Backctround Vintage Associates, Inc., is the current contractor for Landscape Maintenance Area 16, which covers the parks in the north section of the City. They have tendered a letter indicating that they inadvertently did not list DesertArc as a subcontractor on their bid documents and requesting that they be added. DesertArc is a local social service agency that provides social services for the disabled including job training. Vintage Associates, Inc., wishes to provide a training opportunity for this organization by using them for trash and litter removal as well as other non- gardening tasks in area of LMA 16. DesertArc is providing a crew of three workers plus an on-site supervisor that will be uniformed like other Vintage personnel. Transportation will also be provided by DesertArc. Therefore, staff recommends that, by Minute Motion, City Council add DesertArc as a subcontractor to Vintage Associates, Inc., Contract No. C29540, for Landscape Maintenance Area 16. RE: Vintage Landscape-Utilizing Desert ARC Vintage Landscape failed at the time of our bid submittal to declare our intentions of utilizing Desert ARC for daily maintenance tasks in fulfilling the contract specifications with The City of Palm Desert parks. We understand that using a contracted entity for any of the requirements must be disclosed at the time of contract submittal. This was an unintentional oversight on our behalf. In utilizing Desert ARC the following can be expected: A group (Enclave) of four from Desert ARC will arrive wearing uniformed shirts like the rest of the Vintage Landscape gardening employees. A supervisor (Coach) drives the disabled workers (Clients) from location to location. The vehicle used will be a newer vehicle owned and maintained by ARG The ARC vehicles I have seen appear lesS than five years old. Their vehicles are clean and very presentable. The three clients are under direct supervision with the coach having eyesight of all clients at all times. Vintage Landscape has intentions of using ARC services for litter and trash pickup as well as some of the other non-gardening tasks. Please accept our apology for not disclosing our intentions when we submitted our bid. We hope you allow us to proceed with using the contracted services of Desert ARC as we are certain the ARC staff and the clients they support will be very appreciative.
