I. CALL TO ORDER
Committee Chair Gale Broeker called the meeting of the Cultural Resources
Preservation Committee to order at 10:00 a.m.

IV. CONSENT CALENDAR
A. MINUTES — OF THE MEETING OF MAY 26, 2009
Committee Member Kim Housken recommended two corrections to the
Minutes. Under Old Business, Item B. Discuss Progress of Site Plaques, first
paragraph, third sentence, the word pine should be changed to palm. Former
Committee Member Jan Holmlund meant to say tallest palm tree instead of
tallest pine tree. Also, Under Reports and Remarks, second paragraph, first
sentence, there's a typo. Country should be changed to County, referring to
the County Records and Archive Center.
Committee Member Kent Routh moved to approve the Minutes as
corrected. Committee Member Bob Pitchford seconded the Motion, the
Motion passed unanimously.

VI. CONTINUED BUSINESS
A. DISCUSS DRAFT MILLS ACT PROGRAM DOCUMENTS
Committee Chair Gale Broeker noted that she didn't see much difference from
the documents approved by the Committee in September, 2006. Discussion
commenced. Committee Member Kim Housken was concerned about the
length of the application. She believes the Assessor should prepare the
financial analysis and it should be for the owner's information only. Director of
Building and Safety, Russell Grance's understanding was that the County
Assessor would check the numbers, but it was a requirement of the property
owner. The information provided by the property owner is assessed to
determine the validity of it. Committee Chair Gale Broeker wondered why it
came before the Cultural Resource Committee at all since this is befinreen the
City Council and the property owner. Committee Member Kim Housken wants
the Committee to be involved. Cities vary in the methods used to determine
whether a designated property is being kept up. Some cities want receipts of
work done and others only require a drive by inspection once a year. Some
cities limit the number of contracts due to cost and staff administration time.
Committee Member Kent Routh discussed the possibility of catastrophic
destruction or radical change of a designated property. It is possible for a
designation to be lost depending on the circumstances. Committee Member
Kim Housken noted that this was accounted for in the document. Ms. Housken
wants the application process made as easy as possible. The amount for fees
was blank and she was concerned about the necessity of having an application
and a contract initiation fee. Director of Building and Safety, Russell Grance
responded that fees could be determined at a later date, if applicable. Director
of Community Development, Lauri Aylaian explained that a nexus study is
done to determine how much processing time is needed and what level of staff
would work on it. The City Council establishes the fees. This is done once a
year. Staff brings City Council the information for their consideration.
VII. OLD BUSINESS
A. DISCUSS PROPERY OWNER LETTERS
Committee Chair Gale Broker reported that five more letters were sent
recently. Of all letters sent, only one property owner consented to a
designation so far. More letters will be sent next time the Committee meets.

B. DISCUSS PROGRESS OF SITE PLAQUES
Suzanne Cicchini, Recording Secretary presented the most recent price quote
from a vendor in Palm Springs. This was the most reasonable quote to date.
No plaques will be ordered at this time.
C. DISCUSS PROGRESS OF BOOKLET
Committee Member Vera Handley was absent. The Booklet Committee has
not met, but will meet at a later date. The Committee recommended changes
to the booklet at the May 26, 2009 meeting. Committee Member Kim Housken
had additional suggestions. On Page Three, Ms. Housken requested that 50
years be changed to 75 years. On Page Six, she requested that a picture of a
desert or adobe house be used instead of the photo of the house with siding.
Committee Member Kent Routh noted that at no point was this document
locked in, but at some point it should be. Russell Grance, Director of Building
and Safety pointed out that this is a living document. Committee Member Kim
Housken suggested that there be a change to Page Four of the Historic
Context where it refers to "historic sites in the planning area." Committee Chair
Gale Broeker liked this wording because it's about new development planning.
Discussion commenced. Committee Member Kim Housken suggested that a
sentence or two of information about ranching and more elaboration on Palm
Village be added to the booklet.
VIII. REPORTS AND REMARKS
A. COMMENTS AND COMMITTEE MEMBER REPORTS
Committee Chair Gale Broeker attended the American Planning Association
Historical Symposium held on June 17, 2009 at the Agua Caliente Casino
Resort in Rancho Mirage. The speakers provided immense detail on the Native
American presence and their villages and the history of the Coachella Valley.
She received some negative feedback from a few attendees about buildings
that were destroyed and changes to some other buildings in Palm Desert.
Committee Member Kim Housken noted that at the California Preservation
Foundation Conference it was mentioned that The National Trust was going to
develop a modernism and recent past initiative. It will be interesting to see
what it involves. Also, one of the owners of the Cavanaugh Adobe in Indian
Wells passed away recently. Committee Chair Gale Broeker noted that the
national register paper work for that house was already sent.
A discussion commenced about the new building that was erected on the
former Palm Desert Lodge site. It's vacant now. Director of Community
Development Lauri Aylaian noted that it's a nice, beautiful building on a good
commercial location. She didn't think that it would sit vacant forever.

Committee Member pon Graybill shared his experience of touring a home built
in Palm Springs in the 1920's. The homes in the area were beautiful, tucked
into the hillside, scattered among the rocks near Andreas Canyon. Committee
Member Kent Routh noted that this neighborhood was used as a model for
The Reserve in Indian Wells.
Director of Community Development Lauri Aylaian announced that Renee
Schrader, the Community Development's liaison for this committee is no longer
with The City of Palm Desert. Ms. Aylaian will be attending the meetings until
a new tiaison is assigned.
The Cultural Resources Preservation Committee voted on May 26, 2009 not to
meet during the months of July and August, 2009. The next meeting of the
Cultural Resources Preservation Committee will be Tuesday, September 29,
2009 at 10:00 a.m. in the Administrative Conference Room at The City of Palm
Desert.
IX. ADJOURNMENT
With Committee concurrence, the meeting was adjourned at 11:10 a.m.
