REQUEST: APPROVAL TO ALLOW THE CITY MANAGER TO REVIEW,
APPROVE AND EXECUTE, AS PROPERTY OWNER, A
TEMPORARY USE PERMIT FOR A CERTIFIED FARMERS
MARKET AT ENTRADA DEL PASEO.

Recommendation:
That the City Council, by minute motion, authorize the City Manager to
review and approve a Temporary Use Permit for a Certified Farmers
Market, as the property owner for Entrada del Paseo.
Executive Summary:
Approval of staff's recommendation will allow the City Manager to execute a Temporary
Use Permit as the property owner for the Entrada del Paseo property. The proposed
Temporary Use Permit will allow the resumption of last season's successful weekly
Certified Farmers Market for outdoor seasonal sales located in the parking lot of
Entrada del Paseo. The proposed market will operate every Wednesday beginning
September 30, 2009 and conclude in early June, 2010. The setup time will begin at 6
am with the market opening at 8 am. Market sales will end at 12:30 pm with all vendors
and cleanup done by 2 pm.
Discussion:
The Certified Farmers Market (CFM) is operated by the Palm Springs Cultural Center, a
nonprofit organization. The mission of the Certified Farmers Market is to serve the
community as a gathering place where local farmers and vendors can offer fresh
agricultural and related products. Currently, CFM operates an open market in Palm
Springs on Saturday mornings and Sunday mornings in La Quinta. The certified farmers

market promotes sustainability by using farmers within the local region, with over 85% of
the vendors being certified farmers. No products are imported from outside of the state.
This will be the second year the Certified Farmers Market has operated in Palm Desert at
Entrada del Paseo. Staff has not received any complaints regarding the events that took
place last year and the market seemed to be a big hit with the local community. Staff
believes the applicant has chosen a great location with its proximity to many residential
communities. Staff has met again with the representatives for the CFM and believes that
the proposed market will provide a community benefit that will continue to operate
successfully at Entrada del Paseo with appropriate review and conditions of approval.
The applicants are in the process of completing the Temporary Use Permit Application
that will be reviewed by various city departments. Staff will work with the applicant to
make sure that all insurance documentation is provided, as well as proper care and
maintenance of the market site.
All Temporary Use Permit applications require approval by the property owner before
staff can review and approve them. Since the property is owned by the City of Palm
Desert, staff is requesting that the City Council authorize the City Manager to review
and execute the Temporary Use Permit as the property owner representative.
