Minutes of the regular meeting held on November 18, 2009.
Upon Motion by Commissioner Snyder and second by
Commissioner Darby, the Minutes of November 18, 2009 were
approved unanimous/y with Commissioners Bussing and Weston
absent.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Councilmember Benson thanked the Commissioners for
their time and hard work throughout the year. To thank them
for their service, each Commissioner received a gift
certificate to use at either Desert Willow or the Visitor
Center. Chairperson Thompson thanked Councilmember
Benson on behalf of the Commission for allowing them to
participate in the city government.
Councilmember Benson reported that at its meeting of
December 10, 2009, the City Council denied the Art in Public
Places Commission's request to deny the public art
component for the EI Paseo Village project. The Council did
like the proposed artwork. Councilmember Benson noted
that she did make the motion and it included a restriction that
the artist would agree that a duplicate not be in a public
place in California. Commissioner Hough asked
Councilmember Benson if the other councilmembers
understood the reason the Commissioners rejected the
piece. It was not because they did not like the piece but it
was more of a concern to have multiple pieces of the same
artwork sited in other areas. Councilmember Benson added
that the developer sent a letter to the Council stating that
they really wanted that artwork for EI Paseo Village.
B. PLANNING COMMISSION REPORT
Ms. Campbell reported that at its meeting of December 15, it
approved a telecommunications tower at The Living Desert.
The next public hearing regarding Stone Eagle was
continued to January. They will have a Study Session
regarding the terrain. They want to build six homes.

VII. NEW BUSINESS
A. CONSIDER AND DEVELOP A POLICY FOR COLLECTING
ARTWORK THAT IS PART OF A LIMITED EDITION
Ms. Schwartz noted that at the last few meetings there have
been discussions about the number of artworks that the
Commission would accept in a limited edition series. She
recalled that the Commission had once discussed limiting
the series to four or five. She referred to the staff report
regarding the information from other organizations and what
they accept. Ms. Schwartz noted that Palm Desert's AIPP
fee does not allow most projects to purchase a $200,000 to
$300,000 piece of artwork. She added that limiting the
policy to four or five in a series might be too limiting. It was
suggested to set the policy in a limited edition series to be 20
or under for developers. If the City purchases an artwork
from the EI Paseo Invitational Exhibition or it is a City driven
project, it must be of unique pieces only.
It was moved by Commissioner Hough and seconded by
Commissioner Stenning to set a policy thaf artworks in a
limited edition series be twenty or under for deve/oper
projects. City originated projects and any artwork that may be
purchased from the E/ Paseo Invitationa/ Exhibition will be
unique, individua/ pieces. Motion carried unanimous/y with
Commissioners Bussing and Weston absent.
B. SELECT THREE ARTISTS TO CREATE A DESIGN
PROPOSAL FOR THE RECREATIONAL POOL AT THE
PALM DESERT AQUATICS CENTER
Ms. Schwartz reported that the Request for Qualifications for
artwork for the recreational pool at the Palm Desert Aquatics
Center was sent out. The artwork is for the zero depth entry
to the recreational pool. Eighty applications from all over the
world were received. The budget for the project is $45,000.
She reviewed the applications and removed the applicants
who were not completely qualified for the project. She
reviewed for artist experience, artist knowledge of materials,
and quality of work. The artists were not required to have
large scale art experience but she looked for something that
indicated that they could work in a large space. She also
considered their letter of interest on how they would
approach working on a pool including chlorine, anti slip,

safety factors, etc. If the artist did not address those issues,
she did not consider them. The voting process will be to
narrow down the artist selection to three with two alternates.
The top three artists will receive an honorarium to create
proposals that will be presented at the January 27 meeting.
The pool schedule is very aggressive with the completion in
18 months. City Council instructed staff to give the artists
direction to create work that considers the activities of the
pool. The work does not necessarily have to portray realism
but should consider the activities that will occur in the
aquatic area.
Ms. Schwartz presented the artists' work to the Commission
and the Commissioners selected three artists with two
alternates. The selected three were Paul Hobson, Jim
Hirschfield and Sonya Ishii (team), and Deanna Sirlin. The
two alternates were Dakota Warren and Margarita Soyfertis
(team) and Vadim Goretskey.
It was moved by Commissioner Hough and seconded by
Commissioner Snyder to se/ect artists Pau/ Hobson, Jim
Hirschfield and Sonya Ishii (team), and Deanna Sirlin to
receive an honorarium of$1,000 each to create a proposal for
fhe recreational pool at the Palm Desert Aquatics Center. The
two a/ternate artists se/ected were Dakota Warren and
Margarita Soyferits and Vadim Goretskey. Motion carried
unanimously wifh Commissioners Bussing and Weston
absent.
C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
Ms. Schwartz noted to the Commission that she is going to
take a temporary break from accepting new artist
applications for the Artist Registry and the Virtual Gallery.
She posted a note on the artist registry website.

Artwork by Mike Tauber and Kirk Jonathan were reviewed to
be considered as part of the City of Palm Desert's Artist
Registry.
It was moved by Commissioner Stenning and seconded
by Commissioner Darby to accept Mike Tauber and Kirk
Jonathan in the City of Pa/m Desert's Artist Registry. Motion
carried unanimously with Commissioners Bussing and
Weston absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that she has had good feedback on
the Coachella Valley Watercolor Society show. One piece
sold during the opening. She noted that more pieces have
sold during the last few shows.
B. Website
No report.
C. Docent Program
Ms. Schwartz reported that the docent program has slowed
down for the year. There were four tours this month. She
will be sending letters to the concierges about the program.
D. Desertscapes
There is a "Desertscapes" meeting on January 22. Ms
Schwartz is working on a letter and schedule and will get it to
the Commission as soon as it is completed. There is a web
page that can be accessed through www.palmdesertart.org,
click on Arts and Culture, click on public art; a menu list will
come up, click on "Desertscapes". Events are continuously
being added to the schedule.

E. 2011/2012 EI Paseo Invitational Exhibition
Ms. Schwartz mentioned that the artwork by Todji Kurtzman
(currently in the EI Paseo Invitational Exhibition) arrived to
the site with a crack and a hole in it. It was removed from EI
Paseo, repaired, and is back in place.
The applications for the upcoming Exhibition have been sent
out.
F. Film Series
Ms. Schwartz reported that the film series starts in January
on the third Thursday of the month through April. A postcard
has been produced that will not be mailed but will be
distributed to organizations.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz wished everybody Happy Holidays.
Ms. Thompson reminded the Commission that the January
meeting was changed to January 27, 2010.
B. COMMISSION MEMBERS
Commissioner Snyder thanked Ms. Schwartz and Ms.
Thompson for the great job at the Coachella Valley
Watercolor Society gallery opening. Ms. Schwartz thanked
the Commissioners who were able to attend the opening (in
the rain).
Commissioner Stenning asked about the schedule in
regards to reviewing the proposals for the 2011/2012 EI
Paseo Invitational Exhibition. The Subcommittee will meet
after the March 5 deadline to review the proposals. The
Subcommittee will present the proposals at the March 17,
2010 meeting.

Ms. Schwartz announced that Commissioner Weston has
sent a letter of resignation and that the City Council still
needs to accept it.
XI. ADJOURNMENT
There being no further business, Chairperson Thompson adjourned
the meeting at 10:20 a.m.
