RECOMMENDATION
By Minute Motion:
1. APPROVE a recommendation to expend CAL Cops funds for various training
courses.
2. RATIFY the City Manager's approval for Palm Desert Police Officers to attend three
distinct training events, valued at $1,946, to be expended with CAL Cops funding.
3. APPROPRIATE $2,860 from CAL Cops funding account#229-4210-422-3914, to
be used for six distinct training events.
BACKGROUND
The Palm Desert Police Department requests authorization to expend $2,860 in CAL Cops
funds to send officers to six (6) different training events during FY 09/10. The training
events are summarized as follows:

to attend a Canine Handler Update Course at Adlerhorst International
(Riverside, CA), September 14-16, 2009
REQUEST
As part of maintaining the proficiency of our Palm Desert Police Department Canine
Team, regular annual training, both in physical abilities (narcotic detection and patrol
functions) as well as classroom lecture (legal updates, veterinary medicine updates and
new product information) is required. This training is offered in the form of a 24-hour
Canine Handler Update course presented at the Ben Clark Training Center. Officer Steve
Rivera and canine Van Snapp have been scheduled to attend this course from September
14-16, 2009.
The total cost for the training is $188.00 which includes registration. As the training is
being conducted locally, no funds for transportation or meals will be necessary.

REQUEST
The Palm Desert Police Department would like to request authorization to expend
$1,320.00 in CAL Cops to send the Officer Mark Chlarson and Corporals Bill Conoway
and Don Olson, who are currently assigned as Motor Officers to the Palm Desert Police
Department's Traffic Team, to an 80-hour Traffic Collision Investigation — Advanced
Course at the Ben Clark Training Center, September 21 — October 2, 2009. This
conference is designated as "Essential Training" for those officers assigned to conduct
major vehicle collision investigations. These investigations may include felony DUI
collisions, major/fatal injury collisions and/or tr�c collision investigations requiring
extensive investigation or prosecution. This is a core course for traffic officers assigned
to investigate complex vehicle collisions.
The total cost for the training is $1,320.00 which includes registration. As the training is
being conducted locally, no funds for transportation or meals will be necessary.

DESCRIPTION: This intensive 10-day course provides important training in the fundamentals
of vehicle dynamics, math&basic physics, time position analysis, freefall analysis & much
more. Develop your skills in collecting& analyzing collision investigation data&preparing
reports to be used by prosecutors, defense attorneys, claims adjusters,risk managers, & others
involved in traffic issues.
PREREQUISITE: Must be a full-time or reserve eace officer and successfull com leted
Traff c Collision Intermediate as well as possess a good knowledge of math and ph sics
PRESENTATION DATES&HOURS: This is an 80-hour course that will be presented on the
above stated days. The course begins at 0800 hours to 1700 hours each day.
LOCATION: This course will be nresented at the Ben Clark Public Safetv Trainin� Center
16791 Davis Avenue, Riverside CA 92518
CERTIFICATION&FEES: POST Plan IV. Total course fee: $440.00. Payment must be received
prior to or on the first day of class in a single check should be payable to Riverside County Sheriffs
Department.
REQUIRED EQUIPMENT: Students are required to have a notebook, drawing tools for scale
diagrams, and scientific calculator(TI-36X).
COURSE ENROLLMENT: This course is limited to 25 students &reservations will be made on

This course is also a Riverside Community College course. Attending officers must complete an

CANCELLATION POLICY: This course is sponsored/co-sponsored by the Riverside County
Sheriff's Department, Ben Clark Training Center. Courses are offered based on scheduled
attendance. Therefore, once scheduled, failure to attend or cancel at least ten days prior to the
start of the class will result in a charge for the full course fee less any applicable college unit
fees. An alternate student, from the same agency, may fill the reservation. DRESS CODE
WILL BE ENFORCED. �

