Wohlmuth, City Manager .` ; U � w .., From: City Clerk a a e A � V C�A w Date: October 5, 2009 A A UO � � .. � Zc,A� � Subject: Year-end Committee/Commission Annual Appointment Process �; w F �; v Q � ,C � aw w � 0a� mw 'i 4iY, � Qi� d4 > O Following is information regarding steps being taken to solicit applications for service on the City's various Committees and Commissions this year, along with the current Committee-Commission Membership status. ■ In the City's September 2009 BrightSide newsletter, residents were encouraged to get involved in the community by applying to serve on a Committee or Commission. The same announcement was posted on the City website August 25-September 30, and it afso appeared in September 17th's The Desert Sun. (Copies of items attached for your reference.) There has been a good deal of interest generated, and those who have asked have been advised to have their completed applications to my office as soon as possible, or no later than Monday. November 16. It has been our practice to retain applications as active for a period of at least two years or until further notice by the Applicant or the City Council. ■ Current list of Committee/Commission Membership status is attached. ■ A binder of applications for Committee/Commission Service will be distributed to each City Councilmember by mid-week of November 16. Thereafter, choices of candidates for interview should be forwarded to the City Clerk as soon as possible in order to schedule a Study Session on a mutually convenient date for all Councilmembers during the first week of December to conduct 15-minute interviews of applicants. (Friday, December 4, Monday, December 7, or Tuesday, December 8, would work best f�r the City Clerk's Office in order to have time to schedule the interviews while also producing the agenda for the December 10 Meeting.) ■ City Council desires to make appointments and reappointments at the December 10 Meeting in order for all Members to be in place for regular meetings of the respective Committees/Commissions in January. ■ At the same Study Session as interviews are conducted, I understand the City Council would also like to choose the various appointments to the liaison posts internally and externally to be acted upon/confirmed at the December 10 Regular Meeting. The City of Indian Wells does not have a formal written policy for their process, but I received a copy of a memo (attached) and can verbally explain my understanding of their procedure. RACHELLE D. The following committees and commissions currently have vacancies. Architectural Review Commission This commission, which reviews the design and landscaping of commercial buildings and multi-family residential complexes, meets the second and fourth Tuesday of the month at noon. Audit, Investment, & Finance Committee This committee, which reviews and assists with the decision-making process for investments and deposits of City funds, meets on the fourth Tuesday of the month at 10 a.m. Residents with a background in investments and finance are encouraged to apply. Building Board of Appeals This board meets as needed to hear appeals regarding interpretation of the Uniform Building Code and condemnation and abatement of dangerous structures. It also serves as the Accessibility Appeals Board. The current vacancy is for a person with a verifiable disability. Citizens Advisory Committee for Project Area No. 4 This committee provides input to the Redevelopment Agency Board on matters related to the development and redevelopment of commercial, industrial, and public uses in Project Area No. 4. Membership is limited to residents of the Project Area, which is bounded by Country Club Drive, Washington Street, Fred Waring Drive, and Eldorado Drive in the northeastern portion of the City. Meetings are held the third Monday of every month at 3 p.m. Cultural Resources Preservation Committee This committee, which considers Palm Desert sites that provide a significant link to the community's history, meets the last Tuesday of the month at 10 a.m. Housing Commission The commission provides input to the Redevelopment Agency Board on housing policy and procedures as well as housing proposals, programs, and strategies. There are two vacancies for this commission, one at large position and one for a Housing Authority resident. Meetings are held on the second Wednesday of the month at 3:30 p.m. Library Promotion Committee This committee recommends programs and policies to enhance the usefulness of the public library to the residents of Palm Desert. Meetings are held monthly on the third Wednesday at 3 p.m. Marketing Committee � The Marketing Committee evaluates the City's annual marketing and media plans, participates in the creation of an annual marketing budget, and makes recommendations for special events requesting financial support from the City. Membership consists of representatives from Palm Desert's business community including hotels, retailers, shopping center, restaurants, and tourism. Membership is limited to people involved in these specific sectors of the City and the current vacancy is for a tourism advocate. Meetings are held the third Tuesday of each month at 2 p.m. Rent Review Commission The Commission meets as needed to adjudicate the City's mobile home rent control ordinance, receive testimony, and render fair and impartial decisions as they relate to this ordinance. The vacancy is for an alternate position. Applications for service on the City's committees and commissions are accepted any time. Applicants are required to attend at least two meetings of the committee or commission of their choice. A questionnaire regarding attendance is included in the application package and must be submitted for consideration. A few changes have been made to the Council Committee Assignments matrix as outlined below: • The League of Cities has been removed as former Mayor Roche was an individual member; the League Executive Board is responsible for appointment of its members, not the City. • The Senior Inspiration Award Committee, staff is recommending and Council Member Mullany concurs that staff representation is sufficient. • The Children's Discovery Museum, staff is requesting discussion from Council as to the value of having an elected representative on the Board. • As a reminder, Ad-Hoc Committee appointments are NOT part of the draft. Members serve until the issue is resolved/completed. The Indian Wells Golf Resort CEO Selection and Golf Strategic Planning Ad-Hoc Committees have completed their tasks. As these committees are Ad-Hoc (established for one issue only), the committees are no longer necessary. • The Indian Wells Ambulance Service Committee has completed its task; Mayor Pro Tem Monarch and Council Member Mullany concur the Ad-Hoc committee is no longer necessary. • The Indian Wells (Miles) Crossing Development Ad-Hoc Committee, staff is recommending the committee be activated again in light of the possible changes to the development being proposed by the Developer. New members are needed as Mayor Roche and Council Member Bernheimer served on this Ad-Hoc committee.
