Recommendation
By Minute Motion:
1) Authorize Staff to issue a Request for Qualifications (RFQ) seeking artists for the
public art component at the Palm Desert Aquatics Center to be located in the date
grove of the Palm Desert Civic Center Park; and
2) Approve an honorarium in the amount of $1,000 each to three finalists to create a
design proposal for the artwork for the Palm Desert Aquatics Center. Funds are
available in Account Number 436-4650-454-3010.
Commission Recommendation
At its meeting of October 21, 2009, the Art in Public Places Commission unanimously approved the
location of the public art component for the forthcoming Palm Desert Aquatics Center. The
approved location is the entrance to, or bottom of, the zero-depth entry recreational pool. At the
time this staff report was prepared, minutes from this meeting were not yet available.
Backqround
On September 29, 2009, the City Council approved the site, conceptual design, and issuing of an
RFP for the Palm Desert Aquatics Center. Included in the staff report for the pool was a line item
for the required one-percent-for-public-art fee.
Staff recommends distributing an RFQ seeking artists to create an artwork design proposal for the
entrance to, or bottom of, the zero-depth entry recreational pool. The Art in Public Places
Commission will review the received qualifications and select three finalists, each of whom will be
given an honorarium of $1,000 to create a proposal. The proposals will be reviewed, ranked, and
voted on by the Art in Public Places Commission and then brought before City Council for final
selection.

Issuance of an RFQ at this time will also facilitate the availability of an artist to work with the pool
design team, who should begin work during the first quarter of 2010. Such collaboration assists
with the full integration of the art piece into the facility's design. The sample photographs on the
following pages illustrate the incorporation of art into the entries and bottoms of swimming pools,
as is proposed for the new Palm Desert Aquatics Center. The selected artist will be required to
create an art piece that is in compliance with all appropriate pool safety standards. The current
amount budgeted for the piece is up to $45,874 (Account Number 436-4650-454-4001). Staff
recommends the issuance of this RFQ and approval of the $3,000 honorarium.
Fiscal Analysis
Approval of staff's recommendation creates a $3,000 honorarium, payable to three artists at
$1,000 each, for an artwork design proposal for the entrance to, or bottom of, a zero-depth entry
recreational pool. No general fund money will be expended for the honorarium.

buoyancy and lightness; a freedom felt from floating in the water and watching the sky.
Q: Why is the�e a�t installed at Eldorado Pool?
A: Built originally in 1967 and first renovated in 1985, Eldoredo Pool was in need of a further renovation.
Besides adding visual appeal, the public art installed at the new pool site provides a source of community
pride and enhances the experience when visiting the Eldorado Aquatic Center . The art creates a sense of
discovery and promotes social interaction for those in the community. Eldorado Aquatic Center also generates
curiosity and a desire to return to the site again. Sylvia and Calvin's contribution, along with all the
participating members, have not only given new life to the Eldorado Aquatic Center, but have communicated
through their artwork, the purpose and meaning of the pool and its importance in the desert landscape.

A: A patented process that allows the inclusion of imbedded ma[erials such as glass, marbles, stones, tiles, or
other similar material to achieve highly desirable and creative designs in landscape.
Q: What kind of maintenance does the lithocrete� require? � �
A: LithocreteOO will be hosed down with water with a force no 9reater
than 3500psi.
Q: How are the douds suspended? �
A: Each doud is suspended from the pool house ceiling by two 14 gage .'.'�'�`�� �
stainless steel wires. A lightinq team has also designed the lighting

Technical Description
Carved out of the center of the space are two shallow reflecting pools, identical in scale(1!
the water allowing the tile below the water to read as a seamless bold and vibrant contim
width of the pathway. During daylight hours the pools absorb and reflect the natural sunlig
path itself illuminate the space.
