Upon Motion by Commissioner Hough and second by Commissioner Snyder, the Minutes of December 16, 2009 were approved unanimously wifh Commissioner Bussing absent. Art in Public Places Minutes January 27 2010 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION At its meeting of January 14, 2010, the City Council presented Certificates of Accomplishment to Nicholas Cox and Rebecca Rowley who were the winners of the Internet Video Competition. The winning videos are on the website. The City Council accepted the resignation from Commissioner John Weston. The Council already completed the application process of accepting new committee/commission members for the year. Ms. Schwartz is not sure a new Commissioner will be appointed at this time. A quorum will still consist of four members to hold a meeting. � Ms. Schwartz noted that she worked with Ryan Stendell, Senior Management Analyst, on a report of the history and progress of the art in public places program since its inception. That item will be on the January 28, 2010 City Council agenda. Many of the goals that were set for the program have been accomplished. B. PLANNING COMMISSION REPORT Ms. Campbell reported that at the last Planning Commission meeting, the Commission voted down (3-2) the six homes at Stone Eagle. Mr. Lennon, developer of Stone Eagle, will go back to Council. The Planning Commission revoked a Conditional Use Permit of a massage parlor. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. APPROVAL OF DESIGN PROPOSAL, "CANTAMAR" BY WOODS DAVY, AS THE PUBLIC ART COMPONENT FOR SEGOVIA OF PALM DESERT Ms. Schwartz reported that the developer of Segovia of Palm Desert has proposed to purchase two pair of sculptures by 2 Art in Public Places Minutes January 27 2010 artist Woods Davy as the public art component for its project. The sculptures will be placed on either side of the two monument signs in front of the development. The art fees paid into the fund are $91,038.50 with the cost of the artwork being $91,000.00. It was moved by Commissioner Hough and seconded by Commissioner Stenning to accept the design proposal "Cantamar" by Woods Davy as the public art component for Segovia of Pa/m Desert. Motion carried unanimous/y with Commissioner Bussing absent. B. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON Commissioner Stenning nominated Chairperson Thompson to serve as Chairperson for 2010. It was moved by Commissioner Stenning and seconded by Commissioner Hough to approve the nomination of Chairperson Thompson as Chairperson for 2010. Mofion carried unanimously with Commissioner Bussing absent. Commissioner Hough nominated Commissioner Snyder to serve as Vice Chairperson for 2010. It was moved by Commissioner Hough and seconded by Commissioner Stenning to approve the nomination of Commissioner Snyder as Vice Chairperson for 2010. Motion carried unanimous/y with Commissioner Bussing absent. C. RANK THE PUBLIC ART PROPOSALS FROM THE THREE FINALISTS FOR THE PALM DESERT AQUATICS CENTER Ms. Schwartz referred to the proposals from the three finalists for the pool project which were circulated during the meeting. She has talked to the artists several times regarding the proposal guidelines, budget, concept, and sketches of the proposed designs for the recreational pool at the Palm Desert Aquatics Center. She added that the guidelines stated that the artists were to consider the activities that would take place at the Aquatics Center in their proposals as per direction from the City Council. The artwork will be at the entrance of the recreational pool. She noted there was one change to the location of the art. The original location included art being placed at the entrance to the zero-depth pool or on the bottom of the entry to the pool. 3 Art in Public Places Minutes January 27, 2010 Due to health and safety regulations it is not possible to have the art at the bottom of the pool. Ms. Schwartz encouraged the artists to place their design on the concrete surface of the pool area. The artists have been speaking to the architects about the project. Ms. Schwartz scheduled telephone conference calls with the artists during the meeting to give each artist time to discuss and answer any questions about their proposal with the Commission. The Commission placed a conference call to artist Deanna Sirlin. Ms. Sirlin proposed to use one inch square non skid mosaic tiles that are 100 percent recycled for her work. She will work with the architect to integrate the art into the site so that the art will be one with the site rather than something just sitting on top of the site. Commissioner Snyder asked if it will be easy to replace tiles when they are broken. Ms. Sirlin explained that for a previous project she completed she purposely over ordered tiles for replacement purposes so that repairs could be made immediately. Also, for replacement needs in the future they would not have to figure out where to order additional tiles. She added that it is an easy installation process and should only take two days for the artwork to be installed. Commissioner Darby asked Ms. Schwartz about the tiles loosening and if they would need to be replaced regularly. Ms. Schwartz replied that thin set and grout will be used and should not be an issue. The Commission placed a conference call to artist team Jim Hirschfield and Sonya