Funds are available in Account No. 436-0000-312- 2700. Discussion: At its meeting of September 16, 2009, the Art in Public Places Commission unanimously approved the design proposal, "Creative Bollards in the Minds of the Students" by Social Mosaics as the art component for Palm Desert Oasis Seventh Day Adventist Church. The artwork will consist of nine (9) bollards with individual mosaic patterns. Nedra Young of Social Mosaics will work with students in kindergarten through eighth grades using mosaic tiles, vitreous glass, stained glass, mirror, and millefiori to teach them mosaic techniques. Each of the nine bollards is 48" high and 14" in diameter. The bollards are located at the drop off area adjacent to the parking lot at the entrance of the Academy's classrooms and Church's gym/office. We view the proces� as part of the value of the art. !r� our proposal for this Client, we will work with the students in grades K— 8 afi the Palm Desert 6asis Adventist Academy (Academy) on Country Club Drive. We are committed to fine mosaic art, and therefore we carefully frame and design the elements of each af our projects so the result draws upon the enthusiasm and energy of th� �tucients t� enlivesl � well-pf�o��rtioned and �omposed design. 1Ne us� rnaterial� that are conducive to the final placement of the project, exterior/interior, while al�o being sensitive to the location eaf the final project for puk�lie viewing. We view public art as greatly contributing ta creating a sense of pl�ce. Our work reinfiorces and cornplements the setting at the same time adding life and beauty to fihe context. Where appropriate we view our work as contributing to practical and functional needs. In this case, the boAards separating the student-gathering area at the drop-off site to the Academy serve a vital function of defining the "safe zone" fior both drivers and students. Without our mosaic praject, they are still necessary, with our design and the student's work, they will be beautiful, lively, more visible and a source of pride. They enhance the functional value, and rai�e the mundane to special. The materials in mosaic art are ideal in the harsh climate of our desert. They are maintenance-free and resistant to UV and heat deterioration --the colors never fade. We will be using ceramic tiles, marble, granite, gfass tiles, and cement based thin set and grout. Finally, the actuai desi�n an� composition of au� Project are geared ta �h� phy�ical context and the skill level of�ur students. I�i the case of the boilards, we believe we �r� limited by the actual size (4�" h x 14" diamet�r) and the skill-level, so we are prQposing abstract designs m�wo sarr�pl�s of which are e�clos�d with the Developer's Application � that will be varied in col�r and design. However, all 9 boliards will have a base anci top border in a black domin�nt pattern which brings the bollards together as a group even though the actual des�gns �il{ be different—thu� the beauty of ab�tract design. Th� �rtist will develop the rernaining seven design�. After the development, th� studenfi� wilf be given the color palette and materials; then the creation will begin. However, befc�re the students begin on this Project, they are taught how to cut, place and adhere the tiles in an appropriate manner. We choose to provide this framework to distinguish each af the bollards as a recognizable pattern, without demanding a level of precision and discipline from the st�dents that is contrary to their age and skill. We look forward to working �ith the Academy and the City of Palm Desert on this Praject.
