AUTHORIZE staff to issue a purchase order to Frazer Ambulance in an amount not-to-exceed $188,675 plus applicable taxes. Approximately 86,000 in funding is budgeted in Fund 530. 2. APPROPRIATE $102,675 from Fire Fund 230 for the remaining costs associated with the CNG ambulance medic unit and anticipated maintenance training. 3. AUTHORIZE the City Manager to negotiate with the County of Riverside for joint participation with the City of Palm Desert in a College of the Desert CNG Maintenance program estimated at $29,285. 4. DIRECT Staff to initiate a six month pilot program for the CNG Medic Unit and return to the City Council with their findings and recommendations for future procurement of CNG ambulance units and related infrastructure for the Palm Desert Fire Department. Discussion On February 12, 2009, the Palm Desert City Council directed staff to explore the options of purchasing a CNG ambulance medic unit. This unit will replace the ambulance serving Fire Station No. 71 (located at Portola Avenue and Country Club Drive). CNG Medic Unit Pilot Program May 21, 2009 Page 2 of 4 This ambulance (Medic 71) has approximately 87,000 miles and is one of the busiest units, averaging two hundred calls per month. City staff also approved a contract with a local consultant familiar with CNG vehicles to assist in identifying available options. Certain Frazer ambulances are manufactured so that the existing patient compartment can be reused. The Fire Department schedules replacement of these removable patient modules every five years. However, storage of the CNG fuel tanks and increased vehicular weight requires that the CNG uniYs chassis be larger than current medic units. The CNG ambulance will be configured so that the patient compartment (including the CNG fuel tanks) can be remounted onto a new chassis, as is currently done with diesel units. Staff recommends a six month pilot program be initiated to identify and correct any potential issues that may arise, before purchasing additional units at the remaining fire stations. Fire Station No. 71 was selected as the home base for this unit because this station has a very active call volume. The City's consultant indicated that this pilot program and CNG unit would be one of the first in Riverside County, if not the Nation. As the work requires specific equipment and procedures, Frazer was selected as the sole source vendor for this project. They are teaming with BAF Technologies, a firm with expertise in unfitting new vehicles to dedicated CNG fuel. Vehicle Type A committee comprised of staff, industry experts, the City's consultant, and Fire officials met to discuss various options. The group came to a consensus that the City will be best served by purchasing a Frazer Type III 14' Generator Powered Module mounted on a 2009 Ford E450 6.8L gasoline chassis. The Ford engine will be replaced with a BAF CalComp CNG engine system. CNG fuel tanks will be mounted inside a compartment on the detachable patient compartment supplied by Frazer. These tanks will not have to be dismounted for inspection, which occurs every three years or 36,000 miles. The fuel capacity will be nominally 30 gasoline gallon equivalent (gge). Refueling protocols were discussed at length. Given that the Fire Department has a policy of refueling medic units at 3/4 capacity (no lower than 1/2), and hospitals and refueling infrastructure are located nearby (24 hours a day), range was not viewed as a deterrent. The weight of the tanks was similarly considered a non-issue given the larger chassis size. lnfrastructure Options This CNG vehicle can be fast filled at the Burrtec CNG station at 41575 Eclectic Street. Additional fast fill public stations are currently located in Palm Springs, Cathedral City, Thousand Palms and Indio. When additional CNG ambulances are added to the fleet, staff recommends seeking grant funds to install a fast-fill system on-site at Palm Desert Fire Station 33 (44-400 Town Center Way) and slow fill systems at the remaining stations. BAF Technologies will warrant the emission control system (see attached warranty). The firm will work with Palm Springs Ford to establish a maintenance program. Training will be conducted at College of the Desert and/or on site by BAF. The cost of this combination of training opportunities should not exceed $5000. The City's consultant indicated he would like to have a Fire Department representative travel to Texas to view the vehicle while it is under construction. The consultant felt this action would result in greater acceptance of the program by the end users. However, Fire Department staff have been an integral part of this program from its inception and staff does not recommend such travel. The consultant also indicated it is very important for the City and County to participate in the heavy-duty CNG training, proposed by the College of the Desert, to insure a successful pilot project. Staff recommends this training as well, but would first like to approach the County to