The Pa1m Desert Police Department requests authorization to expend $722.00 in CAL
Cops funds to send the Officer Steven Paixao, who is currently assigned to the Palm
Desert Police Department's Special Enforcement Team (SET), to a 40-hour Behavioral
Analysis Training Institute (BATI) Investigative Interview and Interrogation Techniques
Course in Ontario, CA, October 6-10, 2009. This conference provides in depth training
in advanced interview and interrogation techniques. Students receive training in (among �
other things) nonverbal behavior and clues, deception detection, the BATI six phases of
interrogation and confession recording.
The total cost for the training is $722.00 which includes registration. No lodging funds
are being requested as the officer assigned has requested to commute to this training.

ABOUT THE TRAINING
Have you ever had a gut feeling someone was lying to you?
Everyone uses behavior analysis to determine this. Our
students learn to replace "gut feelings" with identifiable
evidence. This course teaches Interview and Interrogation
techniques that provide a method in which the interviewer
can make observations of a person's behavior, analyze that
behavior, and properly employ proven techniques designed
to detect deception and stimulate confessions.
The techniques presented in this course by the Institute
instructors are a compilation and refinement of various
techniques developed from a variety of interviewing and
interrogation styles including many of the specific techniques
used by modern polygraph examiners. These techniques are
learned in an immersion-type learning environment.
Participants complete a 300+ page course outline and
observe videotapes of actual interviews and interrogations.
Students are given case studies and participate in a variety
of workshop exercises designed to help increase their
proficiency in gathering information, detecting deception and
gaining confessions.
C4URSE INFORMATION
This is a highly concentrated, tightly timed course designed
for serious students. Classes start promptly at 8:00 AM and

breaks are on the hour but kept short. The first day of class
begins at 7:30 AM for registration. Since this company is run

The Palm Desert Police Department requests authorization to expend $97.00 in CAL
Cops Funds to send the Officer Francis Avila, who is currently assigned to the Palm
Desert Police Department's Traffic Enforcement Team, to a 24-hour Radar Operator
Course and an 8-hour Laser Operator Course at the Ben Clark Training Center. Courses
will be held back to back with the Radar Course scheduled from Januaty 19-21, 2010,
and the Laser Course scheduled on January 22, 2010. This training is designated as
"Essential Training" for those officers assigned to conduct traffic enforcement using
radar or laser devices.
The total cost for the training is $97.00 which includes registration. As the training is
being conducted locally, no funds for transportation or meals will be necessary.

complex investigations. As a member of the BDT, Officer Hignight has been active in

DESCRIPTION: This course teaches the effective preparation and execution of
search warrants. Day one topics include proper description of the area to be
searched, building and documenting the "Hero" section of a warrant affidavit,
and effective documentation of probable cause. The class includes a practical
exercise in which students prepare a search warrant in response to a simulated
crime. Day two is a course in the proper methods of search warrant execution
with an emphasis on safety. Students will participate in practical exercises in a
"Live fire" building.
INSTRUCTORS:All instructors are POST certified law enforcement officers from Riverside Sheriff Dept.
PREREQUISITE: 1)Completion of a basic peace officer academy or completion of equivalent course work. 2)
Currently employed by a law enforcement agency.
PRESENTATION DATES&HOURS: The course begins at 0800 hours and ends at 1700 hours each day.
LOCATION: This course will be presented at the Ben Clark Training Center, 16791 Davis Avenue,Riverside,
CA. Day one will be held in our new modular classrooms located east of the main CTC building.
CERTIFICATION&FEES:Post Plan IV. Total course fee:$45.00 for Prep class and$50.00 for day 2, for both
days$95.00. Payment must be received prior to or on the first day of class in a single check payable to the
Riverside County Sheriffs Department.
REQUIRED EQUIPMENT: Dav two Duty weapon, Sam Brown, ballistic vest, eye, and ear protection. All
students must bring 200 rounds of ball ammunition.
COURSE ENROLLMENT:This course is limited to 30 students and reservations will be made on a first come,
