budget.