negotiate an agreement for sharing the $29,285 course cost, as both organizations would benefit from participating. Frazer indicated they are amenable to researching whether they would benefit from the tax credit and if so, passing the savings along to the City. Similarly, Nick Lumpkin, Leasing and Finance Analyst, Clean Energy, indicated that Clean Energy could purchase the vehicle, access the tax credit, and pass the savings on to the City through a lease agreement. However, staff is not recommending leasing of the unit. A number of grant possibilities were also presented by consultant Catherine Rips, Rips Consulting, Inc. Ms. Rips reported funds are available for both vehicles and infrastructure, but noted funds cannot be retroactively applied. If the City decides to pursue grant funding, it could delay the purchase by up to a year. The other potential funding source was through ARRA funds that cannot be retroactively applied. However, these funds as well as other various grant options can be applied for future procurement of CNG ambulances. If the City Council approves moving forward with immediate purchase of this CNG unit, the consultant anticipates delivery as soon as late summer or early Fall 2009. Now once again, the City seeks to reaffirm its leadership position through the development and deployment of Riverside County's first CNG ambulance. This vehicle is anticipated to reduce greenhouse gas emissions by 30% and meet the California Air Resource Board's ULEV standards. Working together with consultant Richard Cromwell III, the Riverside County Fire Department and CAL FIRE, we have identified willing partners and available technology to make this program a reality. The vehicle we recommend is a Ford-E450 converted from gasoline to CNG. Though technical hurdles exist, all are surmountable. Acceptable solutions are available to all perceived challenges. Technical Specifications At an April 9 meeting, Deputy Chief Ignacio Otero, Battalion Chief Steven Brooker, Fire Captain Paramedic Scott Visyak and Fire Equipment Manager Troy Grotenhuis discussed technical issues in detail with John Griffin, Sr. and John Sledge. Mr. Griffin is a partner with Frazer, Ltd., a Houston, Tx-based builder of EMS modules. Frazer has worked closely with valley fire/EMS chiefs and paramedics since 2000, and has delivered a number of vehicles to local cities including the City of Palm Desert. Frazer designed a module powered by a generator independent of the chassis that allows local cities to achieve significant maintenance savings. The unit also allows for easy remount onto a new chassis, thereby extending the life of the module. Mr. Sledge is general sales manager of BAF Technologies, a Dallas, Tx-based firm with expertise in upfitting new vehicles to dedicated CNG. Founded in 1992, BAF Technologies supports global clients with vehicle conversions, alternative fuel systems, application engineering, service and warranty support. All engine families converted by the firm are CARB and/or EPA- certified. BAF has recently delivered 27 converted E450s to SunLine Transit Agency. After discussing various options, the group agreed at the April 9 meeting the City will be best served by purchasing a Frazer Type III 14' Generator Powered Module mounted on a 2009 Ford E450 6.8L gasoline chassis with an air suspension system (see attached quote dated April 24, 2009). The engine will be replaced with a BAF CalComp CNG engine system. Tanks will be mounted inside a compartment on the detachable "box" supplied by Frazer (see attached illustrations). The tanks will not have to be dismounted 2 for inspection, which occurs every three years or 36,000 miles. The fuel capacity will be nominally 30 gasoline gallon equivalent (gge). Refueling protocols were discussed at length. Because it is the departme�nt's policy to refuel at 3/4 capacity (no (ower than 1/2), and hospitals and refueling infrastructure are located nearby, range was not viewed as a deterrent. The weight of the tanks was similarly considered a non-issue. Typically, City ambulances accumulate approximately 20,000 miles per year and are replaced at 100,000 miles. CNG tanks have a 15-20 year life expectancy. The fact that the tanks will be mounted in the detachable module enables them to be transferred to a new vehicle, thereby saving considerable future expense. The group discussed donating the vehicle that will come out of service when the new CNG ambulance arrives. However it was agreed it would be prudent, since this is a pilot program, to temporarily retain the retiring vehicle as a backup in case issues arise. Warranty/Maintenance/Training Mr. Sledge explained that once BAF Technologies converts a vehicle, it is no longer a Ford engine. BAF Technologies will warrant the emission control system (see attached warranty). The firm will work with Palm Springs Ford to establish a maintenance program. Training will be conducted by the ATTEI at College of the Desert or on site by BAF. The cost of training will be