Ms. Schwartz introduced Lauri Aylaian, Director of Community
Development, who will oversee the Public Art Department. Both
Debbie Thompson and Deborah Schwartz have moved their offices
from the Visitor Center to offices in the Community Development
building. All future AIPP meetings will be held in the Community
Services Conference Room at City Hall.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on June 17, 2009.
Upon Motion by Commissioner Hough and second by
Commissioner Snyder, the Minutes of June 17, 2009 were approved
unanimously with Commissioners Darby, Stenning, and Weston
absent.

VII. NEW BUSINESS
A. CONSIDERATION TO APPROVE DESIGN PROPOSAL,
"THE MESSENGERS" BY JOHN RICHEN FOR SACRED
HEART CHURCH
Ms. Schwartz referred to the agenda packet that included
the design proposal submitted by Sacred Heart Church and
artist John Richen. Mr. Richen stated that the proposed
artwork, "The Messengers", will be placed on the exterior
wall of the newly constructed plaza that is on the north side
of the church sanctuary. Mr. Richen said the artwork is
designed to deliver a message to the church. It will be made
of hammered bronze and will "float" off the wall using 1�/4"
stainless steel brackets to adhere to the wall. The artwork is
10' high x 16' long.
It was moved by Commissioner Bussing and second by
Commissioner Snyder to approve the design proposal, "The
Messengers" by artist John Richen as the public art
component for Sacred Heart Church. Motion carried
unanimously with Commissioners Darby, Stenning, and
Weston absent.

B. CONSIDERATION TO APPROVE DESIGN PROPOSAL,
"CREATIVE BOLLARDS IN THE MINDS OF THE
STUDENTS" BY SOCIAL MOSAICS FOR PALM DESERT
OASIS SEVENTH DAY ADVENTIST CHURCH
Nedra Young, Executive Director of Social Mosaics
presented the proposed artwork that will be placed on nine
bollards outside of the gym at the Palm Desert Oasis
Seventh Day Adventist Church. There are nine classes
(kindergarten through eighth grades) that will participate in
creating mosaic designs for the bollards. The Commission
asked if there was concern about the artwork being tagged
by graffiti. Ms. Young noted that when something is created
by students, there is an ownership and it is usually not
destroyed. A protective coating will be used on the surface
of the mosaic that will help deter graffiti. A plaque will be
placed at each bollard identifying the class that created it.
Each student will be asked to bring a piece of glass or a
marble to add to the artwork. Each bollard will be 4 feet tall.
It was moved by Commissioner Hough and seconded by
Commissioner Snyder to approve the design proposal,
"Creative Bollards in the Minds of the Students" by Social
Mosaics as the public art component for Palm Desert Oasis
Seventh Day Adventist Church. Motion carried unanimously
with Commissioners Darby, Stenning, and Weston absent.
C. CONSIDERATION OF A TITLE FOR THE 2010 STUDENT
ART AND ESSAY CONTEST
Chairperson Thompson referred to the staff report included
in the agenda packet regarding the 2010 Student Art and
Essay Contest. She noted that it is the 25th year of the
Contest and the time capsule at Desert Dessert is due to be
opened. Chairperson Thompson suggested the theme of
the show be past, present, and future. It was the
concurrence of the Commission to have staff work with the
theme of past, present, and future and decide on a title for
the contest. It was suggested that when announcing the
theme to the schools to include the information based on the
25t" anniversary of the contest and the opening of the time
capsule at Desert Dessert.
It was moved by Commissioner Hough and seconded
by Commissioner Bussing to approve the theme of Palm
Desert - Past, Present, and Future and that staff configure a

title including the 25;" anniversary of the Contest and the
opening of the time capsule at Desert Dessert. Motion carried
unanimously with Commissioners Darby, Stenning, and
Weston absent.
D. CONSIDERATION OF ENTRIES FOR THE FILM AND
VIDEO COMPETITION
Ms. Schwartz reported that four entries were received for the
Film and Video Competition that was opened up to the
community about one year ago. An award of $500 will be
given to one first place winner and two second place winners
will receive $250 each. The winners will be honored at a
City Council meeting as well as placed on the City's
Website. Ms. Schwartz showed three of the videos but the
fourth one was inoperable and the Commission was unable
to vote.
It was moved by Commissioner Bussing and seconded
by Commissioner Snyder to continue the "Consideration of
Entries for the Film and Video Competition" to the meeting of
October 21, 2009 with Commissioners Darby, Stenning, and
Weston absent.
E. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
Artwork by James Strickland and Ray King were reviewed to
be considered as part of the City of Palm Desert's Artist
Registry.
It was moved by Commissioner Hough and seconded by
Commissioner Snyder to include James Strickland and Ray
King in the City of Palm Desert's Artist Registry. Motion
carried unanimously with Commissioners Darby, Stenning,
and Weston absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gailery
Ms. Schwartz reported that the current show in the Gallery is
of the Palm Desert Youth Committee. The reception was
Saturday, September 12 with light attendance. The next
show will open on October 1 with works by Elizabeth
Stephenson and Mark Stephenson. The reception will be on
Monday, October 26.
B. Website
No report.
C. Docent Program
Ms. Schwartz reported that the second Saturday docent
guided tours began again this month at the Library. The
Program did get coverage from the Desert Sun and Eye on
the Desert The next second Saturday tour is October 10 on
EI Paseo.
D. Plein Air Project (Desertscapes)
Ms. Schwartz reported that the Desertscapes program is
moving forward. It will be a month long event in April 2010.
There will be paint-outs at The Living Desert and the Eric
Johnson Memorial Gardens, lectures at UCR Palm Desert
Campus and tours at the Living Desert and the Palm Springs
Art Museum, and an exhibition and reception at the Marks
Center at COD. It will have an official logo that will be
presented to the Committee on September 25. All of the
dates and events will be listed on the Website. Arts Oasis
will list the Desertscapes information on their site as well.
E. 2011/2012 EI Paseo Invitational Exhibition Subcommittee
Ms. Schwartz reported that letters inviting the 35 artists
chosen by the Subcommittee from the Embracing the Desert
Light proposals will be mailed out next week.
Ms. Schwartz referred to the 2011/2012 EI Paseo Invitational
Exhibition Call for Entries Guidelines. It states that artists
with private collections may apply. Due to the nature of the

upcoming exhibition the Commission concurred to exclude
private collections.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz reported that the Film Series schedule is
confirmed. The films will be shown on the third Wednesday
January through April at UCR at Palm Desert Campus.
B. COMMISSION MEMBERS
Commissioner Hough reported that the third floor of the
Palm Springs Art Museum has been renovated. The
MacMillan collection has been installed, and the Lino
Tagliapietra Exhibition has been installed.
Commissioner Bussing asked Commissioner Snyder if the
tribes could help with funding for "Desertscapes". He said
he would present it to the appropriate parties to see if they
could help with funds. �
XI. ADJOURNMENT
There being no further business, Chairperson Thompson adjourned
the meeting at 10:17 a.m.