Ishii. Mr. Hirschfield said they proposed creating four medallion designs of flowing water that are 17 feet across. It has a realistic aspect to it, but is designed in such a way that it has a poetic quality. The designs will be sandblasted into the concrete. The colors are added when the concrete is wet. Mr. Hirschfield is not familiar with the sandblasting process but has been working with different fabricators who are experts in the field. Ms. Schwartz asked Mr. Hirschfield if the fabricators have worked around chlorine before; he replied that the fabricators indicated that those types of chemicals would not be an issue for the art. Commissioner Snyder asked Mr. Hirschfield about the wear and tear of the artwork due to it being placed on the walkway/entrance of the pool and if it 4 Art in Public Places Minutes January 27, 2010 would need to be refurbished at a later date. Mr. Hirschfield replied that it would not be an issue according to the fabricators. Ms. Schwartz noted to the Commission that there was a statement in the RFP noting that it was fine if the artist did not have a personal history with the fabrication materials process as long as they were able to utilize a fabricator who specializes in that particular material. The Commission placed a conference call to artist Paul Hobson. Mr. Hobson is proposing to inlay the instructors hand book of stop action, sequential figures of divers and swimmers into the deck using glass or stone mosaic. The process would include two to three inch polyurethane foam plugs that would be set at the grade for the shotcrete. He will use cool colors for the swim strokes and warmer colors for the dive strokes. There were no questions from the Commission for Mr. Hobson. Ms. Schwartz asked the Commission to rank the three artists in order of preference. The result of the vote will be placed on the February 11, 2010 City Council agenda. The Commission ranked the three artists in the following order. 1) Deanna Sirlin, 2) Paul Hobson, and 3) the team of Jim Hirschfield and Sonya Ishii. It was moved by Commissioner Stenning and seconded by Commissioner Snyder to accept the voting recommendation to rank the artists'proposa/s in the following order. 1) Deanna Sirlin, 2) Pau/ Hobson, and 3) the team of Jim Hirschfield and Sonya Ishii. Mofion carried unanimously with Commissioner Bussing absent. VII1. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery 5 Art in Public Places Minutes January 27, 2010 Ms. Schwartz reported that the Desertscapes exhibition will open January 28 with the opening reception on February 1. Ms. Schwartz reported that the Call for Artists for the next gallery season will be in the February issue of the BrightSide. She has reduced the exhibitions from six to five. B. Website No report. C. Docent Program Ms. Schwartz reported that there have been a couple of requests from the schools for private docent tours. D. Desertscapes Ms. Schwartz stated that there will be an article in the Pa/m Desert Sun tomorrow regarding "Desertscapes". E. 2011/2012 EI Paseo Invitational Exhibition Ms. Schwartz reported that she has received a couple of proposals this week for the 2011/2012 EI Paseo Invitational Exhibition. She is going to resubmit the Call for Artists to the list serve next week and at the end of the month. F. Film Series Ms. Schwartz reported that the first film of the Film Series went well. There were between 150 — 170 people to see "The Gates" film. The speaker, Craig Watson, was excellent. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz reported that the fountain/planter art piece at the ARCO Station on Highway 111 and Portola does not work. She noted that the piece was discussed by the Commission on July 16, 2003. The developer had come to the Commission and wanted to change the fountain into a placement for landscape. The Commission discussed the developer's request and it was suggested that the 6 Art in Public Places Minutes January 27, 2010 landscaping echo the median on Highway 111. Staff had recommended the following four options. 1. Restore the fountain to its original state; 2. Create a fountain that would not include water; 3. Accept the landscaping concept; 4. Or tear it down and landscape the entire area. The Commission moved, seconded, and passed the item that the current art piece be removed, and replaced with landscaping, as suggested by the City of Palm Desert's landscape manager, but reserve the right to utilize the corner should it become available for artwork. Ms. Schwartz noted that that motion is not in line with the City's public art ordinance. Public art that is in the City's collection cannot be removed without the art being replaced or the developer paying a fee. The developer made some recent changes and tenant improvements to the building. They also made changes to the landscape, which were not approved. The City's landscape manager got involved and the issue of the nonworking fountain (artwork) came up. Nothing evolved from the motion that was made in 2003. Ms. Schwartz will send a letter to the developer asking them to get the fountain in working condition or replace it in accordance with all appropriate laws and ordinances. In researching the files, there is no artist information or record of the amount of art in public places fees that were paid into the fund. B. COMMISSION MEMBERS None XI.