approximately$2500. Infrastructure Options This CNG vehicle can be fast filled at the Burrtec CNG station at 41575 Eclectic Street. Additional fast fill public stations are currently located in Palm Springs, Cathedral City, Thousand Palms and Indio. When additional CNG ambulances are added to the fleet, it will likely be desirable to seek grant funds to install a slow-fill system on-site at Palm Desert Fire Station 33 at 44400 Town Center Way. Cost/Ti m i ng The cost of the vehicle (pending final determination of options) is anticipated to be $186,175 including the cost of conversion to CNG ($40,000). If ordered in the near future, delivery could be as soon as late summer or early fall 2009. If purchased by a for-profit entity, this vehicle would be eligible for a $20,000 tax credit. If purchased by a non-profit or public entity, the seller may take the tax credit and pass it onto the buyer. Mr. Griffin has indicated he is amenable to researching whether his firm would benefit from the tax credit and if so, passing the savings along to the City. Under Parts section provide part number(if known), description of the part needed, and defective part serial number(if applicable). Upon receipt and verification of information provided on the warranty/service form, a replacement part will be shipped. When repairs are completed fill in all remaining information on the form: Replacement part serial number(if applicable), repair labor code, labor time. Include a description of the suspected defect of the part. 6. As a vehicle in the City's emergency services fleet, and operated by the local fire department, the ambulance will be maintained by CalFire maintenance technicians. This proposal is to provide for the training of the department's maintenance staff under a contract with the College of the Desert,Advanced Transportation Technology and Energy(ATTE) Center. The training recommended by the ATTE Center will focus exclusively on the on-board fuel storage,delivery, and control system. It will consist of four(4) parts(or classes) designed to be delivered in the CalFire Indio maintenance facilities, providing adequate classroom and lab facilities are available. The only exception is for CNG Fuel System Inspection—a portion of this class will be conducted at COD facilities. The four classes will vary in length. They are as follows: CNG Safety 8 hours CNG Vehicle Maintenance 6 hours CNG Fuel System Inspection 16 hours (including 2hrs.test) Electrical 101 (vehicle specific) 16 hours Schedule The will program will include six (6) days of training. Class sessions will be scheduled on dates mutually convenient to the maintenance staff and ATTE trainer, but will likely occur on Fridays and/or Saturdays.The CNG Fuel System Inspection class and testing will be conducted in two sessions,over two consecutive days. The Electrical 101 class will also be conducted over two consecutive days. The training dates will be determined jointly and established as a set training schedule. It is recommended that the training be scheduled in proximity to the ambulance delivery date. However,CNG Safety training may be conducted in advance. Students will be provided time for a lunch break, but will be on their own as to the cost and location. Snacks and soft drinks will be provided each day for breaks under the training contract. Development Time To ensure that the training experience prepares technicians for the maintenance requirements of the purchased vehicle and system, twenty(20) hours of instructional development time has been included in the proposal budget. This time will be required for the instructor to review manufacturer's materials, interact with the conversion facility on maintenance and electrical specifications, and prepare system-specific materials for class use. The development time will be devoted primarily to the CNG Vehicle maintenance and Electrical class sessions, and is contingent upon cooperation of the conversion company. Number Trained The training will be designed for fifteen (15) CalFire maintenance technicians. However,the CNG Safety class may be of benefit to others in the organization and therefore,will be set-up to accommodate as many as twenty(20) students. CNG Diagnosis&Troubleshooting The training described in this proposal is intended to give technicians the initial exposure and skills necessary to safely work on the CNG Ambulance and keep it in proper working order. After the first year of ownership, and after the vehicle is likely to be out-of-warranty, additional training is recommended in system diagnosis and troubleshooting. It is anticipated that this training will be 16 hours in duration (2 days) and will require College of the Desert facilities for access to specialized diagnostic and testing equipment. The ATTE Center will submit a separate proposal to the City for this additional,follow-on training within nine months of the City taking possession of the Ambulance. The training will be similar in format and proportionate in cost.
