become productive members of our society; and
Whereas, child abuse is found in families of all social and economic classes
and every racial and ethnic group. Child abuse impacts the entire community, and
finding solutions depends on community involvement to nurture family growth and
inspire future generations; and
Whereas, effective child abuse prevention programs succeed because of
partnerships created among social service agencies, schools, religious
organizations, law enforcement agencies, and the business community. Through
the continued work of volunteers, parents, community partners, policy makers, and
professionals, child abuse may be eradicated, giving our children a bright,
successful future; and
Whereas, Prevent Child Abuse Riverside County works in collaboration
with the Department of Public Social Services to educate the public to reduce the
incidence of child abuse and provide other services to help alleviate its effects; and
Whereas, all citizens should become more aware of child abuse and its
prevention within the community and become more involved in supporting parents to
raise their children in a safe, nurturing environment.
Now, Therefore, I, Cindy Finerty, Mayor of the City of Palm Desert,
California, Do Hereby Proclaim the month of April, 2010, as
Child Abuse Prevention Month
in the City of Palm Desert and urge all residents to become more aware of this
nationwide problem and to take necessary actions to prevent child abuse in the
community.

My name is Jim A. Powell. I am a Mental Health Services Supervisor with Riverside County Dept. of Mental Health,
Substance Abuse Program and also Chair of Prevent Child Abuse - Riverside County, Coachella Valley Collaborative
(PCARC). PCARC is the lead agency across Riverside County coordinating the efforts of prevention, intervention, and
treatment of child abuse issues designated by the Riverside County Board of Supervisors. It is a private, non-profit, 501
(C) 3 organization dedicated to preventing child abuse. The current statistics show that by the time a child reaches 18
years of age, that one out of every 4 girls and one out of every 6 boys will have been sexually abused. 1 in 5 children
are solicited sexually while on the Internet.
April is Child Abuse Prevention month. A blue ribbon is the symbol of proclaiming the message that we can prevent child
abuse. In the spring of 1989, a Chesapeake, Virginia, grandmother tied a blue ribbon on her van to proclaim a constant
reminder of her 3-year old grandson who was murdered by his mother's abusive boyfriend.
This is a request to help us honor April as Child Abuse Prevention month by your city's proclamation. We will send a
member of our coalition to attend your city's Council meeting either at the end of March and/or first part of April to
receive the proclamation and to speak for just a couple of minutes about Prevent Child Abuse - Riverside County and to
hand out blue ribbons.
