Authorize staff to proceed with and complete work addressing infrastructure improvements needed at certain bus stop locations; 2. Appropriate funds in an amount not to exceed $50,000 from Air Quality (AB2766) Subvention Funds, Account No. 238-4354-433-4001; and 3. Provide staff direction in relation to the installation of bus shelters. Executive Summary PerForming infrastructure improvements to all bus stops now will ensure that if inactive stops are reactivated by changes in bus routes, the improvements are already in place and ready for shelters to be installed. If Council opts to install additional shelters, staff would recommend the following: o Authorize staff to proceed with infrastructure improvements; o Authorize staff to utilize Air Quality (AB2766) Subvention Funds to design, fabricate, and install City owned shelters in keeping with its program; and o Install shelters without advertisements and increase maintenance costs; or o Authorize staff to negotiate with SunLine for placement of advertisements on City shelters to offset the costs associated with maintenance. o The alternative would be to work with SunLine to install its shelters, when and if shelters become available, as well as increasing maintenance costs for shelters without advertisement. Staff Report Bus Stop Infrastructure Improvements February 25, 2010 Page 2 It should be noted that reinstallation of advertisement panels on existing shelters could save the City approximately $55,000 (less the cost for shelters not compatible with advertisement placement), as well as any increased maintenance costs associated with the installation of additional shelters without advertisements. The City currently expends $68,000 annually through the Bus Shelter Maintenance Agreement with SunLine Transit Agency, which allows for annual review and possible increases. Air Quality (AB2766) Subvention Funds in the amount of $180,000 were set aside for this program in FY 2009/2010, Account No. 238-4354-433-4001, which does not affect the City's General Fund. Subvention Funds cannot be utilized for maintenance costs, only for construction/fabrication of bus shelters and improvements to infrastructure. Backqround The City Council at its meeting of October 28, 1999, approved the Bus Shelter Improvement Program with the intent to eliminate advertisements from and install more aesthetic and environmentally efficient bus shelters throughout the City. The bus shelters placed at the Westfield Shopping Mall were the last shelters to be installed by the City. Staff has focused on utilizing AB2766 funds for the design and fabrication of additional bus shelters by the City, which should be sufficient funds to cover the infrastructure improvements, design, and installation of between four (4) and six (6) shelters dependirig on the size and design. Given the budgetary constraints the City is currently experiencing, staff did not consider placement of new shelters due to the additional maintenance costs that would be incurred. However, staff has been requested to look at this program and bring forward options for Council consideration. In reviewing options, staff contacted SunLine regarding the possible placement of SunLine shelters including existing shelters at inactive stops and was informed that they did not have any shelters available for placement at this time and would not consider the purchase and placement of additional shelters until its budget process. Staff has reviewed other options and work to be perFormed as outlined below: Infrastructure /mprovements: Prior to placement of bus shelters, benches, and trash cans, infrastructure improvements are required at some of the active and inactive bus stops within the City. Since the bus stops are spread throughout different areas of the City and each site requires various modifications be completed, staff believes that it would be more cost effective and timely to have City crews undertake this project. Staff is proposing to handle this aspect of the project internally utilizing Public Works crews. The Public Works Department also conducted an inspection of each stop within the City and prepared a report (attached) outlining proposed infrastructure improvements needed and estimated costs; however, since the report is an estimate of work and costs, changes (e.g., pad size, ADA requirements, etc.) may be required once work proceeds; therefore, staff is requesting an amount not to exceed $50,000, which should be sufficient to cover any changes. In addition, the report covers work improvements to all stops within the City that currently do not Staff Report Bus Stop Infrastructure Improvements February 25, 2010 Page 3 have shelters and since SunLine activates, inactivates, and reactivates stops periodically, improvements should be made to all stops to avoid any issues with future placement of shelters when stops are reactivated. Installation of Bus She/ters: Consideration of the installation of additional bus shelters as provided below: 1. Placement of SunLine versus City bus shelters: SunLine: o SunLine may not purchase shelters for some time and the City will compete with other jurisdictions for shelters; o Shelters are designed to accommodate advertisements but do not have to be placed; o Shelter design is not consistent with the City's Program; and o The City would still be required to make infrastructure improvements. C� o Shelters will be consistent with the City's Program; o City has funds available for design, fabrication, installation, and infrastructure improvements; o Shelters can be designed to accommodate future advertisement, but do not have to be placed if Council is opposed to placement of advertisements; and o Staff would negotiate with SunLine to place advertisements on City shelters and SunLine would cover maintenance costs received through the placement of ads. 2. Bus Shelters Without Advertisements: Installation of additional bus shelters without advertisements would require the City to incur additional expenses to the General Fund to cover the increased maintenance costs at $138.00 per shelter per month by SunLine. 3. Bus Shelters With Advertisements: Installation of additional SunLine bus shelters with advertisements would not require the City to incur additional maintenance expenses. Staff would negotiate with SunLine to install advertisements on City designed and fabricated shelters. The monthly maintenance cost of bus shelters with advertisements is covered through the revenue that SunLine receives from businesses. In addition, if the City so desired, it could have advertisements placed at all existing compatible shelters throughout the City and reduce the existing maintenance agreement with SunLine by approximately $55,000. Staff Report Bus Stop Infrastructure Improvements February 25, 2010 Page 4 It should also be noted that the advertisement panels can be removed at any time from the shelters; however, the City would be required to enter into an agreement with SunLine for a specific period of time, which would require the advertisements to remain in place until expiration of the agreement. Fiscal Analvsis If Council approved the installation of additional shelters WITHOUT advertisements there would be a negative impact to the General Fund to pay the additional monthly maintenance costs based on $138.00 per month per shelter. However, if Council opted for shelters WITH advertisements, there would not be a negative impact to the City's General Fund as the revenue received by SunLine through advertisement revenues should cover the maintenance costs incurred. In addition, advertisements on existing shelters would create an approximate savings of $55,000 to the General Fund through the cost reduction to the maintenance agreement between the City and SunLine.
